1.  Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish met in public session on July 13, 2020 at 5:30 p.m. at the regular meeting place of said Board, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President, Daron Chandler, Spencer Faust, Williams D. Garcie, Genevieve Gordon, Kowonno Greene, and Donald Remedies.

 

Absent:  Dale Skinner.

 

At 5:30 p.m., the regular meeting of the board began with Call to Order by President Terrell Snelling.  Spencer Faust gave the invocation, and the Pledge of Allegiance was rendered.

 

2.  Recognition of Visitors:

 

There were no visitors present.

 

3.  Consent Agenda:

 

On motion by Daron Chandler and seconded by Donald Garcie, it was carried to approve the Consent Agenda as follows:

 

A.   Approve and adopt the June 8, 2020, 2020 Minutes as signed.

 

B. Consider approval and adoption of policies as follows (first reading):

 

1.  Delete Policy AFC; 

2.  File:  EBBD – Emergency closing of Schools;

3.  File:  GBAA – Compensation Guidelines/Overtime;

4.  File:  GBRIBC (New) – Emergency Family and Medical Leave (EFMLA) and Emergency Paid Sick Leave (COVID-19 Pandemic);

5.  File:  EBBI (New) -   Public Health Emergency.

 

C.  Approve Sabine Index as the Official Journal for Sabine Parish School Board.

 

D. Approve 2020-2021 Indian Education Grant.

 

E. Approve SPSB Procedures for Early Graduates.

 

F. Approve the Early Childhood Network Lead Agency Grant 19-20 Budget Revision #1.

 

G. Approve the 8G Student Enhancement Block Grant Budget Revision #2 2019-2020.

 

H. Approve 2020-2021 Head Start Five-Year Continuation Grant - Year 1.

 

I. Approve MOU between Northwestern State University and Sabine Parish School Board.

 

J. Approve Consent Agenda Items 3A - 3J.

 

4. Regular Agenda Items:

 

A. On motion by Donald Remedies and seconded by Dr. Leah V. Byles, it was carried to declare vehicles as surplus and authorize disposal process to occur.

 

B. On motion by Donald Remedies and seconded by Daron Chandler it was carried to adopt and approve Cooperative Endeavor Agreement with Zwolle Police Department as Presented.

 

C. On motion by Donald Remedies and seconded by Dr. Leah V. Byles, it was carried to approve and adopt Certificate of Substantial Completion for Additions and Alterations to Zwolle Elementary School subject to Architect and Fire Marshall Release / Approval.

 

D. On motion by Daron Chandler and seconded by Donald Garcie, it was carried to authorize Superintendent to Administer and Allow Grace Period for Annual Leave Due to Public Health Emergency.

 

E. On motion by Dr. Leah V. Byles and seconded by Spencer Faust, it was carried to approve Job Description for Cooperative Junior Programmer.

 

F. On motion by Donald Garcie and seconded by Daron Chandler, it was carried to approve and adopt Revised 2020-2021 School Calendar.

 

G. Presentation: Discipline, Expulsions, Early Graduates, and Alternative Education.  After a brief presentation by Carla Parrie summarizing new procedures and practices for Early Graduate guidelines, there was no further discussion.  No action was taken.

 

H. Presentation: Sabine Strong Start 2020.  Debra Lee distributed copies of Strong Start Plan and points out changes made to plan. Debra Lee explains skinny block time. Carla Parrie explains how we are going to handle students with profound impairments. Dana Hippler explains meal service. Shane Wright gives update on transportation. Carla Parrie also explains the wellness plan. Shane Wright gives update on Athletics. There was no further discussion.  No action was taken.

 

I. Presentation: Sabine Online Academic Program.  Missy Flowers gives update on Technology and Sabine Online Academic Program. There was no further discussion.  No action taken.

 

5. Superintendent's Report:

 

Information only.  No action was taken.
