1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on January 4, 2021, at 5:30 p.m. for the regular meeting of December 14, 2020 which was postponed to this date due to Covid-19 quarantines, at the regular meeting place of said Board, with the following members present: Terrell Snelling, Board President, Dr. Leah Byles, Board Vice-President; Daron Chandler, Spencer Faust, Donald Garcie, Genevieve Gordon, Kowonno Greene, Donald Remedies and Dale Skinner.
Absent: None
The meeting was called to order by President Terrell Snelling. Mr. Spencer Faust offered the Invocation and the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
Dr. Ebarb introduced Shelly Salter, Sabine Parish Clerk of Court, and Chasity Evans, fiancé of Kowonno Greene. At this time, Ms. Salter instructed Mr. Greene in his Oath of Office and Mr. Greene was officially sworn into office as Ward 4 – District 4 Board Member.
3. Consent Agenda:
On motion of Donald Garcie and seconded by Kowonno Greene, it was carried to approve the Consent Agenda as follows:
A. Approve and adopt Board Meeting Minutes November 9, 2020;
B. Approve and adopt LA Early Leaders Academy Budget 2020-2021;
C. Approve Early Childhood Network Lead Agency Grant 2020-2021 – Revision #2;
D. Approve and adopt Line Item Budget Amendments as follows:
a. Transfer $15,000 to MES Principal B&E from Sales Tax Fund 71;
b. Transfer $120,000 to CHS Principal B&E from CHS primary B&E fund; and
c. Transfer $46,000 to EHS Principal B&E from EHS primary B&E fund.
E. Approve Consent Agenda Items 3A-3E.
A. At this time, Mrs. Shrea Mitchell asked the Board for clarification of expulsion policy. Dr. Ebarb explains procedures of policy. Kristy Brumley, Director of Student Services, explains changes in law that dictates the new policy to be voted on. On motion of Daron Chandler and seconded by Dr. Leah Byles, it was carried to approve and adopt the discipline polices on first reading as follows:
a. JD-20 Discipline
b. JDD-20 Suspension
c. JDE-20 Expulsion
d. BD-20 School Board Policy
e. JDF – (New) Virtual Discipline
B. At this time, the Board discussed what items are placed on the Consent Agenda. No action was taken.
C. On motion of Daron Chandler and seconded by Dale Skinner, it was carried to enter into Executive Session to discuss investigative proceedings regarding allegations of misconduct pursuant to LA. R.S. 43:17(A)(4). No action was taken. On motion by Donald Garcie and seconded by Kowonno Greene, it was carried to exit Executive Session.
