REPAIRS AND MAINTENANCE

 

 

All requests for maintenance services shall be submitted to the maintenance supervisor by the person responsible for the site on which the maintenance and/or repair is needed.  Requests for summer maintenance services shall be made on the prescribed forms.

 

Principals serve as the buildings and grounds administrator of their respective school site.  For any non-school or ancillary site, the most senior staff member, usually a department head, shall be the grounds administrator.

 

Requests for repair of hazardous conditions or of an emergency nature should be reported to the maintenance supervisor and/or the Superintendent as soon as the condition requiring repair is identified.  Hazardous and emergency requests shall be given priority consideration by the staff, whenever possible.

 

To provide for effective building maintenance and repairs, requests shall be submitted as follows:

 

  1. Request may originate with individual employees who observe a need for repairs.

  2. Request to the Central Office shall be made through the local building principal on forms prescribed by the Superintendent of Schools.

  3. Local building principals shall submit request to the office of the Superintendent of Schools.

 

LICENSING REQUIRED FOR MAINTENANCE AND REPAIR PROJECTS

 

In an effort to ensure that School Board funds are spent wisely and that true objectives are achieved, quality workmanship shall be ensured by determining if licensure, insurance, and/or an architect is necessary.

 

When determining if a contractor’s license is needed, the law requires that the cost of labor and materials be combined to assess the total project amount (no matter who supplies the materials).  If the total project amount exceeds $50,000 for commercial projects, and $10,000 for plumbing, electrical and HVAC, a contractor’s license is required.

 

At any point that licensure is required, proof of licensure, general liability, and worker’s compensation insurance shall be documented and submitted to the School Board’s business office.  If licensure is required, with business office approval, a contract shall be entered into by the building administrator of that particular site.  The business office shall maintain a sample contract form that shall be completed by the principal or site administrator and such form shall be requested from the business office.  Signed copies of the contract shall be maintained by the principal or site administrator, and the business office.

 

Building administrators should sign contracts only when funds have been appropriated either by School Board action or through policy DJE-P, School Level Purchases.  Building administrators must also consider all purchasing policies of the Sabine Parish School Board as well as policies regarding bid law.  The business office shall assist and advise in this endeavor and should be consulted.

 

The School Board may employ a licensed architect and/or engineer for all public works projects no matter the project cost when it so desires.  When the cost of a public work project equals or exceeds $100,000, an architect or engineer shall be hired except for when the Superintendent determines one is not necessary or when the work being performed is singular in nature (example: roofing a building or installation of new flooring, or installation of HVAC).  When the cost of a public work project exceeds $250,000, an architect or engineer shall be hired without exception.
