1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on September 18, 2023 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Dale Skinner, Board President; Kowonno Greene, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Terrell Snelling and John Stewart.
Absent: None
The meeting was called to order by President Dale Skinner. Mr. Skinner called upon Stacy Alford to lead the invocation and the Pledge of Allegiance respectively.
2. Recognition of Visitors:
A. The Board recognized LSU Ag Center Parish Chair, Assistant Extension Agent (4-H), Chris Pearce. Mr. Pearce updated the Board regarding parish wide accomplishments and membership. The Board also recognized LSU Food and Nutrition Agent, Jessica Salley, who updated the Board on recent acquisitions that are available for use.
3. Consent Agenda:
On motion by Everett Guidry and second by Kowonno Greene, it was carried to approve and adopt the Consent Agenda as follows:
A. Approve and adopt Regular Board Meeting Minutes of August 14, 2023;
B. Approve and adopt the Education Support Fund 8G Budget 2023-2024;
C. Approve 2023 Transportation Agreement between Many Healthcare North and SPSB
D. Approve and adopt the following policies (first reading):
1. Policy BCAD - Teleconference/Remote Participation in School Board Meetings (NEW)
2. Policy BCBK - Executive Sessions
3. Policy DC - Annual Operating Budget
4. Policy DIBA (Delete) - American Recovery and Reinvestment of Reporting Requirements
5. Policy DID - Audits
6. Policy EBBC - Emergency/Crisis Management

E. Approve and adopt Consent Agenda Items 3A-3E.
4. Regular Agenda:
A. On motion by Kowonno Greene and second by Josh Jenkins it was carried to declare Red 1994 Ford Pre-K Van as surplus equipment and authorize disposal method of #1 or #4 to occur at Administrations discretion.
B. On motion by Terrell Snelling and second by Dr. Leah Byles, it was carried to approve CCAP B-3 Seats funded Memorandum of Understanding between Faithlynn’s Learning Academy LLC and SPSB for SY 2023-2024.
C. On motion by Dr. Leah Byles and second by Josh Jenkins it was carried to approve 2023-2024 Early Childhood Consolidated Application.
D. On motion by Dr. Leah Byles and second by John Stewart, it was carried to adopt a Resolution granting a one-time gross salary supplement.
RESOLUTION
WHEREAS, the Sabine Parish School Board has the desire to distribute the state appropriation to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2023-2024,
AND WHEREAS, an employee is defined as an individual actively working full-time or in a permanent part-time capacity, in their respective position and employed by the Sabine Parish School Board on October 25, 2023 (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2023-2024 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration. The supplement shall not be reduced for absences due to medical occurrences.
THEREFORE BE IT RESOLVED, that all employees on the teacher salary schedule or those employees whose salary is based upon the teacher salary schedule shall be paid a one-time gross supplement of $2,000.
All other employees whose salaries are not on the teacher salary schedule or their salary calculation is not based upon the teacher salary schedule shall be paid a one-time gross supplement of $1,000
Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the supplement.
All Employees shall receive this supplement according to their position. Grant funded employees follow the same salary schedule as our regular employees and to the greatest extent possible the grant funds shall be used to cover and match the supplement provided by the state for those employees for whom the state did not provide funding. The general fund would be left to absorb any remaining cost.
The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules. He will have full discretion to this regard.
This distribution shall be made on October 25, 2023 in conjunction with the normal payroll date for the month of October 2023.
This resolution shall attach to, amend, and become part of the Sabine Parish School Board Salary Schedule for 2023-2024. This resolution having been submitted to a vote, the vote thereon was as follows:

And the resolution was declared adopted this 18th day of September 2023.

E. On motion by Josh Jenkins and second by Stacy Alford, it was carried to approve the Cooperative Endeavor Agreement with State of Louisiana and the Louisiana Department of the Treasury and SPSB.
F. On motion by Donald Remedies and second by Kowonno Greene, and with one Nay vote by Dr. Leah Byles, it was carried to approve and adopt New SPSB Special Projects Maintenance Worker Job Description.
G. On motion by Dr. Leah Byles and second by Josh Jenkins, it was carried to authorize and give discretion to the Superintendent and accept the Finance Director’s recommendation regarding Office of Group Benefits and/or Employee Health Insurance.
H. Presentation to the Board from Kristy Brumley and Dr. Perry regarding LDOE Alternative Education Site Visit to SPARK and scores. Informational only. No action was taken.
I. On motion by Terrell Snelling and second by Donald Remedies, it was carried to approve and authorize the Superintendent to negotiate and sign paperwork as necessary for the purchase of land near Converse High School through traditional means or as advised by School Board’s attorney if sale proceeds to auction.
