1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular called public session on April 11, 2022, at 5:30 p.m. at 695 Peterson Street, Many, Louisiana, with the following members present: Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Daron Chandler, Spencer Faust, Genevieve Gordon, Donald Garcie, Kowonno Greene, Donald Remedies and Dale Skinner.
Absent: None.
The meeting was called to order by President Terrell Snelling. Spencer Faust gave the invocation and the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
No visitors were recognized at this time.
3. Consent Agenda:
On motion by Donald Garcie and seconded by Kowonno Greene it was carried to approve the consent agenda as follows:
A. Approve and adopt Board Meeting Minutes of March 21, 2022;
B. Approve entering into a Memorandum of Understanding between Grambling State University and Sabine Parish School Board;
C. Approve Out of State Travel for NHS (11 students, 3 adults) to Six Flags, Arlington, Texas, on April 22-23, 2022 for End of Year Trip for Senior 4-H Club;
D. Approve and adopt Consent Agenda Items 3A-3D.
4. Regular Agenda Items:
A. On motion by Dr. Leah Byles and seconded by Genevieve Gordon, it was carried to approve Out of State trip with monetary assistance for MHS/CHS/NHS students (approximately 6 students & 2 adults) to attend Educator’s Rising National Conference in Washington DC June 23-28, 2022.
B. On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to adopt a Resolution Granting a One-Time Gross Salary Supplement as follows:

WHEREAS, the Sabine Parish School Board has the desire to use the excess sales taxes accumulated in the Sales Tax Fund to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2021-2022,
AND WHEREAS, an employee is defined as an individual actively working full-time or in a permanent part-time capacity, in their respective position and employed by the Sabine Parish School Board on May 25, 2022 (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2021-2022 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration,
AND WHEREAS, the BOARD previously approved the 2021-2022 annual operating budget with the $1,000 supplement included,
THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross supplement of $1,000.
Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,000 supplement.
The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules. He will have full discretion to this regard.
This distribution shall be made on May 25, 2022 in conjunction with the normal payroll date for the month of May 2022.
This resolution having been submitted to a vote, the vote thereon was as follows:

And the resolution was declared adopted this 11th day of April 2022.

C. On motion by Donald Remedies and seconded by Daron Chandler it was carried to declare Zwolle High School Cafeteria tables as surplus and authorize sale via options 1 (private Sale) or 4 (bid process) at the discretion of school administration.
D. On motion by Genevieve Gordon and seconded by Dr. Leah Byles, it was carried to approve job position/description of Response to Intervention Coordinator.
E. On motion by Daron Chandler and seconded by Donald Remedies, it was carried with one Nay vote by Dr. Leah Byles to approve the Application for Industrial Tax Exemption for Boise Cascade 20180454.
F. On motion by Dr. Leah Byles and seconded by Dale Skinner, it was carried to authorize the purchase of 30 +/- acres bordering Negreet High School for a price up to the appraisal amount. The Superintendent and Board President shall have the right and option to execute necessary documents to have the property appraised and purchased as they see fit in the best interest of the school district.
G. Tene’ Leach, Director of Human Resources, addressed the board and updated them on projected staffing and staffing needs for the 2022-2023 School Year.
H. Bridget Corley, Director of Early Childhood Development, addressed the board and updated them on findings for Pre-K3 needs and proposed new class, as well as findings from surveys and studies of Pre-K4. She also discussed the pros and cons for plans to obtain the District’s objectives regarding these classes.
