1.     Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on February 10, 2025 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Stacy Alford, Board President; Terrell Snelling, Board Vice President; Dr. Leah Byles, Everett Guidry, Josh Jenkins, Dean Johnson, Donald Remedies and John Stewart.

 

Absent:  None

 

President Alford called for a moment of silence before she led the Pledge of Allegiance.

 

2.     Recognition of Visitors:

 

A.    Maegan Campbell introduced the District Students of the year.  Recognized were:

5th Grade Student of the Year, Selena Vela of Zwolle Elementary, who was presented with a gift basket by Jamie Vincent representing City Bank.

8th Grade Student of the Year, Taylee Williams of Many Jr. High School, was presented with a gift basket by Pam Meshell representing Community Bank.

12th Grade Student of the Year, Abby Shanley of Negreet High School, was presented with a gift basket by Stacy Alford of Sabine State Bank.  Mr. Chris Silvia also presented Miss Shanley with a check for the Annual Silvia Family Scholarship.

 

3.     Consent Agenda:

 

On motion by Josh Jenkins and second by Dr. Leah Byles, it was carried to approve and adopt the Consent Agenda as follows:

 

A.    Approve and adopt the Regular Board Meeting Minutes of January 13, 2024;

B.    Approve and adopt the Program Agreement between Sabine Medical Center, Sabine Parish School Board and Bayou North Area Health Education Center for 2025;

C.    Approve and adopt the 2025-2026 School Calendar;

D.    Approve and adopt Consent Agenda Items 3A-3D.

 

4.     Regular Agenda:

 

A.    On motion by Terrell Snelling and second by Kowonno Greene, it was carried to Approve the 2025 SPSB Committees as follows:

 

·     2025 Finance Committee:  Josh Jenkins (Chair), Stacy Alford, Donald Remedies, Dr. Leah Byles

·     2025 Transportation Committee - John Stewart (Chair), Josh Jenkins, Donald Remedies, Terrell Snelling

·     2025 Food Service Committee - Everett Guidry (Chair), Kowonno Greene, Terrell Snelling, John Stewart

·     2025 Head Start Committee - Kowonno Greene (Chair), Dr. Leah Byles, Dean Johnson

·     2025 Sales Tax Commission Board Appointees - Donald Remedies and Nolan Rivers

 

B.     On motion by Everett Guidry and second by Dr. Leah Byles, it was carried to approve School Board Member Training Resolution and Recognition of Board Members’ completion of required training hours for 2024.  Board Members training 2024 was reported as follows:

 

Stacy Alford – 1 hour

Dr. Leah Byles – 6 hours

Kowonno Greene – 18 hours

Everett Guidry – 11 hours

Josh Jenkins – 11.5 hours

Donald Remedies – 9.5 hours

Dale Skinner – 8 hours

Terrell Snelling – 25 hours

John Stewart – 9 hours

School Board Member Training Resolution

 

WHEREAS, each member of a city and parish school board shall receive a minimum of six hours of training and instruction, as required by ACT 705 of the 2011 Louisiana Legislature; and

 

WHEREAS, this training and instruction shall consist of school laws of this state, laws governing the powers, duties, and responsibilities of city and parish school boards, educational trends, research and policy; and

 

WHEREAS, such instruction may be received from an institution of higher education in this state, from instruction sponsored by the State Department of Education, or by an in-service training program conducted by a city or parish school board central office or the Louisiana School Boards Association, or training provided at the national level; and

 

WHEREAS, each member of a city and parish board shall receive one hour of ethics training, per year, of their tenure as board member;

 

NOW THEREFORE, BE IT RESOLVED, that it become public record that Dr. Leah Byles, Kowonno Greene, Everett Guidry, Josh Jenkins, Donald Remedies, Dale Skinner, Terrell Snelling and John Stewart, members of the Sabine Parish School Board, have successfully received and exceeded the six hours of required training as mandated by the Legislature of Louisiana and the board members have fulfilled the mandate of one hour of ethics training for the year 2024.

C.      On motion by Terrell Snelling and second by Kowonno Greene, it was approved to award the sale of the manufactured home in Converse to the highest bidder of William and Cathy Thomas for $25,600.00.
