1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on October 3, 2022 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Spencer Faust, Donald Garcie, Kowonno Greene, Genevieve Gordon, Donald Remedies and Dale Skinner.
Absent: Daron Chandler
The meeting was called to order by President Terrell Snelling. Spencer Faust gave the invocation and the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
President Terrell Snelling recognized Angela Prince, who was in attendance for Debbie Anderson. Ms. Prince addressed the Board regarding the Sabine Parish Library’s support of the community with access, programs and services. She also urged the Board’s approval of the upcoming reduced millage rate tax in November’s election. Several members of the community spoke to the Board in support of the Library.
3. Consent Agenda:
On motion by Donald Garcie and seconded by Spencer Faust, the Consent Agenda was approved as follows:
A. Approve and adopt the Regular Board Meeting Minutes of September 12, 2022;
B. Approve out-of-state travel field trip request for 26 students and 2 adults to travel to Toledo Bend Hydroelectric Power Station;
C. Approve and adopt the following policy (first reading):
a. Policy DJED – Bids and Quotations;
D. Approve Line Item Budget Revision for Many Sales Tax Fund #71;
E. Approve 2022-2023 Transportation Agreement between Many Healthcare North and Sabine Parish School Board;
F. Approve and adopt the following policy (first reading):
a. Policy JGB – School Wellness
G. Approve and adopt Consent Agenda Items 3A-3G.
4. Regular Agenda Items:
A. On motion by Dale Skinner and seconded by Kowonno Greene it was carried to approve and adopt the 2022-2023 Pupil Progression Plan.
B. On motion by Donald Garcie and seconded by Genevieve Gordon, it was carried to approve and adopt the following policies (second reading):
a. New Policy LEH - Patriotic Organizations
b. Policy GBRID - Military Leave
c. Policy GBN - Dismissal of Employees
d. Policy JGCE - Child Abuse
e. Policy JBCE - Public School Choice
f. Policy IDDFA - Special Education Advisory Council
C. Rodney Wilson directed the Board that the item being voted on is for the 2023 Spring semester not 2022 as item was titled. On motion by Dale Skinner and seconded by Kowonno Greene, it was carried to authorize School Food Service to seek bids for the 2nd Semester (January 1, 2023 through June 30, 2023).
D. On motion by Dale Skinner and seconded by Dr. Leah Byles, it was carried to Declare Surplus Equipment and authorize disposal practices procedure #4 to occur for Bus SB2 - Year 2013 – Make ICBU.
E. On motion by Donald Garcie and seconded by Spencer Faust, it was carried to adopt a Resolution granting a one-time gross salary supplement.
RESOLUTION
WHEREAS, the Sabine Parish School Board has the desire to use the excess sales taxes accumulated in the Sales Tax Fund to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2022-2023,
AND WHEREAS, an employee is defined as an individual actively working full-time or in a permanent part-time capacity, in their respective position and employed by the Sabine Parish School Board on October 25, 2022 (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2022-2023 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration. The supplement shall not be reduced for absences due to medical occurrences. THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross supplement of $1,000.
Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,000 supplement.
The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules. He will have full discretion to this regard.
This distribution shall be made on October 25, 2022 in conjunction with the normal payroll date for the month of October 2022.
This resolution having been submitted to a vote, the vote thereon was as follows:
YEAS: Donald Garcie, Spencer Faust, Terrell Snelling, Dale Skinner, Dr. Leah Byles, Genevieve Gordon, Kowonno Greene
NAYS: 0
ABSENT: Daron Chandler
ABSTAIN: 0
And the resolution was declared adopted this 3rd day of October 2022.
5. Superintendent’s Report:
Superintendent, Shane Wright, updated the Board on ALICE Trainings and Intruder Drills. He announced the winner of Attendance Awareness Month as Negreet High School.
