1.     Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on February 13, 2023 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Dale Skinner, Board President; Kowonno Greene, Board Vice President; Stacy Alford, Dr. Leah Byles, Everett Guidry, Josh Jenkins, Donald Remedies, Terrell Snelling and John Stewart.

 

Absent:  None.

 

The meeting was called to order by President Dale Skinner and after a moment of silence, the Pledge of Allegiance was rendered.

 

2.      Recognition of Visitors:

 

A.    The Sabine Parish School Board recognized the Many High School 2022 State Champion Football Team and Coaches.

 

B.    The Sabine Parish School Board recognized Governor John Bel Edwards’ Proclamation regarding Retired Teachers Day as March 16, 2023 as read aloud by retired educator, Chris Nolan.

 

3.     Consent Agenda:

 

On motion by Kowonno Greene and second by Donald Remedies, it was carried to approve and adopt the consent agenda as follows:

 

a.     Approve and adopt Regular Board Meeting Minutes of January 9, 2023;

b.     Approve Line Item Budget Amendment to fund Negreet High School Principal B&E $140,000 for spring semester 2023 Transfer from Negreet B&E fund 14 to Negreet Principal B&E fund 114;

c.     Approve Line Item Budget Amendment to fund Converse High School Principal B&E $120,000 for spring semester 2023 Transfer from Converse share of ½ cent (B&E) sales tax to Converse Principal B&E fund 110;

d.     Approve declaring as surplus equipment 1994 Ford Van and authorize disposal method #1 or #4 to occur at Administration’s discretion;

e.     Approve A-HEC of a Summer 2023 Program Agreement between Sabine Medical Center and SPSB and Bayou North Area Health Education Center;

f.      Approve out of State Field Trip for ZHS students (25 students 9-12 grades & 6 adults) to attend Houston Livestock Show, Houston, Texas March 17 & 18, 2023;

g.     Approve and Adopt Consent Agenda Items 3A-3G.

 

4.     Regular Agenda:

 

A.    On motion by Josh Jenkins and second by Kowonno Greene, it was carried to approve 2022 School Board Member Training Resolution.

 

School Board Member Training Resolution

WHEREAS, each member of a city and parish school board shall receive a minimum of six hours of training and instruction, as required by ACT 705 of the 2011 Louisiana Legislature; and

 

WHEREAS, this training and instruction shall consist of school laws of this state, laws governing the powers, duties, and responsibilities of city and parish school boards, educational trends, research and policy; and

 

WHEREAS, such instruction may be received from an institution of higher education in this state, from instruction sponsored by the State Department of Education, or by an in-service training program conducted by a city or parish school board central office or the Louisiana School Boards Association, or training provided at the national level; and

 

WHEREAS, each member of a city and parish board shall receive one hour of ethics training, per year, of their tenure as board member;

 

NOW THEREFORE, BE IT RESOLVED, that it become public record that Dr. Leah Byles, Daron Chandler, Spencer Faust, Kowonno Greene, Donald Remedies, Dale Skinner and Terrell Snelling, members of the 2022 Sabine Parish School Board, have successfully received and/or exceeded the six hours of required training as mandated by the Legislature of Louisiana and all board members have fulfilled the mandate of one hour of ethics training for the year 2022.

B.    On motion by John Stewart and second by Dr. Leah Byles, it was carried to approve the 2023-2024 School Calendar.

 

C.    On motion by Kowonno Greene and second by Josh Jenkins, it was carried to approve the 2023 SPSB Committee as follows:

 

2023 Finance Committee - Josh Jenkins (Chair), Stacy Alford, Donald Remedies, Dale Skinner

 

2023 Transportation Committee - John Stewart (Chair), Josh Jenkins, Donald Remedies, Terrell Snelling

2023 Sales Tax Commission Board Appointees - Donald Remedies, Rodney Wilson

 

D.    On motion by Dr. Leah Byles and second by John Stewart, it was carried to approve proposal for Wide Area Network Connections RFP No. 747E-23A.11.

 

E.    On motion by Terrell Snelling and second by Dr. Leah Byles, it was carried to approve and award RFP No. 747E-23A.5 for Internet Service Provider Services to AT&T.

 

F.    Rodney Wilson, Director of Finance, presented information regarding FY 2021-2022 Audit Report for Sabine Parish School District.  The Auditor’s report indicated no deficiencies were found, therefore a good report.  This item was information only.  No action was taken.

 

G.    On motion by Kowonno Greene and second by Donald Remedies, with 2 Nay Votes cast by Mr. Snelling and Dr. Byles, it was carried to approve to rescind current Policy IFCD (School Volunteers) and adopt prior Policy IFCD (School Volunteers) on first reading.
