1. Meeting Opening
The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on April 12, 2021 at 5:30 p.m. at the regular meeting place of said Board, with the following members present: Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President; Daron Chandler, Spencer Faust, Donald Garcie, Kowonno Greene, Donald Remedies and Dale Skinner.
Absent: Genevieve Gordon
At 5:30 p.m. the regular meeting of the Board began with a Call to Order by President Terrell D. Snelling. Daron Chandler gave the Invocation and the Pledge of Allegiance was rendered.
2. Recognition of Visitors
The Veuleman Family was welcomed.
3. Consent Agenda
On motion of Donald Garcie and seconded by Kowonno Greene, Consent Agenda Items 3A-3K were approved as follows:
A. Approve and adopt Regular Board Meeting Minutes of March 22, 2021;
B. Approve the 2020-2021 Head Start Self-Assessment;
C. Approve the Strong Start 2020 Budget Revision;
D. Approve the Head Start Selection Procedures 2020-2021;
E. Approve the Head Start Policy Council By-Laws 2020-2021;
F. Approve the LA4 State Budget Revision #1 2020-2021;
G. Approve the Head Start Budget Revision #1 2020-2021;
H. Approve the Head Start Impasse Procedures;
I. Approve the Head Start Non-Competing Continuation Grant 2021-2022;
J. Approve the Head Start COLA Supplement Grant 2021-2022;
K. Approve Consent Agenda Items 3A-3K.
4. Regular Agenda Items
A. Dr. Ebarb welcomes the Veuleman Family and invites Eylda Thaxton, Principal of Negreet to address the Board. Ms. Thaxton makes the recommendation to name the Negreet Softball Field “Buddy V Field” on behalf of NHS and the Veuleman Family. On motion of Spencer Faust and seconded by Daron Chandler, it was carried to name softball field at NHS “Buddy V Field.”
B. On motion of Daron Chandler and seconded by Dale Skinner it was carried to approve and adopt the following policy (second reading):
1. GBQ – Retirement.
C. On motion by Dr. Leah Byles and seconded by Spencer Faust, it was carried to approve Out of State Field Trip request for MHS Welding Class to attend Welding Competition in Houston, TX with monetary assistance for 5 students and 2 adults on April 16-17, 2021.
D. On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to adopt a Resolution Granting a One-Time Gross Salary Supplement as presented.

RESOLUTION
On a motion by Donald Remedies and seconded by Dr. Leah Byles the following resolution was adopted and approved:
WHEREAS, the Sabine Parish School Board has the desire to use the excess sales tax accumulated in the Sales Tax Fund to provide a SECOND $1,000 salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2020-2021,
AND WHEREAS, an employee is defined as an individual actively working full-time or in a permanent part-time capacity, in their respective position and employed by the Sabine Parish School Board on the date of distribution to be determined by the Superintendent, (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2020-2021 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration,
AND WHEREAS, the BOARD previously approved the 2020-2021 annual operating budget with a $1,000 supplement included,
AND WHEREAS, the BOARD previously approved a $1,000 salary supplement to be disbursed during the month of April 2021
AND WHEREAS, the BOARD intends to distribute a second $1,000 salary supplement once certain revenue streams are approved by LDOE to cover a portion of the Sabine Online Academic Program for 2020-2021
THEREFORE, BE IT RESOLVED, that all employees shall be paid a second one-time gross supplement of $1,000 on the regular payroll date to be determined by the Superintendent during the 2020-2021 school year contingent upon the revised funding plan for Sabine Online Academic Program being approved in the EGMS system.
Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,000 supplement.
The board recognizes that the first and second $1,000 salary supplements are funded 100% from sales tax revenues. Other revenue streams materializing means that less sales tax is required to cover the regular cost of salaries and benefits thus there is additional sales tax available to cover the board declared supplements at a cumulative amount of $2,000 rather than $1,000.
The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules. She will have full discretion to this regard.
This resolution having been submitted to a vote, the vote thereon was as follows:

And the resolution was declared adopted this 12th day of April 2021.

E. On motion of Daron Chandler and seconded by Kowonno Greene, it was carried to approve the School Staffing SY 21-22 as presented.
F. There was a brief discussion on Future Plans for the SPARK Program. It was determined no changes will be made to the program at this time. No action was required on this item.
G. There was a brief discussion on the pay for suspended employees. Dr. Ebarb explained the policy and practice. No action was required on this item.
