1.     Meeting Opening:

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on August 9, 2021, at 5:30 p.m. at the regular meeting place of said Board, with the following members present:  Terrell Snelling, Board President, Dr. Leah Byles, Board Vice-President; Daron Chandler, Spencer Faust, Donald Garcie, Kowonno Greene, Donald Remedies and Dale Skinner.

Absent:  Genevieve Gordon

The meeting was called to order by President Terrell Snelling.  After observing a moment of silence, the Pledge of Allegiance was rendered.

2.     Recognition of Visitors:

Mr. Mike Hefner with Geographic Planning & Demographic Services, LLC of Lafayette, Louisiana, addressed the Board regarding his qualifications and gave a brief overview of his demographic services.

3.     Consent Agenda:

On motion by Daron Chandler and seconded by Kowonno Greene, it was carried to approve the Consent Agenda as follows:

A.    Approve and adopt Regular Board Meeting Minutes and Public Hearing Minutes of July 12, 2021;

B.    Approve Head Start Non-Competing Continuation Grant with COLA Supplement;

C.    Approval of the EC Network Lead Agency Budget 2021-2022;

D.    Approve the Ready Start Network Budget 2021-2022;

E.    Approve the COVID-19 CCR Budget 2021-2022;

F.    Approve the LA Birth-3 Budget 2021-2022;

G.    Approve the 2020-2021 21^st CCLC (PALS) Budget Final Revision;

H.    Approve Consent Agenda Items 3A through 3H.

4.     Regular Agenda Items:

A.    Consider any action necessary regarding Redistricting/Reapportionment.  The Board took no action on this item.

B.    On motion by Donald Garcie and seconded by Dr. Leah Byles, it was carried to approve and adopt the Early Childhood Education and Disabilities Facilitator Job Description update as presented.

C.    On motion by Kowonno Greene and seconded by Spencer Faust, it was carried to approve and adopt the Early Childhood Health, Nutrition, and Safety Facilitator Job Description update as presented.

D.    On motion by Daron Chandler and seconded by Kowonno Greene, it was carried to approve and adopt the Early Childhood Parent, Family, Community Engagement and Transportation Facilitator Job Description updated as presented.

E.    On motion by Donald Garcie and seconded by Kowonno Greene, it was carried to approve and adopt the revisions to Student Discipline Policies as presented (on first reading).

a.     JCD – Student Conduct

b.     JCDAB – Dangerous Weapons

c.     JCDAC - Student Alcohol and Drug Use

d.     JD – Discipline

e.     JDD – Suspension

f.      JDE – Expulsion

F.    Presentation to the Board re 2021-2022 Ready to Achieve Plan.

At this time, Mr. Snelling invited Kresha Matkin to address the Board regarding community concerns about this item.  Ms. Matkin urged the Board to table this item and to call a Special Called Meeting to be held at Many High School at a later date so the community could voice their concerns regarding this item.

On motion by Daron Chandler and seconded by Donald Remedies, it was carried to Amend the Agenda to call a Special Called Meeting.

On motion by Donald Remedies and seconded by Kowonno Greene, it was carried to Table Item 4F.

G.    On motion by Daron Chandler and seconded by Kowonno Greene, it was carried to approve COVID leave policy for 2021-2022 fiscal / school year and to extend to all SPSB employees the 10-Day COVID-Leave.

H.    Presentation to Board re 2020-2021 Leap Scores.

Debra Lee, Director of Federal Programs, gave a brief summary of the results of the District wide 2020-2021 Leap Scores.  No action was taken.  Information only.
