1.     Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular called public session on November 8, 2021, at 5:30 p.m. at 695 Peterson Street, Many, Louisiana, with the following members present:  Terrell Snelling, Board President; Daron Chandler, Genevieve Gordon, Spencer Faust, Donald Garcie, Kowonno Greene, Donald Remedies.

 

Absent:  Dr. Leah Byles, Board Vice President; Dale Skinner

 

The meeting was called to order by President Terrell Snelling.  Daron Chandler gave the invocation and the Pledge of Allegiance was rendered.

 

2.     Recognition of Visitors:

 

No visitors were recognized at this time.

 

3.      Consent Agenda:

 

On motion of Donald Garcie and seconded by Kowonno Greene, with the exception of Mr. Faust, who was not present for this vote, it was carried to approve the Consent Agenda as follows:

 

A.    Approve and adopt Board Meeting Minutes of October 18, 2021;

B.    Approve 2021-2022 Super Application Budget Revision;

C.    Approve 2021-2022 Indian Education Grant Budget;

D.    Approve Head Start Annual Report 2020-2021;

E.    Approve Head Start Selection Procedures 2021-2022;

F.    Approve Head Start Impasse Procedures 2021-2022;

G.    Approve Head Start Policy Council By-Laws 2021-2022;

H.    Approve and adopt Consent Agenda Items 3A-3H.

 

4.     Regular Agenda Items:

 

A.    Presentation to Board by Missy Flowers and Ron Williams regarding state and parish-wide broadband and internet funding and plans for implementation and deadline goals.

 

B.    On motion of Daron Chandler and seconded by Donald Remedies, it was carried to approve the Achieve/ESSER plan for SY 21-22.

 

C.    On motion of Donald Remedies and seconded by Kowonno Greene, it was carried to approve a one-time gross stipend as described in the forgoing resolution pending LDOE approval of the Achieve! Amendment #1.

RESOLUTION

WHEREAS, the Sabine Parish School Board is continuing to operate and maintain its schools during the ongoing challenges presented by the COVID-19 pandemic, and is showing its continued effort to provide a safe educational and work environment with efforts to retain employees who will ensure the continued success in facing the upcoming challenges the pandemic poses.

 

AND WHEREAS, the United States Congress has provided funding for the school districts through the Elementary and Secondary School Emergency Relief (ESSER) Fund.

 

AND WHEREAS guidelines provided by the Louisiana Department of Education regarding pandemic relief funding allowable expenditures indicates that a school system can use ESSER funding to provide stipend pay for faculty and staff.  These Stipends must relate “to preventing, preparing for, and responding coronavirus”.

 

AND WHEREAS The listing of examples of allowable one time stipends includes:

·         Additional compensation to teachers and other staff that work in-person;

·         Additional compensation to teachers and other staff that have assumed new duties because of the pandemic

·         One-time stipends to address pandemic-related recruitment or retention challenges

AND WHEREAS, an employee is defined as an individual actively working full-time or part-time in their respective position and employed by the Sabine Parish School Board on December 21, 2021, (excludes board members and substitute labor and those only working in a timesheet capacity),

 

AND WHEREAS, this stipend is to be paid for all employees as defined above working during the first semester of the 2021-2022 fiscal year and any employee not fulfilling this requirement is subject to having the stipend prorated while surrendering any portion not earned either prior to or after the date of declaration,

 

THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross stipend of $1,500 pending Louisiana Department of Education Approval of the “Achieve!” Amendment #1

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,500 supplement.  All stipends are to be paid out of ESSER funding except that Food Service Employees shall have their stipends paid out of the Food Service / Child-Nutrition Fund.

Any exceptions to the preceding definitions and rules will be resolved by the Superintendent

 

The date of distribution shall be December 21, 2021 pending Louisiana Department of Education Approval of the “Achieve!” Amendment #1.  If approval is delinquent or delayed, thus preventing a distribution on December 21, 2021, then the stipend shall be distributed at the next regularly scheduled payroll of the Sabine Parish School Board.

 

This resolution having been submitted to a vote, the vote thereon was as follows:

YEAS:  7

NAYS: 0

ABSENT:  2

ABSTAIN: 0

 

And the resolution was declared adopted this 8th day of November 2021.

D.    On motion by Genevieve Gordon and seconded by Donald Garcie, it was carried to approve and adopt the following policies (second reading).

1.     BH - School Board Ethics

2.     JBA - Compulsory School Attendance Ages

3.     ID - Curriculum

4.     IDCC - Kindergarten

5.     IDDF - Education of Students with Exceptionalities

6.     IDDFC - Cameras in Special Education Classrooms

7.     JBC - School Admission

8.     JBCE - Public School Choice

9.     JR - Student Privacy and Education Records

 

E.    On motion by Donald Garcie and seconded by Spencer Faust, it was carried to approve the request of Hammond, Sills, et al, Attorneys at Law, for increase in hourly rates as Special Counsel.

 

F.    On motion of Daron Chandler, and seconded by Kowonno Greene, it was carried to approve a Resolution Approving Louisiana Compliance Questionnaire for Audit Engagements.

                  The following resolution was offered by Daron Chandler and seconded by Kowonno Greene:

RESOLUTION

A resolution to allow for and approve the BOARD PRESIDENT, BOARD TREASURER AND BOARD SECRETARY to sign LOUISIANA AUDIT COMPLIANCE QUESTIONNAIRE AS PRESENTED

 

                  BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority Sabine Parish School Board authorize THAT THE ABOVE MENTIONED INDIVIDUALS ARE DULY AUTHORIZED AND INSTRUCTED TO SIGN THE REFERENCED AUDIT COMPLIANCE QUESTIONNAIRE

G.    On motion by Donald Remedies and seconded by Spencer Faust, it was carried to Authorize and Instruct Administration to Sign American United Life Election form selecting Option 1 as presented to be signed during the month of January, 2022.

 

H.    On motion of Donald Garcie and seconded by Genevieve Gordon, it was carried to approve and adopt the updated job descriptions for Superintendent and School Counselor.

 

I.      On motion by Daron Chandler and seconded by Donald Remedies, it was carried to enter into Executive Session pursuant to La. R.S. 42:17(A)(5) to discuss COVID Protocol and Guidelines.

 

On motion of Daron Chandler and seconded by Spencer Faust, it was carried to exit Executive Session.

 

On motion by Donald Garcie and seconded by Kowonno Greene, it was carried to continue with no mandatory masks under the Governor’s current order and to follow recommended LDH and CDC Guidelines for COVID protocol.
