  1. Meeting Opening

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on July 8, 2019, at 6:00 p.m. at the regular meeting place of said Board, with the following members present: Terrell D. Snelling, President, Roderick Davis, Vice President, Spencer Faust, Carolyn N. Martin, Donald H. Remedies, Dr. Leah Byles, and Dale Skinner.

 

Absent: Daron Chandler and William D. Garcie.

 

At 6:00 p.m. the regular meeting of the board began with a Call to Order by President Terrell D. Snelling, and the Invocation was offered by Spencer Faust. The Pledge of Allegiance was rendered.

 

  1. No visitors were recognized.

 

  1. Consent Agenda

 

On motion by Roderick Davis and seconded by Dale Skinner, it was carried to approve the Consent Agenda as follows:

  1. approval and adoption of the June 10, 2019 Minutes as signed;

  2. approval of renewal of the MOU between Rehab Services of NWLA/Many and Sabine Parish School District for 2019-2020;

  3. approval and adoption of revised policy (first reading) JGCG – Immunizations;

  4. approval of Certificate of Substantial Completion for New Retrofit Metal Roof for Zwolle High School;

  5. approval and adoption of Consent Agenda items 3A – 3

 

  1. Regular Agenda Items

 

  1. On motion by Dale Skinner and seconded by Dr. Leah Byles, it was carried to approve the 2019-2020 Pupil Progression Plan.

  2. On motion by Roderick Davis and seconded by Spencer Faust, it was carried to approve and adopt Behavioral Health Counselor/Teacher Job Description.

  3. On motion by Dale Skinner and seconded by Dr. Leah Byles, it was carried to adopt Revision to Substitute Pay as Proposed.

  4. On motion by Donald Remedies and seconded by Dr. Leah Byles, it was carried to award and approve Food Service Bids for the 2019-2020 school year to the following vendors: Milk: Oak Farms; Food: Cisco; Paper Products: Long’s.

  5. On motion by Roderick Davis and seconded by Spencer Faust it was carried to approve Change Order #1 for Job #2018-22 NEW OUTDOOR PLAY COVER FOR MANY JUNIOR HIGH SCHOOL.

  6. On motion by Roderick Davis and seconded by Spencer Faust it was carried to approve Certificate of Substantial Completion for PROJECT 2018-22 NEW PLAY COVER FOR MANY JUNIOR HIGH SCHOOL.

  7. Rodney Wilson, Director of Finance, presented the Budget Review Message and Supplementary Information for the Sabine Parish School Board Annual Operating Budget for fiscal Year 2019-2020. (Informational only).

  8. On motion by Roderick Davis and seconded by Carolyn Martin, it was carried to adopt a Resolution finalizing and implementing the Annual Operating Budget of the Sabine Parish School Board for the fiscal year beginning July 1, 2019 and June 30, 2020.

Sabine Parish School Board

 

BUDGET RESOLUTION

 

The following resolution was offered by Roderick Davis and seconded by Carolyn Martin:

 

A resolution adopting, finalizing and implementing the Annual Operating Budget of the Sabine Parish School Board for the fiscal year beginning July 1, 2019 and ending June 30, 2020.

 

WHEREAS, Dr. Sara Ebarb, in her capacity as chief administrative officer of the Sabine Parish School Board prepared, with the assistance of Rodney Wilson, Director of Finance, a proposed General Fund and Special Revenue Fund Budgets for the fiscal year beginning July 1, 2019 and ending June 30, 2020, which was accompanied by a budget adoption resolution; and

 

WHEREAS, the proposed General Fund and Special Revenue Fund Budgets as shown in the Annual Operating Budget document after the budget adoption resolution shows the revenues itemized by source and the expenditures itemized by function as required by Louisiana R.S. 39:1305; and

 

WHEREAS, the accompanying budget adoption resolution has been submitted to this School Board for review and consideration; and

 

WHEREAS, notice of a public hearing on the proposed Annual Operating Budget, notice of the availability of the proposed budgets for review at such hearing and a general summary of the proposed budgets have been timely published in The Sabine Index; and

 

WHEREAS, a public hearing on the proposed Annual Operating Budget has now been reviewed and considered; now

 

THEREFORE BE IT RESOLVED by the School Board that the proposed Annual Operating Budget is hereby approved, adopted, and finalized subject to the following changes.

BE IT FURTHER RESOLVED, that the Secretary-Treasurer of the School Board, Dr. Sara Ebarb, or her successor, is hereby authorized and in her sole discretion, to make such changes within the various budget classifications as she may deem necessary provided that any reallocation of funds affecting in excess of five percent (5%) of the projected revenue collections must be approved in advance by action of the School Board at a meeting duly noticed and convened.

 

BE IT FURTHER RESOLVED, that the Superintendent of the School Board, Dr. Sara Ebarb, or her successor, in her capacity as chief administrative officer of the School Board, is hereby directed to advise the School Board in writing when:

  1. Total revenues collections & other sources plus projected revenues & other sources for the remainder of the year, are failing to meet total budgeted revenues & other sources by five percent (5%) or more.

  1. Total expenditures & other uses plus projected expenditures & other uses for the remainder of the year, are exceeding the total budgeted expenditures & other uses by five percent (5%) or more, or

  1. The actual beginning fund balance, fails to meet the estimated beginning fund balance by five percent (5%) or more, and the fund balance is being used to fund current year expenditures.

BE IT FURTHER RESOLVED that the Secretary-Treasurer of the School Board, Dr. Sara Ebarb, or her successor, shall certify completion of all actions required by Louisiana R.S. 39:1306 by publishing a notice of the minutes of the meeting in The Sabine Index.

 

This Resolution having been submitted to a vote, the vote thereon was as follows:
