1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on April 15, 2024 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Kowonno Greene, Board President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Dale Skinner, Terrell Snelling and John Stewart, Board Vice President.
Absent: None
President Kowonno Greene called the meeting to order. Mr. Greene led the Pledge of Allegiance and asked that a moment of silence be observed.
2. Recognition of Visitors:
A. The Board recognized the District Principal of the Year: Danya Tatum of Ebarb High School; Elementary Teacher of the Year: Mary Merritt, Negreet School; Middle School Teacher of the Year: Angela Knight, Zwolle High School; High School Teacher of the Year: Peyton Arthur, Zwolle High School.
B. The Board recognized the District Bus Driver of the Year: Sharon Johnson, SPARK Bus Driver. Ms. Johnson was also recognized as the SY 23-24 PCAL Regional Bus Driver of the Year.
C. The Board recognized LHSAA Bass Fishing Team State Champions: Jayden Elliott & Tyler Wilkerson, Negreet High School and the Negreet School Bass Fishing Team. The Board also recognized LHSAA Bass Fish Team State Runner Up: Caleb Johnston & Colin Consenza, Many High School.
D. The Board recognized the Ed Rising Students that qualified for National Convention: Katelen Bennett and Regan Bennett, Converse High School; Leah Clary, Danika Cuevas, Brennan Etheridge, Kyleigh Hartford, Ryleigh Hartford, Ashlyn Sweet, Jaycee Williams and Madelyn Wilson, Ebarb High School; Shae’Aunna Johnson, Many High School; Alexis O’Quain, Negreet High School.
3. Consent Agenda:
On motion by Dr. Leah Byles and second by Everett Guidry, it was carried to adopt the Consent Agenda as follows:
A. Approve and adopt the Regular Board Meeting Minutes of March 18, 2024;
B. Approve 2023-2024 LA4 Budget Revision #1;
C. Approve 2023-2024 Head Start Grant Budget Revision #1;
D. Approve 2023-2024 Early Childhood Consolidated Application Budget Revision #2;
E. Approve Out-of-State Field Trip for 18 Zwolle High School Students and 2 adults to attend SFA University Team Camp in Nacogdoches, Texas on June 5-7, 2024;
F. Approve Out-of-State Field Trip for 89 MES PreK 4 students and 13 adults to visit Lufkin Zoo, Lufkin, Texas on April 19, 2024;
G. Approve 2024 A-HEC Summer Program Agreement between Sabine Medical Center, Bayou North Area Health Education Center and SPSB;
H. Approve Out-of-State Field Trip for 6 NHS students (+4 siblings) and approximately 10 adults to attend the National and World Final Fishing Championships on Lake Hartwell in Anderson, South Carolina, June 15-24, 2024;
I. Approve Line Item Budget Amendment to fund Zwolle High School Principal B&E $90,000;
J. Approve and adopt Consent Agenda Items 3A-3J.
4. Regular Agenda Items:
A. On motion by Stacy Alford and second John Stewart, it was carried to approve Out-of-State Field Trip with monetary assistance for 12 High School Students (CHS (2), EHS (8), MHS (1), NHS (1)) and 4 adults to attend Educators Rising National Conference in Washington D.C. on June 27 – July 2, 2024.
B. On motion by Dr. Leah Byles and second by Josh Jenkins, it was carried to approve the Resolution to Request the Withdrawal of Funds for the approved EEF plan for Tobacco Settlement Funds.

RESOLUTION
Whereas, the Sabine Parish School Board has been informed of the option to withdraw a certain amount of said funds invested in the State Treasury pursuant to authority of La. R.S. 39.99 (Act 161 of the 2002 First Extraordinary Session of the Legislature) and our investment agreement;
THEREFORE, BE IT RESOLVED that the Sabine Parish School Board does request the execution of the amendment to investment agreement with the State Treasury pursuant to La. R.S. 39.99; and
THEREFORE, BE IT RESOLVED that the Sabine Parish School Board does request the withdrawal of funds from the State Treasury in the amount of $80,000.00 to be used as specified in our recently approved EEF plan for Tobacco Settlement Funds.
It is hereby affirmed and certified the foregoing is a true and exact copy of the resolution unanimously adopted by the Sabine Parish School Board, Many, Louisiana during regular session on April 15, 2024 at which a quorum was present and voted.

C. On motion by Terrell Snelling and second by Stacy Alford, it was carried to authorize the Superintendent to withdraw Educational Excellence Funds.
D. The Board was presented with their School District’s anticipated staffing information for the 24-25 SY. No action was taken.
E. Many Mayor, Robert Hable, addressed the Board to endorse the extension of the Superintendent’s Contract. On motion by Terrell Snelling and second by Dr. Leah Byles, and after open discussion of this item by Board Members and Staff, it was carried to approve the extension of the Superintendent’s Contract. The Board voted as follows:
Yeas: Terrell Snelling, Dr. Leah V. Byles, Kowonno Greene, Everett Guidry, Josh Jenkins, Stacy Alford.
Nays: Dale Skinner, Donald Remedies, John Stewart.
Abstains: None.
Absent: None.
5. Superintendent’s Report:

There being no further business, the meeting was adjourned.
