1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on July 10, 2023 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Dale Skinner, Board President; Kowonno Greene, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Terrell Snelling and John Stewart.
Absent: Donald Remedies
The meeting was called to order by President Dale Skinner who called upon Kowonno Greene to give the invocation and lead the Pledge of Allegiance.
2. Recognition of Visitors:
There were no recognitions.
3. Consent Agenda:
On motion by Terrell Snelling and second by Dr. Leah Byles, it was carried to approve and adopt the Consent Agenda as follows:
A. Approve and adopt the Regular Board Meeting Minutes of June 12, 2023;
B. Approve MOU between Career Compass of Louisiana & Sabine Parish School District;
C. Approve MOU between Career Compass Education Solutions and Sabine Parish School District;
D. Approve 2022-2023 Super App Consolidated Grant Budget Revisions
E. Approve ACHIEVE! Budge revisions;
F. Approve 2023-2024 Super App Consolidated Grant Budget;
G. Approve and adopt Consent Agenda Items 3A-3G.
A. On motion by Everett Guidry and second by Kowonno Greene, it was carried to approve and adopt Policy DJE – Purchasing (second reading).
B. On motion by Dr. Leah Byles and second by Terrell Snelling, it was carried to approve out-of-state field trip with monetary assistance for 7 NHS students and 2 adults to attend FFA National Convention and workshops in Indianapolis, Indiana on October 31 – November 4, 2023.
C. On motion by Kowonno Greene and second by Josh Jenkins, it was carried to approve and adopt updated job description for Sabine Eligibility, Recruitment, Selection, Enrollment, Attendance Facilitator.
D. Mr. Shane Wright, Superintendent, gave updates to the Board on the Strategic Planning Initiative Review. Questions from the Board were answered by Administrative Staff. No action was required.
E. On motion by Dr. Leah Byles and second by Kowonno Greene, it was carried to approve and adopt the 2022-2023 Final Annual Operating Budget Revisions as presented.
F. After an oral reading of the Resolution by Director of Finance, Rodney Wilson, on motion by Josh Jenkins and second by John Stewart, it was carried to approve and adopt Millage Rates Resolution as presented.

BE IT RESOLVED, that the following millage(s) are hereby levied on the 2023 tax roll on all property subject to taxation by SABINE PARISH SCHOOL BOARD:

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of SABINE, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2023, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:
YEAS: Alford, Byles, Greene, Guidry, Jenkins, Skinner, Snelling, Stewart.
NAYS: 0
ABSTAINED: 0
ABSENT: Remedies
