1. Meeting Opening:
The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on August 10, 2020 at 5:30 p.m. at the regular meeting place of said Board, with the following members present: Daron Chandler, Donald Garcie, Spencer Faust, Terrell Snelling, Dale Skinner, Donald Remedies, Dr. Leah V. Byles, Genevieve Gordon, Kowonno K. Greene.
Absent: None.
At 5:30 p.m. the regular meeting of the Board began with Call to Order by President Terrell D. Snelling. Spencer Faust gave the Invocation and then the Pledge of Allegiance was rendered.
2. Recognition of Visitors:
Dr. Ebarb introduced Bobby Slaydon, Sabine Rural Health Clinic Director, to the Board. Mr. Slaydon introduced Mr. Dale Anderson, CEO of Sabine Medical Center, Gretchen Wilkerson, Nurse Practitioner, and Carol Peace, Clinic Coordinator. Ms. Wilkerson gave a presentation of services available regarding video conferencing healthcare for staff to use for healthcare concerns.
3. Consent Agenda:
On motion by Daron Chandler and seconded by Kowonno K. Greene, it was carried to approve the Consent Agenda as follows:
A. Approve 2020-2021 Head Start Supplement Grant - COLA, Quality Improvement, and COVID-19 One-Time Funds;
B. Approve 2020-2021 MOU between Sabine Parish School Board and Rehabilitation Services of Central Louisiana;
C. Approve and adopt 2020-2021 PBIS (Positive Behavior Interventions and Supports) Agreement between State of Louisiana Department of Education and Sabine Parish School District;
D. Approve and adopt the following policies (first reading):
a. Policy GAAA - Equal Opportunity Employment
b. Policy GAE - Non-Title IX Complaints and Grievances
c. Policy GAEAA - Title VII Employee Sexual Harassment
d. Policy GAMC – Investigations
e. File JAAA - Title IX Sexual Harassment
f. File JCEA - Sexually Related Student Misconduct
g. File II - Testing Program
F. Approve Consent Agenda items 3A through 3F.
4. Regular Agenda Items:
A. On motion by Donald Remedies and seconded by Dr. Leah V. Byles, it was carried to approve Revised 2020-2021 School Calendar.
B. On motion by Donald Garcie and seconded by Spencer Faust, it was carried to approve and adopt Millage Rates Resolution as presented.

BE IT RESOLVED, that the following millage(s) are hereby levied on the 2020 tax roll on all property subject to taxation by SABINE PARISH SCHOOL BOARD:

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Sabine, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2020, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:
YEAS: Daron Chandler, Donald Garcie, Spencer Faust, Terrell Snelling, Dale Skinner, Donald Remedies, Dr. Leah V. Byles, Genevieve Gordon, Kowonno K. Greene.

C. On motion by Daron Chandler and seconded by Kowonno K. Greene, it was carried to approve and adopt the policies as follows (second reading):
a. Policy EBBD - Emergency Closing of Schools
b. Policy GBAA-20 - Compensation Guidelines / Overtime
c. Policy GBRIBC-20 - Emergency Family and Medical Leave (EFMLA) and Emergency Paid Sick Leave (COVID-19 Pandemic)
D. On motion by Donald Garcie and seconded by Dr. Leah V. Byles, it was carried to approve and adopt Revised Policy EBBI - COVID-19 Public Health Emergency.
