1.      Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular called public session on March 21, 2022, at 5:30 p.m. at 695 Peterson Street, Many, Louisiana, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Spencer Faust, Genevieve Gordon, Donald Garcie, Kowonno Greene, Donald Remedies and Dale Skinner.

 

Absent:  Daron Chandler

 

The meeting was called to order by President Terrell Snelling.  Rodney Wilson gave the invocation and the Pledge of Allegiance was rendered.

 

2.     Recognition of Visitors:

 

No visitors were recognized at this time.

 

3.     Consent Agenda:

 

On motion by Donald Garcie and seconded by Kowonno Greene, the Consent Agenda was approved as follows:

 

A.    Approve and adopt Board Meeting Minutes of February 14, 2022;

B.    Approve Change in Dates for NHS BB girls out of state trip to Galveston, Texas.  New Dates:  May 15-17, 2022;

C.    Approve request for out of state field trip for PPHS 4 students and 1 adult to attend FFA Welding Invitational Tournament in Panola, Texas April 21st or 28th (TBD), 2022;

D.    Approve line item transfers to fund EHS and CHS Discretionary B&E;

E.    Approve Sabine Parish School Board Head Start Self-Assessment 2022;

F.    Approve 2021-2022 COVID-19 CCR Budget Revision #1;

G.    Approve 2021-2022 Ready Start Network Budget Revision #1;

H.    Approve 2021-2022 Lead Agency Budget Revision #1;

I.      Approve 2021-2022 LA B-3 Budget Revision #1;

J.     Approve Head Start Continuation Grant 2022-2023;

K.    Approve and adopt Consent Agenda items 3A – 3K.

 

4.      Regular Agenda Items:

 

A.     Debbie Lee, Director of Federal Programs presented plans for Summer School 2022 and answered questions from the Board regarding same.  No action was taken.

 

B.     On motion by Dr. Leah Byles and seconded by Donald Garcie, it was carried to declare as surplus and authorize the sale of Negreet High School’s 1999 Flat Nose Bluebird Bus via method 4 (bid process to high bidder) according to Board Policy DFM.

 

C.    On motion by Dale Skinner and seconded by Donald Remedies, it was carried to authorize Administration to Sign Engagement Letter with Hoyt Standford & Wynne regarding IRS and tax related matters.

 

D.    On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to approve a one-time gross stipend as described in the foregoing resolution.

 

^ ^ ^ RESOLUTION  ^ ^ ^

 

WHEREAS, the Sabine Parish School Board is continuing to operate and maintain its schools during the ongoing challenges presented by the COVID-19 pandemic, and is showing its continued effort to provide a safe educational and work environment with efforts to retain employees who will ensure the continued success in facing the upcoming challenges the pandemic poses.

AND WHEREAS, the United States Congress has provided funding for the school districts through the Elementary and Secondary School Emergency Relief (ESSER) Fund.

AND WHEREAS guidelines provided by the Louisiana Department of Education regarding pandemic relief funding allowable expenditures indicates that a school system can use ESSER funding to provide stipend pay for faculty and staff.  These Stipends must relate “to preventing, preparing for, and responding coronavirus”. 

AND WHEREAS The listing of examples of allowable one time stipends includes:

·         Additional compensation to teachers and other staff that work in-person;

·         Additional compensation to teachers and other staff that have assumed new duties because of the pandemic

·         One-time stipends to address pandemic-related recruitment or retention challenges

AND WHEREAS, an employee is defined as an individual actively working full-time or part-time in their respective position and employed by the Sabine Parish School Board on April 25, 2022, (excludes board members and substitute labor and those only working in a timesheet capacity),

AND WHEREAS, this stipend is to be paid for all employees as defined above working during the second semester of the 2021-2022 fiscal year and any employee not fulfilling this requirement is subject to having the stipend prorated while surrendering any portion not earned either prior to or after the date of declaration,

THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross stipend of $1,500.

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,500 supplement.

All stipends are to be paid out of ESSER funding except that Food Service Employees shall have their stipends paid out of the Food Service / Child-Nutrition Fund and Pre-K employees shall have their stipends paid out of the Head Start Funding. 

The board further directs that Head Start Funding shall also be utilized to fund the Fall 2021 Semester Stipend for Pre-K employees where allowable and available.

Any exceptions to the preceding definitions and rules will be resolved by the Superintendent

 

The date of distribution shall be April 25, 2022.

This resolution having been submitted to a vote, the vote thereon was as follows:

 

YEAS:  Garcie, Faust, Snelling, Skinner, Remedies, Byles, Gordon, & Greene

NAYS:   None

ABSENT:  Chandler

ABSTAIN: None

 

And the resolution was declared adopted this 21st day of March 2022.

E.     After discussion on this item with Mr. Gary Gentry, Mr. Scott Kreps and Mr. Larry Hataway, representatives of Boise Cascade, on motion by Donald Remedies and seconded by Dale Skinner, it was carried to table item 4E, Consider and Take Action on Boise Cascade 20180454 – Industrial Tax Exemption Program Application, until the April 11, 2022 Regular Board Meeting.
