1.     Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on November 14, 2022 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Spencer Faust, Donald Garcie, Kowonno Greene, Genevieve Gordon, Donald Remedies and Dale Skinner.

 

Absent: Daron Chandler

 

The meeting was called to order by President Terrell Snelling.  Spencer Faust gave the invocation and the Pledge of Allegiance was rendered.

 

2.      Recognition of Visitors:

 

Mr. Snelling welcomed all guests which included new Board-Members-elect, Josh Jenkins, Everett Guidry and John Stewart who were in attendance to observe the meeting.

 

3.      Consent Agenda:

 

On motion by Donald Garcie and seconded by Kowonno Greene, it was carried to approve the Consent Agenda as follows:

 

A.    Approve and adopt the Regular Board Meeting Minutes of October 3, 2022.

B.    Approve Consent Agenda items 3A – 3B.

 

4.      Regular Agenda Items:

 

A.    On motion by Genevieve Gordon and seconded by Spencer Faust, it was carried to approve and adopt the following policies on first reading:

a.     Policy GBRIB – Sick Leave;

b.     Policy IDDFC – Cameras in Special Education Classrooms.

 

B.    On motion by Dale Skinner and seconded by Genevieve Gordon, it was carried to approve and adopt the following policies on second reading:

a.     Policy DJED – Bids and Quotations;

b.     Policy JGB – School Wellness.

 

C.    On motion by Dr. Leah Byles and seconded by Donald Remedies, it was carried to approve two (2) one-time gross stipends as described in the foregoing resolution.

 

RESOLUTION

 

WHEREAS, the Sabine Parish School Board is continuing to operate and maintain its schools during and after the ongoing challenges presented by the COVID-19 pandemic, and is showing its continued effort to provide a safe educational and work environment with efforts to retain employees who will ensure the continued success in facing the upcoming challenges the pandemic poses to learning and operating the school system.

 

AND WHEREAS, the United States Congress has provided funding for the school districts through the Elementary and Secondary School Emergency Relief (ESSER) Fund.

 

AND WHEREAS guidelines provided by the Louisiana Department of Education regarding pandemic relief funding allowable expenditures indicates that a school system can use ESSER funding to provide stipend pay for faculty and staff.  These Stipends must relate “to preventing, preparing for, and responding coronavirus”. 

 

AND WHEREAS The listing of examples of allowable one time stipends includes:

·         Additional compensation to teachers and other staff that work in-person;

·         Additional compensation to teachers and other staff that have assumed new duties because of the pandemic

·         One-time stipends to address pandemic-related recruitment or retention challenges

AND WHEREAS, an employee for the Fall Semester is defined as an individual actively working full-time or part-time in their respective position and employed by the Sabine Parish School Board on December 20, 2022, (excludes board members and substitute labor and those only working in a timesheet capacity),

 

AND WHEREAS, an employee for the Spring Semester is defined as an individual actively working full-time or part-time in their respective position and employed by the Sabine Parish School Board on April 25, 2023, (excludes board members and substitute labor and those only working in a timesheet capacity),

 

AND WHEREAS, this stipend is to be paid for all employees as defined above working during the first and second semester of the 2022-2023 fiscal year and any employee not fulfilling this requirement is subject to having the stipend prorated while surrendering any portion not earned either prior to or after the date of declaration,

 

AND WHEREAS the supplement shall not be reduced for absences due to medical occurrences.

 

THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross stipend of $1,500 in the Fall Semester and $1,500 in the Spring Semester for a total of $3,000 for working both semesters.

 

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,500 supplement for each semester.

 

All stipends are to be paid out of ESSER funding except that Food Service Employees shall have their stipends paid out of the Food Service / Child-Nutrition Fund.

 

Any exceptions to the preceding definitions and rules will be resolved by the Superintendent.

 

The date of distributions shall be December 20, 2022 and April 25, 2023 respectively.

 

This resolution having been submitted to a vote, the vote thereon was as follows:

 

YEAS:  Garcie, Faust, Snelling, Skinner, Remedies, Byles, Gordon, Greene 

NAYS: 0

ABSENT:  Chandler 

ABSTAIN: 0

 

And the resolution was declared adopted this 14th day of November 2022.

 

D.    On motion by Dale Skinner and seconded by Donald Remedies, it was carried to adopt a Resolution Approving Louisiana Compliance Questionnaire for Audit Engagements.

 

The following resolution was offered by Dale Skinner and seconded by Donald Remedies:

 

RESOLUTION

A resolution to allow for and approve the BOARD PRESIDENT, BOARD TREASURER AND BOARD SECRETARY to sign LOUISIANA AUDIT COMPLIANCE QUESTIONNAIRE AS PRESENTED

 

                  BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority Sabine Parish School Board authorize THAT THE ABOVE MENTIONED INDIVIDUALS ARE DULY AUTHORIZED AND INSTRUCTED TO SIGN THE REFERENCED AUDIT COMPLIANCE QUESTIONNAIRE

E.    On motion by Donald Garcie and seconded by Dale Skinner it was approved to sell bus to the highest bidder (Ralph Cook Used Cars for $1,050.00) and authorize SPSB administration to sign necessary paperwork.

 

F.    On motion by Dale Skinner and seconded by Donald Remedies, it was carried to award RFP for Business Office Software / Accounting Software to Tyler Technologies and grant authorization to the Superintendent to negotiate the contract and sign it after it has been reviewed by legal counsel.

 

G.    Presentation by Meagan Campbell in regards to Sabine Parish Family and Parent Engagement.  Information only.
