1. Meeting Opening
The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on September 9, 2019 at 6:00 p.m. at the regular meeting place of said Board, with the following members present: Terrell Snelling, Board President; Roderick Davis, Board Vice-President; Dr. Leah Byles, Daron Chandler, Spencer Faust, Donald Garcie, Carolyn Martin, Donald Remedies and Dale Skinner.
Absent: None
The Meeting was called to order by President, Terrell Snelling.
2. Swearing in Ceremony
Tammy Foster, Sabine Parish Clerk of Court, swore in newly elected Board Member, Genevieve Gordon as Ward 4 – District 5 Board Member. Ms. Carolyn Martin then relinquished her seat to Ms. Gordon.
3. Recognition of Visitors
Shane Wright, Director of Human Resources recognized the Outstanding School Support Employees of Negreet School.
4. Consent Agenda
On motion by Roderick Davis and seconded by Daron Chandler, it was carried to approve the consent agenda as follows:
A. Approve and adopt the August 19, 2019 Minutes as signed;
B. Approve and adopt the MOU between the Louisiana Department of Education and 043 Sabine Parish Schools;
C. Approve the 2019-2020 8G Student Enhancement Block Grant Budget;
D. Approve the Early Childhood Network Lead Agency Grant 19-20;
E. Approve the 2019-2020 Head Start Five Year Continuation Grant – Year 5;
F. Adopt Consent Agenda Items 4A – 4F.
5. Regular Agenda Items
A. On motion by Donald Garcie and seconded by Roderick Davis, and after public comments and discussion, it was carried to adopt the adjusted millage rates by adopting the attached resolution as presented. Yea votes: Daron Chandler, Donald Garcie, Roderick Davis, Spencer Faust, Terrell Snelling, Dr. Leah Byles, Genevieve Gordon. Nay Votes: Dale Skinner and Donald Remedies.

RESOLUTION NO. 1
BE IT RESOLVED, by the SABINE PARISH SCHOOL BOARD of the Parish of SABINE, Louisiana, in a public meeting held on SEPTEMBER 9, 2019, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2019, for the purpose of raising revenue:

Sabine Parish School District Parish Wide Maintenance 7.33 mills

BE IT FURTHER RESOLVED that the Assessor of the Parish of SABINE, shall extend upon the assessment roll for the year 2019 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Yea votes: Daron Chandler, Donald Garcie, Roderick Davis, Spencer Faust, Terrell Snelling, Donald Remedies, Dr. Leah V. Byles, Genevieve Gordon. Nay Vote: Dale Skinner.

RESOLUTION NO. 2
BE IT RESOLVED, by the SABINE PARISH SCHOOL BOARD of the Parish of SABINE, Louisiana, in a public meeting held on SEPTEMBER 9, 2019, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2019, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

BE IT FURTHER RESOLVED that the Assessor of the Parish of SABINE, shall extend upon the assessment roll for the year 2019 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). The votes were:

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Sabine, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2019, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
