1.      Meeting Opening

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on September 14, 2020 at 5:30 p.m. at the regular meeting place of said Board, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice-President; Daron Chandler, Spencer Faust, Donald Garcie, Genevieve Gordon, Donald Remedies and Dale Skinner.

Absent:  Kowonno Greene

The meeting was called to order by President, Terrell Snelling.  Daron Chandler offered the Invocation and the Pledge of Allegiance was rendered.

2.      Recognition of Visitors

There were no visitors present.

3.      Consent Agenda:

On motion by Daron Chandler and seconded by Donald Garcie it was carried with one abstain by Mr. Skinner to approve the Consent Agenda as follows:

A.      Approve and adopt the Special Called Board Meeting Minutes of July 30, 2020 as signed;

B.     Approve and adopt the regular Board Meeting Minutes of July 13, 2020 as signed;

C.     Approve and adopt the regular Board Meeting Minutes of August 10, 2020 as signed;

D.     Approve FY 2020 Distance Learning and Telemedicine Grant Program (INSPIRE) ;

E.     Approve COVID-10 Community Childcare Recovery Budget 20-21;

F.     Approval of FY 2020 Distance Learning & Telemedicine Grant Program (Project STEM);

G.    Approve existing Policy JGB School Wellness Plan;

H.     Approve 2020-2021 MOU Between Career Compass of Louisiana and Sabine Parish School Board;

I.       Approve Early Childhood Community Network Lead Agency Grant 20-21;

J.      Approve and adopt Consent Agenda items 3A – 3J.

4.      Regular Agenda Items:

A.     On motion by Spencer Faust and seconded by Donald Garcie, it was carried to approve and adopt newly modified Teacher Job Description.

B.     On motion by Donald Garcie and seconded by Genevieve Gordon it was carried to approve the following policies (second reading):

a.  Policy GAAA - Equal Opportunity Employment

b.  Policy GAE - Non-Title IX Complaints and Grievances

c.  Policy GAEAA - Title VII Employee Sexual Harassment

d.  Policy GAMC – Investigations

e.  Policy JAAA - Title IX Sexual Harassment

f.  Policy JCEA - Sexually Related Student Misconduct

g.  Policy - Testing Program

C.     On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried to Confirm and approve Declaration of Public Emergency for Hurricane Laura effective August 27, 2020.

D.     On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried to approve and adopt the following policies on first reading:

a.      DJED – Bids and Quotation;

b.      EBG – Repairs and Maintenance

c.      DJE.P – School Level Purchases

E.     On motion by Donald Garcie and seconded by Dr. Leah Byles, it was carried to approve the Superintendent and Child Nutrition Supervisor to operate the Sabine Parish School Board Food Service program underneath the Summer Food Service Program, National School Lunch Program and / or School Breakfast Program during the 2020-2021 school year as circumstances change in order to best serve students and operate the program in a financially sound manner. The board approves switching programs as circumstances warrant at the Superintendent's discretion.

F.     Rodney Wilson, Director of Finance, presents Budget Message.  This item required no action.

G.    On motion by Dr. Leah Byles and seconded by Dale Skinner, it was carried to approve and adopt the 2019-2020 Budget Revisions as presented.

H.     On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried to approve and adopt Resolution finalizing and implementing the Annual Operating Budget of the Sabine Parish School Board for the fiscal year beginning July 1, 2020 ending June 30, 2021.
