1.      Meeting Opening

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on February 8, 2021 at 5:30 p.m. at the regular meeting place of said Board, with the following members present:  Terrell Snelling, Board President; Daron Chandler, Spencer Faust, Donald Garcie, Genevieve Gordon, Kowonno Greene, Donald Remedies and Dale Skinner

 

Absent:  Dr. Leah Byles, Vice President.

 

At 5:30 p.m., the regular meeting of the board began with a Call to Order by President Terrell D. Snelling.  Spencer Faust gave the Invocation and the Pledge of Allegiance was rendered.

 

2.      Recognition of Visitors

 

No visitors were recognized.

 

Before the reading of the Consent Agenda, President Terrell Snelling asked if there were any objections from the Board to moving agenda item “Consider temporarily suspending policy JDE-Expulsion to hear untimely appeal requests” to the last Regular Agenda item.  There were no objections.  The item was moved.

 

3.      Consent Agenda

 

On motion of Donald Garcie and seconded by Spencer Faust, Consent Agenda Items 3A-3E were approved as follows:

 

A.     Approve and adopt Regular Board Meeting Minutes of January 11, 2021

B.     Approve and adopt the following policies (first reading):

a.      JBH-20 (new) - Attendance Reports for Student Drivers

b.      JGC-20 - Student Health Services

c.      JGCE-20 - Child Abuse

C.     Approve and adopt the increase of Converse High School Principal B&E allotment from $260,000 to $360,000 via line item transfer.

D.     Approve 8G Student Enhancement Block Grant Budget Revision # 1 2020-2021.

E.     Approve Consent Agenda Items 3A-3E.

 

4.      Regular Agenda Items

 

A.     On motion by Daron Chandler and seconded by Kowonno Greene, it was carried to adopt the following policies (second reading):

1.      Policy CED - Employment of Superintendent

2.      Policy GBDA - Employment of Retired Personnel

3.      Policy GBRIB - Sick Leave

4.      Policy IDFAB - Sports Injury Management and Concussions

5.      Policy BC - School Board Meetings

6.      Policy ECF (new) - Business Continuity and Technology Disaster Recovery

B.      President Terrell Snelling asked if there were any objections to the proposed 2021 Board Committees.  There was none.  The 2021 Board Committees are as follows:

 

SABINE PARISH SCHOOL BOARD 2021 BOARD COMMITTEES

 

1.      Finance Committee: Terrell Snelling, Chairman - Entire Board

2.      Transportation Committee: William D. Garcie, Chairman - Spencer Faust, Daron Chandler

3.      Food Services Committee: Donald Remedies, Chairman - Spencer Faust, Dale Skinner, Dr. Leah Byles

4.      Legislative Liaison Committee: Genevieve Gordon, Chairman - Kowonno Greene, William D. Garcie, Donald Remedies

5.      Head Start Committee: Kowonno Greene, Chairman - Dr. Leah Byles, Genevieve Gordon, Dale Skinner

6.      Tax Commission Committee: Rodney Wilson, Daron Chandler

 

C.     On motion by Genevieve Gordon and seconded by Daron Chandler, it was carried to approve and award bids for the sale of five (5) surplus vehicles as follows:  Gabriel Stewart - $202.00 for 1992 Bus #23; Gabriel Stewart $202.00 for 1992 Bus #24; Gabriel Stewart - $102.00 for 1990 Chevy Pickup; Bryan Cook Trucks - $503.00 for 1994 GMC Pickup; Gabriel Stewart - $252.00 for 2001 Dodge Van.

 

D.     On motion by Donald Remedies and seconded by Spencer Faust it was carried to approve the 2021-2022 Sabine Parish School Calendar.

 

E.     On motion by Donald Remedies and seconded by Daron it was carried to approve and adopt a Resolution Granting a one-time gross Salary Supplement.

RESOLUTION

WHEREAS, the Sabine Parish School Board has the desire to use the excess sales taxes  accumulated in the Sales Tax Fund to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2020-2021,

AND WHEREAS, an employee is defined as an individual actively working full-time or in a permanent part-time capacity, in their respective position and employed by the Sabine Parish School Board on April 23, 2021, (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),

AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2020-2021 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration,

AND WHEREAS, the BOARD previously approved the 2020-2021 annual operating budget with the $1,000 supplement included,

THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross supplement of $1,000.

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,000 supplement.

The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules.  She will have full discretion to this regard.

This distribution shall be made on April 23, 2021 in conjunction with the normal payroll date for the month of April 2021.

This resolution having been submitted to a vote, the vote thereon was as follows:

YEAS:  8

NAYS: 0

ABSENT:   1

ABSTAIN:  0

And the resolution was declared adopted this 8th day of February 2021.

F.     On motion by Donald Garcie and seconded by Spencer Faust, it was carried to approve MOU for Oxford Teachers Academy Reach University.  It is noted that the Board delayed voting on this item until after the following presentation.

 

G.    At this time, Debbie Lee presented material to the Board and answered questions regarding Pre-Educator Pathway (Educator Rising) for TOPs Tech and TOPs University Students.

 

H.     On motion by Donald Remedies and seconded by Dale Skinner, it was carried to enter into Executive Session to discuss strategy and/or action concerning pending litigation.  On motion by Donald Remedies and seconded by Spencer Faust, it was carried to exit Executive Session.

 

I.       Ms. Brandi Dye and Ms. Shasity Brumfield addressed the Board asking the Board to consider temporarily suspending policy JDE-Expulsion to hear untimely appeal requests.  The Board took no action.
