1.    Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on September 16, 2024 at 5:40 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Kowonno Greene, Board President; John Stewart, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, and Donald Remedies, Dale Skinner and Terrell Snelling.

 

Absent:  None

 

President Kowonno Greene called the meeting to order.  Mr. Greene led the Pledge of Allegiance and then called upon Mr. Josh Jenkins to give the invocation.

 

2.    Recognition of Visitors:  None

 

3.    Consent Agenda:

 

On motion by Donald Remedies and second by John Stewart, it was carried to approve the Consent Agenda as follows:

 

A.   Approve and adopt the Regular Board Meeting Minutes of August 12 2024;

B.   Approve Early Childhood Consolidation Lead Agency and Ready Start Network;

C.   Approve 8G Budget 2024-2025;

D.   Approve Achieve Budget Revision – Amendment #12;

E.   Approve Transportation Agreement between Many Healthcare North and SPSB for 2024-2025;

F.    Approve Cooperative Endeavor Agreement between the Town of Zwolle and SPSB regarding SRO for schools within the jurisdiction of the Town of Zwolle;

G.   Approve and adopt Consent Agenda Items 3A-3G.

 

4.    Regular Agenda Items:

 

A.   On motion by Everett Guidry and second by Josh Jenkins, it was carried to approve and adopt the 2024-2025 Pupil Progression Plan.

 

B.   On motion by Dale Skinner and second by Stacy Alford, it was carried to approve Out-of-State Field Trip with monetary assistance request for EHS FFA students to attend the National FFA Convention in Indianapolis IN, October 21-25, 2024 (8 students and 2 adults).

 

C.   On motion by John Stewart and second by Dale Skinner, it was carried to approve Out-of-State Field Trip with monetary assistance request for MHS FFA students to attend National FFA Convention in Indianapolis, IN, October 23-25, 2024 (2 students and 2 adults).

 

D.   On motion by Everett Guidry and second by John Stewart it was carried to approve and adopt the following policies (first reading):

a.    Policy ABCB, Qualifications for School Board Members

b.    Policy BBBC, School Board Member Continuing Education

c.    Policy BCBB, Notification of School Board Meetings

d.    Policy GBA, Employment Contracts and Compensation

e.    Policy GBRIB, Sick Leave

f.     Policy GBRIBB, Sick Leave Bank

g.    Policy JDA, Corporal Punishment

h.    Policy JGC, Student Health Services

i.      Policy JGCB, Immunizations

j.      Policy JGCD, Administration of Medication

k.    Policy JGCFA, Behavioral Health Services for Students

 

E.   On motion by Donald Remedies and second by Stacy Alford, it was carried with one Nay vote by Mr. Snelling, to approve rescinding of Policy GBBBA – Staffing Formula for School Secretaries.

 

F.    On motion by John Stewart and second by Everett Guidry, it was carried to approve and adopt Resolution Granting a One-Time Gross Salary Supplement.

RESOLUTION

 

WHEREAS, the Sabine Parish School Board has the desire to distribute the state appropriation to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2024‐2025,

 

AND WHEREAS, an employee is defined as an individual actively working full‐time or in a permanent part‐time capacity, in their respective position and employed by the Sabine Parish School Board on October 25, 2024 (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),

 

AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration. The supplement shall not be reduced for absences due to medical occurrences. 

 

THEREFORE BE IT RESOLVED, that all employees on the teacher salary schedule or those employees whose salary is based upon the teacher salary schedule shall be paid a one‐time gross supplement of $2,000.

 

All other employees whose salaries are not on the teacher salary schedule or their salary calculation is not based upon the teacher salary schedule shall be paid a one-time gross supplement of $1,000

 

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the supplement.

 

All Employees shall receive this supplement according to their position.  Grant funded employees follow the same salary schedule as our regular employees and to the greatest extent possible the grant funds shall be used to cover and match the supplement provided by the state for those employees for whom the state did not provide funding.  The general fund would be left to absorb any remaining cost.

 

The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules. He will have full discretion to this regard.

 

This distribution shall be made on October 25, 2024 in conjunction with the normal payroll date for the month of October 2024.

 

This resolution shall attach to, amend, and become part of the Sabine Parish School Board Salary Schedule for 2024-2025.  This resolution having been submitted to a vote, the vote thereon was as follows:

 

YEAS:  9 – Snelling, Skinner, Remedies, Byles, Greene, Guidry, Stewart, Jenkins, Alford.

NAYS:  0 - None.

ABSENT:  0 - None.

ABSTAIN:  0 - None.

 

And the resolution was declared adopted this 16th day of September 2024.

G.   On motion by Dale Skinner and second by Terrell Snelling, it was carried to declare building on SPSB property located in Converse as no longer needed and authorize disposal #1 or #2 at Administrator’s discretion.

 

H.   On motion by Everett Guidry and second by Donald Remedies, it was carried to authorize the Superintendent to sign and approve access road easement and agreement with New Generation Gas Gathering, LLC.

 

I.     On motion by Dale Skinner and second by Dr. Leah Byles, it was carried to approve and adopt the Fiscal Year 2024-2025 Operating Budget of the Sabine Parish School Board.

 

5.    Superintendent’s Report:
