1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on March 20, 2023 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Dale Skinner, Board President; Kowonno Greene, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Terrell Snelling and John Stewart.
Absent: None.
The meeting was called to order by President Dale Skinner and after a moment of silence, the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
A. The Sabine Parish School Board recognized the District Students of the Year as follows:
a. 5th Grade Student of the Year – Vivian Campbell, MJHS
b. 8th Grade Student of the Year – Amelia Fluitt, MJHS
c. 12th Grade Student of the Year – Jaeger Ebarb, ZHS
B. The Sabine Parish School Board recognized the District Bus Driver of the Year, Kassie Thomas, who was also recognized by PCAL as the Regional Bus Driver of the Year.
C. The Sabine Parish School Board recognized Mr. Scotty Carnline who addressed the Board regarding District Mardi Gras activities.
3. Consent Agenda:
On motion by Donald Remedies and second by Kowonno Greene, it was carried to approve and adopt the consent agenda as follows:
A. Approve and adopt Regular Board Meeting Minutes of February 13, 2023;
B. Approve the Sabine Parish School Board Head Start Self-Assessment 2023;
C. Approve Head Start Non-Competing Continuation Grant #06CH011578;
D. Approve 2022-2023 Super App Consolidated Grant Budget Revisions;
E. Approve ACHIEVE! Budget Revisions;
F. Approve and adopt Consent Agenda Items 3A-3F.
4. Regular Agenda Items:
A. On motion by John Stewart and second by Dr. Leah Byles, it was carried to approve presentation and findings for the 2021-2022 Fiscal Year Audit as presented by Nicholas Fowlkes.
B. On motion by Kowonno Greene and second by Dr. Leah Byles, it was carried to approve out of state trip with monetary assistance for 1 MHS Student, 2 teachers and 2 adults to attend Welding Competition in Houston, Texas, March 24-25, 2023.
C. On motion by Terrell Snelling and second by Dr. Leah Byles, it was carried to approve the Resolution to withdraw funds for the approved EEF plan for Tobacco Settlement Funds.

RESOLUTION
WHEREAS, the Sabine Parish School Board has been informed of the option to withdraw a certain amount of said funds invested in the State Treasury pursuant to authority of La. R.S. 39.99 (Act 161 of the 2002 First Extraordinary Session of the Legislature) and our investment agreement;
THEREFORE, BE IT RESOLVED that the Sabine Parish School Board does request the execution of the amendment to investment agreement with the State Treasury pursuant to La. R.S. 39.99; and
THEREFORE, BE IT RESOLVED that the Sabine Parish School Board does request the withdrawal of funds from the State Treasury in the amount of $15,000 to be used as specified in our recently approved EEF plan for Tobacco Settlement Funds.
It is hereby affirmed and certified the foregoing is a true and exact copy of the resolution unanimously adopted by the Sabine Parish School Board, Many, Louisiana during regular session on March 20, 2023 at which a quorum was present and voted.

D. On motion by Dr. Leah Byles and second by Josh Jenkins, it was carried to authorize the Superintendent to withdraw the Educational Excellence fund as prescribed in the preceding resolution.
E. On motion by Dr. Leah Byles and second by Josh Jenkins, it was carried to declare school buses listed as surplus equipment and authorize disposal method #1 or #4 to occur at Administration’s discretion.
F. On motion by Donald Remedies and second by John Stewart, it was carried to approve Revised Teacher Salary Determination Guidelines.
G. On motion by John Stewart and second by Dr. Leah Byles, it was carried to adopt the Resolution granting a one-time gross salary supplement for May 2023 and a one-time gross salary supplement for May 2024.

RESOLUTION
WHEREAS, the Sabine Parish School Board has the desire to use the excess sales taxes accumulated in the Sales Tax Fund to provide additional salary supplements to active employees of the Sabine Parish School Board for services rendered in the fiscal years 2022-2023 and 2023-2024,
AND WHEREAS, an employee is defined as an individual actively working full-time or in a permanent part-time capacity, in their respective position and employed by the Sabine Parish School Board (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2022-2023 and 2023-2024 fiscal years respectively and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration,
AND WHEREAS the supplement shall not be reduced for absences due to medical occurrences.
THEREFORE BE IT RESOLVED, that all active employees employed on May 17, 2023 shall be paid a one-time gross supplement of $2,500.
Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $2,500 supplement.
All active employees employed on May 17, 2024, shall be paid a one-time gross supplement of $5,000.
Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $5,000 supplement.
The BOARD hereby instructs the subsequent budget amendment(s) and budget adoption(s) to include adjustments and transfers to accomplish the above supplement distributions.
The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules. He will have full discretion to this regard.
These distributions shall be made during May 2023 and May 2024 in conjunction with the normal payroll date for the months of May each year respectively.
This resolution having been submitted to a vote, the vote thereon was as follows:

And the resolution was declared adopted this 20th day of March 2023.
