1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on January 8, 2024 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Dale Skinner, Board President; Kowonno Greene, Board Vice President, Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Terrell Snelling and John Stewart.
Absent: None.
President Dale Skinner called the meeting to order. Mr. Skinner called upon Dr. Leah Byles to give the Invocation and lead the Pledge of Allegiance.
2. Recognition of Visitors:
There were no visitors recognized.
3. Consent Agenda:
On motion by Donald Remedies and second by John Stewart, it was carried to approve and adopt the Consent Agenda as follows:
A. Approve and adopt Regular Board Meeting Minutes of December 11, 2023;
B. Approve and adopt The Sabine Index as the official School Board Journal for 2024;
C. Approve School Board Meeting Dates through June, 2025;
D. Approve Request for Out-of-State Travel on February 2, 2024 – ZHS boys baseball team to Joaquin Texas for baseball scrimmage (15 students, 1 adult);
E. Approve and adopt Consent Agenda Items 3A-3E.
4. Regular Agenda:
A. Election of School Board President for the year 2024. Mr. John Stewart nominated Kowonno Greene. Mr. Terrell Snelling moved nominations cease. Mr. Skinner called for vote. The voting for Mr. Greene as 2024 Board President is as follows:
Yeas: 9 - Terrell Snelling, Donald Remedies, Everett Guidry, Kowonno Greene, Dale Skinner, Stacy Alford, John Stewart, Josh Jenkins, Dr. Leah Byles.
Nays: 0 - None
Abstains: 0 – None
B. Election of School Board Vice President for the year 2024. Mr. Guidry nominated John Stewart. Mr. Snelling nominated Josh Jenkins. Dr. Byles moved to cease nominations. Mr. Snelling called for vote: The voting for School Board Vice President for the year 2024 is as follows:
John Stewart received the votes of Dale Skinner, Donald Remedies, Kowonno Greene, Everett Guidry and John Stewart.
Josh Jenkins received the votes of Terrell Snelling, Dr. Leah Byles, Josh Jenkins and Stacy Alford.
By a vote of 5 to 4, Mr. Stewart won 2024 Board Vice President.
C. Superintendent Shane Wright read a Resolution declaring January as School Board Member Recognition Month. On motion by Everett Guidry and second by Stacy Alford, it was carried to adopt a Resolution declaring January as School Board Member Recognition Month.
RESOLUTION
WHEREAS, the mission of public schools is to meet the diverse educational needs of all children and to empower them to become competent, productive contributors to a democratic society and an ever-changing world; and
WHEREAS, local school board members are committed to children and believe that all children can be successful learners and that the best education is tailored to the individual needs of the child; and
WHEREAS, local school board members work closely with parents, educational professionals, and other community members to create the educational vision we want for our students; and
WHEREAS, local school board members are responsible for ensuring the structure that provides a solid foundation for our school system; and
WHEREAS, local school board members are strong advocates for public education and are responsible for communicating the needs of the school district to the public and the public’s expectations to the district;
NOW, THEREFORE, The Sabine Parish School District, do hereby declare our appreciation to the members of the Sabine Parish School Board and proclaim January 2024 as
School Board Recognition Month in Sabine Parish. We urge all citizens to join us in recognizing the dedication and hard work of local school board members and in working with them to mold an education system that meets the needs of both today’s and tomorrow’s children.

D. Kowonno Greene read LSBA Code of Conduct for Louisiana School Board Members. On motion by Dr. Leah Byles and second by Kowonno Greene, it was carried to adopt LSBA Code of Conduct for Louisiana School Board Members.
E. On motion by Kowonno Greene and second by Josh Jenkins, it was carried to approve and adopt the following policies (second reading):
1. CN - Administrative Records
2. DFK - Gifts and Donations
3. EBBH - Use of Automated External Defibrillator (AED) and Cardiac Emergency Plan
4. GBF - Probation
5. IHAD - Parent Conferences
6. JGB - School Wellness
7. JGC - Student Health Services
F. On motion by Dr. Leah Byles and second by Stacy Alford, it was carried to approve the 2024 Sale Tax Commission Board Appointees, Nolan Rivers and Donald Remedies.
5. Superintendent’s Report:
Mr. Wright announced that Regular Board Meeting Dates of March and April would be moved due to scheduling conflicts. New Board Meeting dates will be March 18, 2024 and April 15, 2024.
There being no further business, the meeting was adjourned.
