1.     Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in a regular called public session on October 18, 2021, at 5:30 p.m. at 695 Peterson Street, Many, Louisiana, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Daron Chandler, Genevieve Gordon, Spencer Faust, Donald Garcie, Kowonno Greene, Donald Remedies and Dale Skinner.

 

Absent:  None

 

The meeting was called to order by President Terrell Snelling.  Spencer Faust gave the invocation and the Pledge of Allegiance was rendered.

 

2.     Recognition of Visitors:

 

No visitors were recognized at this time.

 

3.      Consent Agenda:

 

On motion by Donald Garcie and seconded by Kowonno Greene, Consent Agenda items 3A – 3F carried as follows:

 

A.    Approve and adopt Board Meeting Minutes of September 13, 2021;

B.    Approve and adopt Special Called Board Meeting Minutes of September 20, 2021;

C.    Approve the 2021-2022 21st CCLC (PALS) Budget

D.    Approve the MOUs between Career Compass and Career Compass Education Solutions and Sabine Parish School District;

E.    Approve the following policies (first reading):

1.     BH - School Board Ethics

2.     JBA - Compulsory School Attendance Ages

3.     ID - Curriculum

4.     IDCC - Kindergarten

5.     IDDF - Education of Students with Exceptionalities

6.     IDDFC - Cameras in Special Education Classrooms

7.     JBC - School Admission

8.     JBCE - Public School Choice

9.     JR - Student Privacy and education Records

F.    Approve and adopt Consent Agenda Items 3A-3F.

 

4.     Regular Agenda Items:

 

A.    On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried with one Nay vote by Mr. Dale Skinner to approve the new Superintendent Contract.

 

B.    On motion by Genevieve Gordon and seconded by Spencer Faust, it was carried to approve the request for Out-of-State Field Trip for MHS Band to attend and perform in the National Orlando Heritage Music Festival and take a Master Class, Orlando, Florida, March 23-28, 2022.

 

C.    On motion by Spencer Faust and seconded by Genevieve Gordon, it was carried to approve and adopt a resolution providing for the issuance of Eleven Million Seven Hundred Forty-Five Thousand Dollars ($11,745,000) of Taxable General Obligation School Refunding Bonds, Series 2021, of Many School District No. 34 of Sabine Parish, Louisiana; and providing for other matters in connection therewith.  A copy of the aforementioned resolution will be published in its entirety in the Sabine Index.  A copy of the original executed resolution will be placed with these minutes in the official Sabine Parish School Board’s Minute Book.

 

D.    On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to approve Structure of Premium Saver Plan as presented and funding of the Gap Plan Premium in conjunction with the HRA plan only.

 

E.    On motion by Donald Remedies and seconded by Daron Chandler, it was carried to enter into Executive Session pursuant to La. R.S. 42:17 (A)(2) to discuss strategy following written demand in the workers’ compensation matter regarding Belinda S. Parker bearing the claim number SABX21022346410.

 

On motion by Dr. Leah Byles and seconded by Donald Remedies, it was carried to exit Executive Session.

 

On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried to take the action discussed in Executive Session regarding the above-referenced matter.

 

F.    On motion by Dr. Leah Byles and seconded by Kowonno Greene, it was carried to enter into Executive Session pursuant to La. R.S. 42:17(A)(5) to discuss COVID Protocol and related matters.

 

On motion by Dr. Leah Byles and seconded by Kowonno Greene, it was carried to exit Executive Session.

 

On motion by Dr. Leah Byles and seconded by Genevieve Gordon, it was carried to approve and adopt the COVID protocol discussed in Executive Session.
