1. Meeting Opening
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on October 9, 2023 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following member present: Dale Skinner, Board President, Kowonno Greene, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Terrell Snelling and John Stewart.
Absent: None
President Dale Skinner called the meeting to order. Mr. Skinner called upon Dr. Leah Byles to lead the invocation and the Pledge of Allegiance, respectively.
2. Recognition of Visitors:
There were no visitors recognized.
3. Consent Agenda:
On motion by Donald Remedies and second by Terrell Snelling, (Josh Jenkins and John Stewart were not present for the vote), it was carried to approve and adopt the Consent Agenda as follows:
A. Approve and adopt Regular Board Meeting Minutes of September 18, 2023;
B. Approve 2023-2024 Super App Consolidated Grant Budget Revision;
C. Approve and adopt Consent Agenda Items 3A-3C.
4. Regular Agenda Items:
A. On motion by Everett Guidry and second by Kowonno Greene (Josh Jenkins and John Stewart were not present for the vote), it was carried to approve and adopt the following policies (second reading):
1. Policy BCAD - Teleconference/Remote Participation in School Board Meetings (NEW)
2. Policy BCBK - Executive Sessions
3. Policy DC - Annual Operating Budget
4. Policy DIBA (Delete) - American Recovery and Reinvestment of Reporting Requirements
5. Policy DID - Audits
6. Policy EBBC - Emergency/Crisis Management
7. Policy EBBI - Public Health Emergency
8. Policy EBCB (NEW) - Video/Audio Monitoring of School Board Property
9. Policy ED - Student Transportation Management
10. Policy GBRIB - Sick Leave
11. Policy GBRIC - Maternity and Adoptive Leave
B. On motion by Dr. Leah Byles and second by Terrell Snelling (Josh Jenkins and John Stewart were not present for the vote), it was carried to declare as surplus equipment 2003 Blue Bird School Bus (EHS) and authorize disposal method #1 or #4 to occur at Administration’s discretion.
C. On motion by Donald Remedies and second by Terrell Snelling, (Josh Jenkins and John Stewart were not present for the vote), it was carried to authorize the Superintendent to sign a Cooperative Endeavor Agreement with Zwolle Police Department as presented.
D. On motion by Terrell Snelling and second by Donald Remedies, it was carried to enter into Executive session pursuant to LSA-R.S. 42:17(A)(2) to discuss the workers’ compensation matter, which is not currently in litigation, involving Jennifer Jenkins arising out of an incident at Many Elementary School on or about January 26, 2023.
On motion by Dr. Leah Byles and second by Everett Guidry, it was carried to leave Executive Session and resume open meeting.
On motion by Dr. Leah Byles and second by Josh Jenkins, it was carried to authorize actions recommended in Executive Session regarding this matter.
E. Election Timetable for Ad Valorem Renewal.
