1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular called public session on June 13, at 5:30 p.m. at 265 Middle Creek Road, Many, Louisiana, with the following members present: Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Daron Chandler, Spencer Faust, Genevieve Gordon, Donald Garcie, Kowonno Greene, Donald Remedies and Dale Skinner.
Absent: None.
The meeting was called to order by President Terrell Snelling. Rodney Wilson gave the invocation and the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
No visitors were recognized at this time.
3. Consent Agenda:
On motion by Donald Remedies and seconded by Donald Garcie, it was carried to approve the consent agenda as follows:
A. Approve and adopt Board Meeting Minutes of May 9, 2022;
B. Approve The Sabine Index as the official Journal for Sabine Parish School Board;
C. Approve the 2021-2022 Community Supply Building and Access Expansion Grant;
D. Approve the revised policy JCDA – Student Code of Conduct (first reading);
E. Approve out of state for FHS (1 student, 1 guardian & 1 teacher) to travel to Washington D.C. to participate in Youth Leadership Conference July 17-20, 2022;
F. Approve and adopt Consent Agenda Items 3A-3F.
4. Regular Agenda Items:
A. On motion by Donald Garcie and seconded by Dr. Leah Byles, it was carried to approve the request for out of state travel and monetary assistance for Ebarb FFA for 2 students and coach to attend the National Muzzle Loading Competition in Grand Isle, Nebraska on June 26-July 1, 2022.
B. On motion by Kowonno Greene and seconded by Daron Chandler, it was carried to approve out of state travel and monetary assistance for MHS student and a guardian to travel to Washington D.C. for several days in June of 2022 to be recognized for winning art contest.
C. On motion by Daron Chandler and seconded by Donald Remedies it was carried to authorize a $500 stipend to Substitute and Timesheet Employees who worked 45 or more days during the second semester. All clarifications, discrepancies, or decisions to be provided by Superintendent.
D. On motion by Dr. Leah Byles and seconded by Dale Skinner, it was carried to award bid for sale of 2000 Year Model Bluebird Bus to high bidder, J.J. Merchant – James Durham for $1,379.79.
E. On motion by Donald Remedies and seconded by Dale Skinner, it was carried to approve the disposal of ZHS Cafeteria Tables in the most efficient means necessary.
F. On motion by Donald Garcie and seconded by Genevieve Gordon, it was carried to approve Food Service bids for July 2022 through December 2022, per the recommendation of the Supervisor of Child Nutrition to the following:
1. Frozen food, Bread and Meat Bid award to SYSCO
2. Dry goods bid award to SYSCO
3. Ice cream bid award to SYSCO
4. Fresh Produce bid award to SYSCO
5. Milk and Juice bid award to Mid-State Marketing, LLC
6. Paper and cleaning bid award to Longs Preferred Products
G. On motion by Daron Chandler and seconded by Dale Skinner, it was carried, (with one Nay vote by Dr. Leah Byles), to adopt the Sabine Parish School Board 2020 US Census Redistricting Resolution. The voting went as follows:
Yeas – Daron Chandler, Donald Garcie, Spencer Faust, Terrell Snelling, Dale Skinner, Donald Remedies, Genevieve Gordon, Kowonno Greene.
Nay – Dr. Leah Byles.

2020 US Census Redistricting Resolution
WHEREAS, The Sabine Parish School Board must redistrict itself to comply with Louisiana Revised Statute 17:71.5 (A); and
WHEREAS, The Sabine Parish School Board desires to maintain its nine (9) single member election district plan; and
WHEREAS, The Sabine Parish School Board is redistricting itself based on the 2020 Census to provide for population equality among the districts as near as reasonably practicable by the adoption and ratification of the documents attached hereto and made a part hereof;
SECTION 1:

THEREFORE, BE IT RESOLVED, That the Sabine Parish School Board election districts shall become effective with the opening of the qualifying period for the primary election in 2022 for members of the Sabine Parish School Board. The School Board shall be divided into election districts provided in this resolution for purposes of election of members at the 2022 regular election. These election districts shall be effective for all purposes beginning the terms of the members on the first day of January following their election.
This resolution having been offered by Daron Chandler and seconded by Dale Skinner, at a school board meeting held on 13th day of June 2022, in Many, Louisiana, the voting was as follows:
YEAS: 8 – Snelling, Faust, Gordon, Garcie, Chandler, Remedies, Greene, Skinner
NAYS: 1 - Byles

H. On motion by Donald Remedies and seconded by Daron Chandler, it was carried that pursuant to LSA-R.S. 42:17(A)(2), the board enter into Executive Session to discuss the litigation in Stanley Scott, Sr. and Tantaneke Courtney, as the natural parents of the minor child, S.S. vs. Sabine Parish School Board, State of Louisiana, Parish of Sabine, 11th JDC.
I. On motion by Genevieve Gordon and seconded by Kowonno Greene, it was carried to accept the Sabine Parish School Board Attorney’s recommendations regarding the discussions in Executive Session.
J. On motion by Dale Skinner and seconded by Donald Remedies, it was carried to adopt and approve Millage Rates Resolution as presented.

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Sabine, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2022, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:
YEAS: 9 – Chandler, Garcie, Faust, Snelling, Skinner, Remedies, Gordon, Byles, Greene.
NAYS: 0
ABSTAINED: 0

K. On motion by Donald Remedies and seconded by Dale Skinner, it was carried to authorize Administration to make publications necessary for budget adoption and post required notices when appropriate.
