1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on December 12, 2022 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Daron Chandler, Spencer Faust, Donald Garcie, Kowonno Greene, Genevieve Gordon, and Donald Remedies.
Absent: Dale Skinner
The meeting was called to order by President Terrell Snelling. Spencer Faust gave the invocation and the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
No visitors were recognized.
3. Consent Agenda:
On motion by Donald Remedies and seconded by Kowonno Greene, with one Nay vote by Mr. Chandler, it was carried to approve the Consent Agenda as follows:
A. Approve and adopt the Regular Board Meeting Minutes of November 14, 2022;
B. Approve Out-of-State Field Trip for 26 MJHS/MHS students and 6 adults to travel to San Antonio, Texas on March 24-26, 2023 to perform at the Show Case of Music and clinic;
C. Approve the Sabine Parish School Board Head Start Policy Council By-Laws;
D. Approve the Sabine Parish School Board Head Start Annual Report 2021-2022;
E. Approve the 2022-2023 Sabine Parish School Board Head Start Selection Procedures;
F. Approve the Sabine Parish School Board Head Start Program Impasse Procedures;
G. Approve the Louisiana GEAR UP Amendment to contract and Budget;
H. Approve Line Item Budget Amendment to fund Ebarb High School Principal B&E $40,000 for spring semester 2023;
I. Approve 21st Century Learning Communities (PALS) Grant Budget;
J. Approve LDOE PBIS Interagency Agreement and Budget;
K. Approve and adopt Consent Agenda Items 3A – 3K.
4. Regular Agenda Items:
A. Presentation to the Board by Debra Lee, Director of Federal Programs re updates on Louisiana’s Accountability System and the District’s Performance Scores. The District gained 3.3 points in improvement. Top Gaines Honorees are MES, MHS, NHS, PHHS & ZHS. Equity Honorees are MHS, ZHS and NHS.
B. Presentation to the Board by Cynthia Lewing, Elementary Supervisor, re the District’s Literacy plan overview and current status.
C. Presentation to the Board by Superintendent Shane Wright re the District’s Strategic Planning Initiative with overview and current status.
D. On motion by Daron Chandler and seconded by Donald Remedies, it was carried to award and approve Food Service Bids for January 2023 through June 30, 2023 as follows:
1. Frozen Food, Bread and Meat bid award to LAMM
2. Dry Goods bid award to LAMM
3. Ice Cream bid award to SYSCO
4. Fresh Produce bid award to LAMM
5. Milk and Juice bid award to Mid-State Marketing, LLC
6. Paper and Cleaning bid award to Long’s Preferred Products
E. On motion by Dr. Leah Byles and seconded by Spencer Faust, it was carried to authorize and approve Cooperative Endeavor Agreement with Town of Many / Many PD.
F. After a brief update by Debra Lee, on motion by Daron Chandler and seconded by Kowonno Greene, it was carried to approve and adopt the 2022-2023 Pupil Progression Plan Addendum.
5. Superintendent’s Report:
Superintendent Shane Wright updated the Board with general information. He then recognized outgoing Board Members, Daron Chandler, Spencer Faust, Genevieve Gordon and Donald Garcie and thanked them for their years of service. Mr. Wright also acknowledged newly board-elect members Stacy Alford, Everett Guidry, Josh Jenkins and John Stewart, who were in attendance to observe the meeting.
