1.    Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a Special Called public session October 21, 2024 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Kowonno Greene, Board President; John Stewart, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Dale Skinner and Terrell Snelling.

 

Absent:  None

 

President Kowonno Greene called the meeting to order.  Mr. Greene led the Pledge of Allegiance and then called for a moment of silence.

 

1.    Recognition of Visitors:  No visitors were recognized.

 

2.    Special Called Agenda Items:

 

A.   Special Agenda item A was read aloud by Board President Kowonno Greene.  Neal Johnson, attorney for Sabine Parish School Board, instructed the Board and visitors present on procedure regarding this agenda item.

 

On motion by Dr. Leah Byles and second by John Stewart, it was carried to hear the Expulsion Appeal pursuant to LSA-R.S. 17:416 C(5)(a) and 42:17 (A)(7) on behalf of Student Bowling.

 

Kristy Brumley, Director of Student Services, read aloud a summary of the Expulsion Hearing, findings, and ruling regarding Student Bowling.  Student Bowling’s attorney, Daryl Gold, addressed the Board regarding findings and ruling in defense of Student Bowling.  Whitley Bowling addressed the Board regarding findings, ruling and potential outcome in regard to Student Bowling.  Moses Curtis, Many High School Principal, addressed the Board regarding potential future effects of a modified or reversed ruling.  Valerie Williams, Principal of Many Jr. High School, addressed the board regarding potential future effects of a modified or reversed ruling.  Rodney Schamerhorn, Louisiana State Representative, District 24, addressed the Board regarding leniency for Student Bowling.  The Board had an open discussion to affirm, modify or reverse the Expulsion Hearing ruling.

 

On motion by Dr. Leah Byles and second by John Stewart, it was carried to modify the disciplinary ruling to the 14 days of time already spent out of school.  Voting as follows:

 

Yeas:  Terrell Snelling, Dale Skinner, Dr. Leah Byles, Everett Guidry and John Stewart

Nays:  Donald Remedies, Kowonno Greene, Josh Jenkins and Stacy Alford

Abstains:  none

Absent:  none

 

B.   On motion by Donald Remedies and second by Dr. Leah Byles, it was carried to enter Executive Session to hear the Expulsion Appeal pursuant to LSA-R.S. 17:416 C(5)(a) and 42:17 (A)(7) on behalf of Student Dickson.

 

On motion by Dr. Leah Byles and second by Stacy Alford, it was carried to exit Executive Session.

 

On motion by Dr. Leah Byles and second by Kowonno Greene, it was carried to modify the disciplinary ruling to the 14 days of time already spent out of school.  Voting as follows:

 

Yeas:  Terrell Snelling, Dale Skinner, Dr. Leah Byles, Kowonno Greene, Everett Guidry, John Stewart

Nays:  Donald Remedies, Josh Jenkins, Stacy Alford

Abstain:  None

Absents:  None

 

C.   On motion by Dr. Leah Byles and second by Stacy Alford, it was carried to modify the agenda to discuss modification of the discipline policy.  After lengthy discussions, it was determined that the calculation of the night’s 2 appeals be recorded as three (3) days out of school suspension with time served for additional days spent out of school.  The Board took no action and will address the issue of modifying the discipline policy at the regular scheduled November Board Meeting.

 

D.   On motion by Kowonno Greene and second by Stacy Alford, it was carried to adopt Millage Revised Millage Rates.

 

There being no further business, the meeting was adjourned.
