1.      Meeting Opening

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on March 9, 2020 at 6:00 p.m. at the regular meeting place of said Board, with the following members present:  Terrell Snelling, Board President; Dr. Leah Byles, Board Vice President, Daron Chandler, Roderick Davis, Spencer Faust, William D. Garcie, Genevieve Gordon, and Donald Remedies.

 

Absent:  Dale Skinner

 

At 6:00 p.m. the regular meeting of the board began with the Call to Order by President Terrell D. Snelling.  The Invocation was given by Spencer Faust and the Pledge of Allegiance was rendered.

 

At this time, Roderick Davis motioned and Spencer Faust seconded that Consent Agenda Item # 3B – Out of State Field Trip Request for 7 MHS students and 2 teachers to attend the Senior Welding Competition at the Tulsa Welding School in Tulsa, OK on April 17-18, 2020 and requesting monetary assistance be moved to the Regular Agenda.  Motion carried unanimously.

 

2.      Recognition of Visitors:

 

A.     Shane Wright, Director of Human Resources, recognized the Schools’ and District’s Teachers of the Year.

B.     Shane Wright, Director of Human Resources, recognized the Principal of the Year.

C.     Shane Wright, Director of Human Resources, along with P-CAL representatives recognized the District’s and State’s Bus Driver of the Year.

 

Mr. Snelling announced a short break before reconvening for the Consent Agenda.

 

3.      Consent Agenda:

 

On motion by Daron Chandler and seconded Roderick Davis, it was carried to approve the Consent Agenda as follows:

 

A.     Approve and adopt February 10, 2020 Minutes as signed;

B.     Approve Administration to Sign Arbitrage Rebate Services Agreement for Many School District No. 34 for Years 6-10;

C.     Approve line item budget revision to transfer $75,000 from Converse B&E to Converse Discretionary B&E;

D.     Approve 2020-2021 Super Application Budget;

E.     Approve Sabine Parish Promising Futures NYCP Project Year 4 budget revision;

F.     Approve 2019-2020 Head Start Grant Budget Revision #1;

G.    Approve 8G Student Enhancement Block Grant Budget Revision #1;

H.     Approve Head Start Self-Assessment 2020;

I.       Approve Consent Agenda Items 3A-3I.

 

4.      Regular Agenda Items:

A.     On motion by Roderick Davis and seconded by Genevieve Gordon, it was carried to approve Out of State Field Trip Request for 7 MHS students and 2 teachers to attend the Senior Welding Competition at the Tulsa Welding School in Tulsa, OK on April 17-18, 2020 with monetary assistance.

B.     On motion by Roderick Davis and seconded by Donald Garcie, it was carried to approve and adopt updated policies as follows (second reading):

a.      Sexual Harassment – File GAEAA;

b.      Dismissal of Employees – File GBN;

c.      Holidays – File GBRL;

d.      Tax and Bond Elections and Sales – File DFD.

C.     On motion by Donald Garcie and seconded by Genevieve Gordon, it was carried to approve awarding RFP and authorizing Administration to sign necessary paperwork for Sabine Parish School Board ERATE Cat 2 Funding Year 2020.  RFP was awarded to Presidio Network Solutions LLC as recommended by the Tech Department.

D.     On motion by Daron Chandler and seconded by Spencer Faust, it was carried to adopt and approve the Louisiana Compliance Questionnaire as presented.

E.     On motion by Daron Chandler and seconded by Dr. Leah Byles, it was carried to approve and authorize the Board President to sign Change Order # 4 for the Job #2017-23R Sabine Parish School Board Warehouse & Technology Center.

F.     On motion by Roderick Davis and seconded by Spencer Faust, it was carried to approve and authorize the Board President to sign Certificate of Substantial Completion for the Job #2017-23R Sabine Parish School Board Warehouse & Technology Center.

G.    On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to approve and adopt a Resolution Granting a One-Time Gross Salary Supplement.

RESOLUTION

WHEREAS, the Sabine Parish School Board has the desire to use the excess sales taxes  accumulated in the Sales Tax Fund to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2019-2020 and is to be paid on the April 24, 2020 regularly scheduled pay date,

AND WHEREAS, an employee is defined as an individual actively working full-time or part-time (permanent), in their respective position and employed by the Sabine Parish School Board on April 24, 2020, (excludes board members, excludes substitute labor and excludes those only working in a timesheet capacity),

AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2019-2020 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration,

THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross supplement of $2,000.00.

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $2,000.00 supplement.

The Superintendent will resolve any exceptions or clarifications as to the board’s intent that is necessary in regards to the preceding definitions and rules.  She will have full discretion to this regard.

 

This resolution having been submitted to a vote, the vote thereon was as follows:

ABSENT:  1 

ABSTAIN:  0

 

And the resolution was declared adopted this 9th day of March 2020.

H.     On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to enter into Executive Session to hear the Expulsion Appeals of Student # 9089950 and # 9055033.

I.       On motion by Donald Remedies and seconded by Dr. Leah Byles it was carried to end Executive Session.

The Board unanimously voted to modify the expulsion start time for student # 9089950 to February 3, 2020, and then after time expelled, the student may return on probation with all student rights/privileges.  The Board unanimously voted to uphold the original terms of expulsion for Student # 9055033.
