1.    Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a special called public session on May 2, 2024 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Kowonno Greene, Board President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Dale Skinner, Terrell Snelling and John Stewart, Board Vice President.

 

Absent:  None

 

President Kowonno Greene called the meeting to order.  Mr. Greene led the Pledge of Allegiance and gave the invocation.

 

2.    Recognition of Visitors:

 

There were no visitors recognized.

 

3.    Special Called Agenda Item:

 

A.   Board President Kowonno Greene read aloud the resolution to join as a party in that litigation relative to the new Title IX regulations. After discussion and questions from the public (Mr. Van Tate) had been asked and answered, on motion by Dr. Leah Byles and seconded by Stacy Alford, it was carried to approve and adopt the resolution to join as a party in that litigation relative to the new Title IX regulations.

Resolution

 

BE IT FOREVER KNOWN, that by official action taken at its meeting of May 2, 2024, the Sabine Parish School Board (sometimes referred to as the “Board”) adopted the following resolution:

 

WHEREAS, the United States Department of Education has issued a final rule, titled “Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance” (“Final Rule”),[1] which it will publish in the federal register;

 

WHEREAS, the Final Rule dramatically changes Title IX regulations and acknowledges it will increase complaint investigations;

 

WHEREAS, the Final Rule will disadvantage the Board by increasing its obligations, compliance costs, and liability risks;

 

WHEREAS, the Board believes the Final Rule is contrary to federal law and will be detrimental to students, parents, and employees;

 

WHEREAS, the Board believes the Final Rule, is directly contrary to existing state law, as well as laws currently being considered by the Louisiana Legislature; and

 

WHEREAS, the State of Louisiana and school districts within the State intend to challenge the legality of the Final Rule and the Board’s participation in such lawsuit will result in no direct legal fees or costs to the Board, as the Attorney General is already representing the State.

 

NOW, THEREFORE, BE IT RESOLVED, that by the vote reflected hereinbelow, the Sabine Parish School Board does hereby elect to  join the State of Louisiana in litigation against the United States Department of Education and other federal defendants to challenge the Final Rule.

 

ON THE MOTION OF Dr. Leah Byles and seconded by Stacy Alford, the following votes were cast:

 

YEAS:  Stacy Alford, Dr. Leah Byles, Kowonno Greene, Everett Guidry, Josh Jenkins, Donald Remedies, Dale Skinner, Terrell Snelling, and John Stewart.

 

NAYS:  None

 

ABSTAINS:  None

 

ABSENT:  None

 

It is hereby affirmed and certified the foregoing is a true and exact copy of the resolution adopted by the Sabine Parish School Board, Many, Louisiana during special called  session on May 2, 2024 at which a quorum was present and voted.
