1.    Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on February 12, 2024 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Kowonno Greene, Board President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, and Terrell Snelling.

 

Absent:  Dale Skinner and John Stewart, Board Vice President

 

President Kowonno Greene called the meeting to order.  Mr. Greene called upon Dr. Leah Byles to lead the Pledge of Allegiance and Mr. Josh Jenkins to give the invocation.

 

2.    Recognition of Visitors:

 

The Board recognized leaders of Many Junior High School for being one of LDOE’s 2023 Comeback Campuses.  Mr. Wright presented the award banner to Valerie Williams, Principal; Kyle Penfield, Assistant Principal; Teresa Miller, Lead SPED Teacher; Edie Gowen & Krisha Williams, Instructional Coaches; and Brandy Williamson, Counselor.

 

3.    Consent Agenda:

 

On motion by Terrell Snelling and second by Josh Jenkins, it was carried to approve and adopt the Consent Agenda as follows:

 

A.   Approve and adopt Regular Board Meeting Minutes of January 8, 2024;

B.   Approve Out-of-State Field Trip for EHS 6th-12th grade students (55 students & 8-10 adults) to Houston Museum of Natural Science on February 16, 2024;

C.   Approve Out of State Field Trip MHS welding students (10-12 students and 2 adults) to Center Texas, Panola Jr College for Welding Competition Late February or Early March (Date TBA);

D.   Approve SY24-25 School Calendar;

E.   Approve 2023-24 REAL Consolidated Grant Budget;

F.    Approve Sabine Parish Head Start Community Needs Analysis;

G.   Approve Head Start Annual Report 2022-2023;

H.   Approve and adopt Consent Agenda Items 3A-3H;

 

4.    Regular Agenda Items:

 

A.  Mr. Nicholas Fowlkes, Auditor with Kolder, Slaven & Company, LLC, presented the Board with a brief synopsis of audit findings.  There were no findings and auditors issued a clean report.  Copies of the reports are attached to this agenda item and are public on BoardDocs.  On motion by Dr. Leah Byles and second by Stacy Alford, it was carried to accept the presentation and results of the 2022-2023 Fiscal Year Audit.

 

B.   On motion by Josh Jenkins and second by Everett Guidry, it was carried to approve the 2024 SPSB Committees as appointed as follows:

 

2024 Finance Committee:  Josh Jenkins (Chair), Stacy Alford, Donald Remedies, Dale Skinner

2024 Transportation Committee - John Stewart (Chair), Josh Jenkins, Donald Remedies, Terrell Snelling

2024 Food Service Committee - Everett Guidry (Chair), Kowonno Greene, Terrell Snelling, John Stewart

2024 Head Start Committee - Kowonno Greene (Chair), Dr. Leah Byles, Dale Skinner

2024 Sales Tax Commission Board Appointees - Donald Remedies and Nolan Rivers

 

C.   On motion by Dr. Leah Byles and second by Everett Guidry it was carried to approve School Board Member Training Resolution for completion of required training hours for 2023.  Board Members Terrell Snelling and Kowonno Greene were also recognized as Certificate of Merit recipients for achieving 20+ credit hours for 2023.

School Board Member Training Resolution

 

WHEREAS, each member of a city and parish school board shall receive a minimum of six hours of training and instruction, as required by ACT 705 of the 2011 Louisiana Legislature; and

 

WHEREAS, this training and instruction shall consist of school laws of this state, laws governing the powers, duties, and responsibilities of city and parish school boards, educational trends, research and policy; and

 

WHEREAS, such instruction may be received from an institution of higher education in this state, from instruction sponsored by the State Department of Education, or by an in-service training program conducted by a city or parish school board central office or the Louisiana School Boards Association, or training provided at the national level; and

 

WHEREAS, each member of a city and parish board shall receive one hour of ethics training, per year, of their tenure as board member;

 

NOW THEREFORE, BE IT RESOLVED, that it become public record that Stacy Alford, Dr. Leah Byles, Kowonno Greene, Everett Guidry, Josh Jenkins, Donald Remedies, Dale Skinner, Terrell Snelling, and John Stewart, members of the Sabine Parish School Board, have successfully received and exceeded the six hours of required training as mandated by the Legislature of Louisiana and all board members have fulfilled the mandate of one hour of ethics training for the year 2023.

D.   On motion by Josh Jenkins and second by Terrell Snelling, it was carried to approve Out-of-State Field Trip with monetary assistance for MHS Welding students to attend Tulsa Welding School Senior Welding Competition February 23-24, 2024 in Tulsa, OK (7 students and 2 adults).

 

E.   On motion by Everett Guidry and second by Terrell Snelling, it was carried to approve Out-of-State Field Trip with monetary assistance for MHS welding students to attend welding competition in Houston, Texas on March 22-23, 2024 (7 students and 2 adults).

 

F.    On motion by Terrell Snelling and second by Dr. Leah Byles, it was carried to approve purchase of land near Converse High School through traditional means for the agreed upon price of $175,000.00.

 

5.    Superintendent’s Report:

 

Mr. Wright reminded the Board that Regular Board Meeting Dates of March and April would be moved due to scheduling conflicts.  New Board Meeting dates will be March 18, 2024 and April 15, 2024.
