1.     Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular public session on September 12, 2022 at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Daron Chandler, Spencer Faust, Donald Garcie, Kowonno Greene, Genevieve Gordon, Donald Remedies and Dale Skinner.

 

Absent: none

 

The meeting was called to order by President Terrell Snelling.  Spencer Faust gave the invocation and the Pledge of Allegiance was rendered.

 

2.      Recognition of Visitors:

 

Kassie Malmay Thomas, Zwolle School Bus Driver, was recognized for her immediate and professional response to a medical emergency aboard her bus the morning of August 26, 2022.  Her actions saved the life of a 4-year-old student, as well as keeping the other students in her care safe.

 

3.      Consent Agenda:

 

On motion by Donald Garcie and seconded by Kowonno K. Green, with the exception of item I (2022-2023 Pupil Progression Plan.  The item was removed because all information was not available.), Consent Agenda items were approved as follows:

A.    Approve and adopt Regular Board Meeting Minutes of August 8, 2022;

B.    Approve the 8G Student Enhancement Block Grant 2022-2023

C.    Approve the 2022-2023 Head Start Non-Competing Continuation Grant #06CH015578 – Notice of Award $1,504,782;

D.    Approve MOU between Career Compass Education Solutions and SPSB;

E.    Approve MOU between Career Compass of Louisiana and SPSB;

F.    Approve MOU between SPSB and Northwest Louisiana Technical Community College Dual Enrollment / Articulation Agreement 2022-2023;

G.    Approve the 2022-2023 LA4 Early Childhood State Budget;

H.    Approve and adopt the following policies (first reading):

a.     New Policy LEH – Patriotic Organizations

b.     Policy GBRID – Military Leave

c.     Policy GBN – Dismissal of Employees

d.     Policy JGCE – Child Abuse

e.     Policy JBCE – Public School Choice

f.      Policy IDDFA – Special Education Advisory Council

 

4.     Regular Agenda Items:

 

A.    On motion by Daron Chandler and seconded by Dale Skinner, it was carried to approve the request for monetary assistance for out of state travel for FHS (12 students and 2 adults) to participate at National FFA Convention in Indianapolis, Indiana, October 25-29, 2022.

 

B.    On motion by Dale Skinner and seconded by Donald Remedies, it was carried to approve and authorize the Superintendent and School Board Administration to sign an Engagement Letter to include AUP’s with Kolder, Slaven & Company, LLC, Certified Public Accountants, and begin the audit process.

 

C.    Discussion regarding the property where Fire District 1, Wards 3 and 4 Station 12 (Central Fire Station) resides.  Informational only.  No action was taken. 

 

D.    Rodney Wilson, Director of Finance, updated the Board regarding the Office of Group Benefits meeting on insurance premiums.  Informational only.  No action was taken.

 

E.    On motion by Donald Garcie and seconded by Dr. Leah Byles, it was carried to approve and adopt the following policies (second reading):

a.     Policy BH – School Board Ethics

b.     Policy EDD –School Bus Scheduling and Routing

c.     Policy GAAA – Equal Opportunity Employment

d.     Policy GAMB – Employee Dress Code

e.     Policy JAA – Equal Education Opportunities

f.      Policy JBD – Student Absences and Excuses

g.     Policy JCDAF – Bullying, Hazing, Harassment and Discrimination

h.     Policy JCDB – Student Dress Code

i.      Policy JD – Discipline

j.      Policy JDE – Expulsion

k.     Policy JGC – Student Health Services

l.      Policy JGCD – Administration of Medication

m.   Policy JM - Student Voter Registration

n.     Policy JQE – Expectant and Parenting Students

 

F.    On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried that the Board enter into Executive Session pursuant to La. R.S. 42:17 (A)(2) to discuss the status of the state litigation in Elliot Garner, individually and on behalf of his minor child, P.G. v. Sabine Parish School Board, No. 70839, State of Louisiana, Parish of Sabine, 11th Judicial District Court and the related federal litigation in Elliot Garner and Rose Garner v. City of Many, Kyle Cook, Unknown Employees, Sabine Parish District Attorney’s Office, Don Burkett, Sabine Parish Sheriff’s Department through, Sheriff Aaron Mitchell, Unknown Employees, and Unknown Insurance Companies, No:5:21-cv-00228, United State District Court, Western District of Louisiana, Shreveport Division

 

Upon exiting Executive Session, on motion by Dale Skinner and seconded by Donald Remedies, it was carried to follow the advice of Counsel and proceed as recommended.

 

5.     Superintendent’s Report:

 

Superintendent, Shane Wright, announced that the Regular October Meeting date is moved up to October 3, 2022.

 

6.     Adjournment:
