1.     Meeting Opening:

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on January 10, 2022 at 5:30 p.m. at the regular meeting place of said Board, with the following members present:  Terrell Snelling, Board President; Leah Byles, Board Vice President, Daron Chandler, Spencer Faust, Donald Garcie, Genevieve Gordon, Kowonno Greene, Donald Remedies and Dale Skinner.

Absent:  None.

At 5:30 p.m., the regular meeting of the board began with a Call to Order by President Terrell D. Snelling.  Rodney Wilson gave the Invocation and the Pledge of Allegiance was rendered.

2.     Recognition of Visitors:

There were none.

3.     Consent Agenda:

On motion by Donald Garcie and seconded by Kowonno Greene, it was carried to approve the Consent Agenda as follows: 

A.     Approve and adopt Board Meeting Minutes of December 13, 2021;

B.    Approve and adopt School Board Meeting dates through June 2023;

C.    Approve A-Hec of a Summer, 2022 Program Agreement;

D.    Approve and adopt Consent Agenda items 3A-3D.

4.      Regular Agenda Items:

A.     Election of 2022 Board President

Mr. Snelling asked for nominations from the Board for the 2022 Board President.  Nominees were Terrell Snelling and Daron Chandler.  On motion by Donald Garcie and seconded by Dr. Leah Byles, the nominations ended and an electronic vote for Board President was called.  Mr. Terrell Snelling received the votes of Donald Garcie, Spencer Faust, Terrell Snelling, Dr. Leah Byles, Genevieve Gordon and Kowonno Greene.  Mr. Daron Chandler received the votes of Dale Skinner, Daron Chandler and Donald Remedies.  On a vote of 6 to 3, Mr. Snelling was elected 2022 Board President.

B.    Election of 2022 Board Vice President

Mr. Snelling asked for nominations from the Board for the 2022 Board Vice President.  Nominees were Dr. Leah Byles and Daron Chandler.  Mr. Chandler declined the nomination.  On motion by Donald Garcie and seconded by Genevieve Gordon, the nominations ended and an electronic vote for Board Vice President was called.  Dr. Leah Byles received the votes of Donald Garcie, Spencer Faust, Terrell Snelling, Dale Skinner, Donald Remedies, Dr. Leah Byles, Genevieve Gordon and Kowonno Greene.  There was one Nay vote by Mr. Daron Chandler.  On a vote of 8 Yeas and 1 Nay, Dr. Leah Byles was elected 2022 Board Vice President.

C.    On motion by Kowonno Greene and seconded by Daron Chandler, it was carried to approve and adopt the following policies (second reading);

a.     JQE – Expectant and Parenting Students

b.     JG – Student Welfare

c.     IHAD Parent Conferences

d.     GBRIB – Sick Leave

e.     GBRHA – Sabbatical Leave

f.      DJED – Bids and Quotations

g.     DJE – Purchasing

D.    Rodney Wilson, Director of Finance, recommended that the Board Amend the Agenda to add an item E - Consider adoption of Resolution directing redistricting to commence.  On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried unanimously to amend the agenda to add item E.

Mr. Wilson gave a brief update to the Board regarding insurance for District Employees.

E.    On motion by Dr. Leah Byles and seconded by Donald Garcie, it was carried to adopt a Resolution directing redistricting to commence.

5.      Superintendent’s Report:

Informational only.

Mr. Dale Skinner addressed the Board and asked that the Board amend the agenda to allow Ms. Alice Thomas of Pleasant Hill to speak on a matter voted on from the December 13, 2021 Agenda.  On motion of Daron Chandler and seconded by Donald Remedies, a non-unanimous vote of 7 to 2 to amend the agenda failed with Yea votes cast by Kowonno Greene, Genevieve Gordon, Donald Remedies, Dale Skinner, Dr. Leah Byles, Spencer Faust and Daron Chandler.  Two Nay votes were cast by Terrell Snelling and Donald Garcie. 

6.     Adjournment:

There being no further business, the meeting was adjourned.
