1. Meeting Opening
The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on June 10, 2019 at 6:00 p.m. at the regular meeting place of said Board, with the following members present: Terrell Snelling, Board President; Roderick Davis, Board Vice President; Daron Chandler, Donald Garcie, Spencer Faust, Carolyn N. Martin, Donald Remedies, and Dale Skinner.
Absent: Dr. Leah Byles.
The meeting was called to order by President Terrell Snelling, and after observing a moment of silence, the Pledge of Allegiance was rendered.
On motion by Roderick Davis and seconded by Daron Chandler, it was carried to amend the Agenda to add item 4I as follows: Consider Approval of Change Order #1 to Job #2017-23R SABINE PARISH SCHOOL BOARD WAREHOUSE & TECHNOLOGY CENTER – Fire Rating Modifications as Presented.
2. Recognition of Visitors
A. Recognition of Nawana Veuleman as District Bus Driver of the year was presented by Shane Wright, Director of Transportation.
B. Recognition of Converse Wildcats Boys Baseball Team as 2019 State Runner Up Class B was presented by Shane Wright, Athletics Director.
C. Aspiring Leaders participants Julie Wray of CHS, Rhonda Byrd of CHS, Allie Ezernack of CHS, Kelli Boydstun of ZHS, Kayla Hopkins of EHS and Tina Pilcher of MJH, presented a brief presentation to the Board. Recognition of participants that completed the Aspiring Leaders Program was presented by School Improvement Supervisor, Tanya Settle and Director of Student Services, Kristy Brumley.
3. Consent Agenda
On motion by Roderick Davis and seconded by Daron Chandler, it was carried to approve the Consent Agenda with one Nay Vote by Dale Skinner with an objection to item 3B as follows:
A. Approval and adoption of Board Meeting Minutes of May 13, 2019 as signed;
B. Approval of the Sabine Index as the Official Journal for Sabine Parish School Board
C. Approval and adoption of Board Meeting Minutes of May 20, 2019 as signed;
D. Approval and adoption of Board Meeting Minutes of May 28, 2019 as signed;
E. Approval and adoption of 2018-2019 Head Start Grant Budget Revision #1;
F. Approval and adoption of the Early Childhood Community Network Lead Agency Grant 2018-2019 Budget Revision #2;
G. Approval and adoption of Revised Administrative Contract Template.
A. On motion by Daron Chandler and seconded by Donald Garcie, it was carried to approve and adopt new policies (second reading) as follows:
File: DFD –Tax and Bond Elections and Sales
File: DJE – Purchasing;
B. On motion by Spencer Faust and seconded by Donald Garcie, it was carried to approve and authorize Board President to sign agreements and documents to execute United States Postal Service Lease Agreement as presented;
C. On motion by Daron Chandler and seconded by Donald Garcie, it was carried to approve and adopt the Coordinator of Bus Maintenance Job Description;
D. On motion by Donald Garcie and seconded by Spencer Faust, it was carried to authorize the Transportation Department to seek bid to meet needs of district route. Exact specifications to be determined by Transportation Department prior to advertisement;
E. On motion by Donald Remedies and seconded by Daron Chandler, it was carried to adopt the 2018-2019 Budget Revisions as presented.

The following resolution was offered by Roderick Davis and seconded by Donald Garcie:
RESOLUTION
A resolution to adopt and approve changes to the 2019-2020 Sabine Parish School Board salary schedules.
WHEREAS, the Legislature of the State of Louisiana, acting through the Honorable Members of the Senate and House of Representatives voted to increase funding in the Minimum Foundation Program,
WHEREAS, the increased funding requires full time certified teachers to receive a $1,000 per year salary increase and other full time support staff to receive a $500 per year salary increase,
WHEREAS, the Sabine Parish School Board recently received an update regarding its financial status,
WHEREAS, the Sabine Parish School Board desires for all full time staff to receive a $1,000 per year salary increase,
THEREFORE BE IT RESOLVED, that the Sabine Parish School Board hereby instructs, adopts, and approves, the Finance Office to increase each salary schedule in the following manner.
Section 1:
1. The base pay on the 9-month teacher salary schedules shall be increased by $1,000. This in turn would cause the Total Pay at each level to increase by $1,000.
2. Those employees who receive their salary based upon a factor that is applied to the 9-month teacher salary shall have the factor applied to this new salary.
3. $1,000 shall be added to the 13th check and distributed each November. Any remaining funds will be distributed monthly.
Section 2:
1. Salary schedules for staff who are not teachers and whose work schedule is 9 months will receive an additional $1,000 added to their 13th check increasing their total annual compensation by $1,000.
2. Salary schedules for staff who are not teachers and whose work schedule is 10 months will receive an additional $1,111 added to their 13th check thus increasing their total annual compensation by $1,111. This amount is further increased by an additional $67 to account for the additional month worked for the prior year’s raise.
3. Salary schedules for staff who are not teachers and whose work schedule is 11 months will receive an additional $1,222 added to their 13th check thus increasing their total annual compensation by $1,222. This amount is further increased by an additional $133 to account for the additional months worked for the prior year’s raise.
4. Salary schedules for staff who are not teachers and whose work schedule is 12 months will receive an additional $1,333 added to their 13th check thus increasing their total annual compensation by $1,333. This amount is further increased by an additional $200 to account for the additional months worked for the prior year’s raise.
The Finance Office is instructed to publish these changes to the salary schedules on the official Sabine Parish School Board website and implement these changes into its accounting system.
The Finance Office is instructed to incorporate these changes into future budgets and budget revisions.
Employees whose salary is funded all or in-part by grants or any other funding source shall follow these board approved salary schedules with their grant or other funding source paying for the salaries and benefits associated with this raise.
Any clarifications or exceptions to the salary schedule changes described in this resolution shall be at the discretion of the Superintendent including procedures and methods necessary to carry out the intent of the resolution to the best of the Finance Office’s ability.
This resolution having been submitted to a vote, the vote thereon was as follows:

G. Rodney Wilson, Director of Finance, presented the Board with the Proposed 2019-2020 Annual Operating Budget. On motion by Donald Remedies and seconded by Daron Chandler, it was carried to authorize the Administration to make publications as necessary for the proposed 2019-2020 Annual Operating Budget of the Sabine Parish School Board budget adoption;
H. (Information only) Rodney Wilson, Director of Finance, announced a Public Hearing for the 2019-2020 Annual Operating Budget (as follows) and said budget is available for inspection;
The Sabine Parish School Board will hold a public hearing and subsequent meeting to adopt the 2019-2020 General and Special Revenue Fund Budgets at 695 Peterson Street in Many, LA on Monday, July 8, 2019 at 5:45 p.m.
The proposed 2019-2020 budget for the Sabine Parish School Board is available for public inspection at the Sabine Parish School Board office, 695 Peterson Street, Many, LA. Budget details can be examined at the School Board Office between 8:00 a.m. and 4:00 p.m. Monday through Thursday.
I. On motion by Daron Chandler and seconded by Dale Skinner, it was carried to approve Change Order #1 to Job #2017-23R SABINE PAIRSH SCHOOL BOARD WAREHOUSE & TECHNOLOGY CENTER – Fire Rating Modifications as presented.
5. Superintendent’s Report
There was no business under the Superintendent’s Report, informational only.
