1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on May 13, 2024 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Kowonno Greene, Board President; Stacy Alford, Everett Guidry, Josh Jenkins (arrived late to meeting), Donald Remedies, and Terrell Snelling.
Absent: Dr. Leah Byles, Dale Skinner and John Stewart, Board Vice President
President Kowonno Greene called the meeting to order. Mr. Greene led the Pledge of Allegiance and asked that a moment of silence be observed.
2. Recognition of Visitors:
A. The Board Recognized Many High School Students Allison Simmons as State FFA Electrical Contest Winner and Logan Lee, winner of the Tulsa Welding School Contest.
B. Recognition of FHS student, Rankin Alford, State Champion in Long Jump and Triple Jump was deferred to another time.
3. Consent Agenda:
On motion by Terrell Snelling and second by Stacy Alford it was carried to approve the Consent Agenda as follows:
A. Approve and adopt Regular Board Meeting Minutes of April 15, 2024;
B. Approve and adopt Special Called Board Meeting Minutes of May 2, 2024;
C. Approve 2024-2024 Super App Budget Amendment #5;
D. Approve Achieve Budget amendment #10;
E. Approve the 2024-2025 Indian Education Grant Budget;
F. Approve Out-of-State Field Trip for approximately 25 PHHS students and 5 adults to Six Flags Over Texas, Arlington, Texas, May 16, 2024;
G. Approve Out-of-State Field Trip for 15 ZHS students and 3 adults to Lufkin Team Camp, Boys’ Basketball, Lufkin, Texas, June 5, 2024;
H. Approve and adopt Consent Agenda Items 3A – 3H.
4. Regular Agenda Items:
A. On motion by Everett Guidry and second by Stacy Alford, it was carried to approve request from MJHS student for monetary assistance to attend Junior National Young Leaders Conference, Washington D.C. June 23-28, 2024.
B. On motion by Terrell Snelling and second by Everett Guidry, it was carried to declare as surplus equipment New Holland TC35A Tractor and authorize disposal method #1 or #4 to occur at Administrator’s discretion.
C. On motion by Donald Remedies and second by Josh Jenkins, it was carried to authorize the Superintendent to negotiate and sign paperwork as necessary for the purchase of property near Zwolle schools through traditional means or as advised by School Board’s attorney.
D. On motion by Terrell Snelling and second by Everett Guidry, it was carried to approve the Resolution to canvass the returns and declaring the results of the Special Elections held in (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) Many School District No. 34 of Sabine Parish, Louisiana, (iv) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (v) Negreet School District No. 62A of Sabine Parish, Louisiana, on Saturday, April 27, 2024, to authorize the continuation of special taxes therein.

A resolution providing for canvassing the returns and declaring the results of the special elections held in (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) Many School District No. 34 of Sabine Parish, Louisiana, (iv) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (v) Negreet School District No. 62A of Sabine Parish, Louisiana, on Saturday, April 27, 2024, to authorize the continuation of special taxes therein.
BE IT RESOLVED by the Parish School Board of the Parish Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) Many School District No. 34 of Sabine Parish, Louisiana, (iv) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (v) Negreet School District No. 62A of Sabine Parish, Louisiana (the "Districts"), that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special elections held in the Districts on SATURDAY, APRIL 27, 2024 (the "Elections"), to authorize the continuation of special taxes therein pursuant to the following proposition (the "Propositions"):
CONVERSE SCHOOL DISTRICT NO. 8A
PROPOSITION (TAX CONTINUATION)
Shall Converse School District No. 8A of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of 13.21 mills on all property subject to taxation in the District (an estimated $594,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a .31 mills increase (due to reappraisal) over the 12.90 mills tax authorized to be levied through the year 2025 pursuant to an election held on November 4, 2014.
EBARB SCHOOL DISTRICT NO. 17
PROPOSITION (TAX CONTINUATION)
Shall Ebarb School District No. 17 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of 16.49 mills on all property subject to taxation in the District (an estimated $109,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a .40 mills increase (due to reappraisal) over the 16.09 mills tax authorized to be levied through the year 2025 pursuant to an election held on November 4, 2014.
MANY SCHOOL DISTRICT NO. 34
PROPOSITION (TAX CONTINUATION)
Shall Many School District No. 34 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of 7.50 mills on all property subject to taxation in the District (an estimated $455,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a .27 mills increase (due to reappraisal) over the 7.23 mills tax authorized to be levied through the year 2025 pursuant to an election held on October 24, 2015.
SOUTH SABINE CONSOLIDATED SCHOOL DISTRICT NO.20
PROPOSITION (TAX RENEWAL)
Shall South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of 7.82 mills on all property subject to taxation in the District (an estimated $313,400 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District.
NEGREET SCHOOL DISTRICT NO. 62A
PROPOSITION (TAX RENEWAL)
Shall Negreet School District No. 62A of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of 6.63 mills on all property subject to taxation in the District (an estimated $319,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District.
This Governing Authority does further proceed to examine and canvass the returns of the Elections thereof.
SECTION 2. Election Results. According to the official certified tabulation of votes cast at said Elections,
(i) there was a total of 105 votes cast IN FAVOR OF Converse School District No. 8A Proposition and a total of 30 votes cast AGAINST Converse School District No. 8A Proposition, resulting in a majority of 75 votes cast IN FAVOR OF Converse School District No. 8A Proposition;
(ii) there was a total of 72 votes cast IN FAVOR OF Ebarb School District No. 17 Proposition and a total of 66 votes cast AGAINST Ebarb School District No. 17 Proposition, resulting in a majority of 6 votes cast IN FAVOR OFEbarb School District No. 17 Proposition;
(iii) there was a total of 188 votes cast IN FAVOR OF Many School District No. 34 Proposition and a total of 103 votes cast AGAINST Many School District No. 34 Proposition, resulting in a majority of 85 votes cast IN FAVOR OF Many School District No. 34 Proposition;
(iv) there was a total of 137 votes cast IN FAVOR OF South Sabine Consolidated School District No. 20 Proposition and a total of 62 votes cast AGAINST South Sabine Consolidated School District No. 20 Proposition, resulting in a majority of 75 votes cast IN FAVOR OF South Sabine Consolidated School District No. 20 Proposition; and
(v) there was a total of 133 votes cast IN FAVOR OF Negreet School District No. 62A Proposition and a total of 57 votes cast AGAINST Negreet School District No. 62A Proposition, resulting in a majority of 76 votes cast IN FAVOR OF Negreet School District No. 62A Proposition.
The Propositions were therefore duly CARRIED by a majority of the votes cast by the qualified electors voting at the Elections.
SECTION 3. Promulgation of Election Result. The results of said elections shall be promulgated by publication in the manner provided by law, after receipt from the Secretary of State’s office of the actual costs of the elections, as required by §18:1292 of the Louisiana Revised Statutes of 1950, as amended.
SECTION 4. Declaration. The foregoing results of the Elections are hereby declared by this Governing Authority and shall be published as required by law.
SECTION 5. Procès Verbal. A Procès Verbal of the canvass of the returns of the Elections shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in her office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Sabine, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
This resolution having been submitted to a vote, the vote thereon was as follows:

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Propositions as hereinabove set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special elections held in the Districts on Saturday, April 27, 2024.
Results by precinct are available from the Secretary of this Governing Authority during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov).

The polling places at the precincts in the Districts are hereby designated as the polling places at which to hold the said elections, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of the Converse School District No. 8A election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $9,500.
The estimated cost of the Ebarb School District No. 17 election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $1,600.
The estimated cost of the Many School District No. 34 election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $18,000.
The estimated cost of the South Sabine Consolidated School District No. 20 election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $11,000.
The estimated cost of the Negreet School District No. 62A election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $12,000.
Notice is further given that a portion of the monies collected from the taxes described in the Propositions shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special elections will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said elections, as provided in this Notice of Special Elections, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Sabine Parish School Board Support Center, 265 Middle Creek Road, Many, Louisiana, on MONDAY, MAY 13, 2024, at FIVE-THIRTY O'CLOCK (5:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special elections. All registered voters of the Districts are entitled to vote at said special elections and voting machines will be used.
PROCLAMATION
I, the undersigned President of the Parish School Board of the Parish Sabine, State of Louisiana, the governing authority of (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) Many School District No. 34 of Sabine Parish, Louisiana, (iv) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (v) Negreet School District No. 62A of Sabine Parish, Louisiana (the "Districts"), do hereby declare, proclaim and announce that the propositions submitted at the special elections held in the Districts on Saturday, April 27, 2024, were CARRIED by a majority of the votes cast at the said special elections, all as described and set out in the above Procès Verbal.
