Meeting Opening
The Parish School Board of Many, Louisiana Sabine Parish, met in public session on April 8, 2019 at 6:00 p.m. at the regular meeting place of said Board, with the following members present: Terrell D. Snelling, President, Roderick Davis, Vice President, William D. Garcie, Dale Skinner, and Dr. Leah Byles, Spencer Faust and Donald H. Remedies.
The meeting was called to order by President Terrell D. Snelling, and after a moment of silence the Pledge of Allegiance was rendered and the President welcomed the visitors.

Recognition of Visitors
Nan Arthur, Sabine Parish 4-H Associate Extension Agent, and Florien High School Students, Gabriel Marr and Lora Peace, gave the board highlights of the Healthy Living Workshop they attended in Washington D.C.
Chris Pearce, Sabine Parish 4-H Chair, presented the State of 4-H address.
Recognition of Teachers and Principal of the Year was given by Shane Wright.
Recognition of District II Band Director of the Year was given by Shane Wright.

On motion by Donald Remedies and seconded by Dale Skinner it was carried to approve the 2018-2019 Education Excellence Funds (EEF/Tobacco) Budget as Presented.
On motion by Roderick Davis and seconded by Donald Garcie it was carried to approve Salary Schedule changes as presented. One nay vote: Dale Skinner.
On motion by Donald Garcie and seconded by Spencer Faust, it was carried to declare CKLA Text and Instructional Material as surplus and authorize disposal procedures to occur.
On motion by Roderick Davis and seconded by Spencer Faust, it was carried to authorize and instruct Finance Director to sign a Contract Amendment to the Group Annuity Contract.

ORDINANCE NO. 2019-04-01
An ordinance amending an ordinance adopted by the Parish School Board of the Parish of Sabine, State of Louisiana, on November 7, 2006, levying a one percent (1%) sales and use tax within the Parish of Sabine, State of Louisiana; and providing for other matters in connection therewith.
WHEREAS, under the provisions of Article VI, Section 29 of the Constitution of the State of Louisiana, Act 274 of the 2006 Regular Session of the Louisiana Legislature, and other constitutional and statutory authority supplemental thereto, and pursuant to a special election held in the Parish of Sabine, State of Louisiana (the “Parish”), on September 30, 2006, this Parish School Board of the Parish of Sabine, State of Louisiana (the “Governing Authority”), adopted an ordinance on September 30, 2006 (the “Prior Ordinance”) levying a one percent (1%) sales and use tax (the “Tax”) within the Parish; and
WHEREAS, Section 47:305.50(E)(2) of the Louisiana Revised Statutes of 1950, as amended, provides that a political subdivision may, by ordinance, provide that a sales and use tax imposed by the political subdivision shall not apply to parts or services used in the fabrication, modification, or repair of rail rolling stock; and
WHEREAS, this Governing Authority now wishes to amend the Prior Ordinance to provide that the Tax shall not apply to certain repairs of railcars;
NOW, THEREFORE, BE IT ORDAINED by the Parish School Board of the Parish of Sabine, State of Louisiana, acting as the governing authority of the Parish for school purposes, that:
SECTION 1) The Prior Ordinance is hereby amended to add the following paragraph to the end of Section 2:
“Notwithstanding the foregoing, “taxable services” shall not include the furnishing of repairs to railcars when the repaired railcar is delivered to the customer in another state, either by common carrier or the repair dealer’s own vehicle.”
SECTION 2) The Prior Ordinance is hereby amended to add the following to the end of Section 7:
“Notwithstanding the foregoing, the furnishing of repairs to railcars when the repaired railcar is delivered to the customer in another state, either by common carrier or the repair dealer’s own vehicle, shall be excluded from the levy of the Tax imposed by this ordinance.”
SECTION 3) The President and Secretary of the Governing Authority are hereby authorized to do any and all things necessary and incidental to carry out the provisions of this Ordinance.
SECTION 4) All other ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict.
SECTION 5) If any provision of this Ordinance shall be held to be illegal or invalid, such illegality or invalidity shall not affect any other provision of this Ordinance, but this Ordinance shall be construed and enforced as if such illegal or invalid provisions had not been contained herein. Any constitutional or statutory provision enacted after the date of this Ordinance which validates or makes legal any provision of this Ordinance which would not otherwise be valid or legal, shall be deemed to apply to this Ordinance.
SECTION 6) This Ordinance shall become effective immediately.
This ordinance having been submitted to a vote, the vote thereon was as follows:

ORDINANCE NO. 2019-04-02
An ordinance amending an ordinance adopted by the Parish School Board of the Parish of Sabine, State of Louisiana, on April 19, 2000, levying a one-half of one percent (1/2%) sales and use tax within Sales Tax District No. 2 of the Parish School Board of the Parish of Sabine, State of Louisiana; and providing for other matters in connection therewith.
WHEREAS, under the provisions of Article VI, Section 29 of the Constitution of the State of Louisiana and other constitutional and statutory authority supplemental thereto, and pursuant to a special election held in Sales Tax District No. 2 of the Parish School Board of the Parish of Sabine, State of Louisiana (the “District”), on April 15, 2000, this Parish School Board of the Parish of Sabine, State of Louisiana (the “Governing Authority”), acting as the governing authority of the District, adopted an ordinance on April 19, 2000 (the “Prior Ordinance”) levying a one-half of one percent (1/2%) sales and use tax (the “Tax”) within the District; and

SECTION 8) Section 3.1 of the Prior Ordinance is hereby amended in its entirety to read as follows:
“The levy of the tax imposed by this ordinance shall not apply to those transactions which are exempted or excluded from the levy of local sales and use taxes pursuant to the provisions of Chapter 2 of Title 47 of the Louisiana Revised Statutes of 1950, as amended, and other applicable statutory authority, and specifically to the furnishing of repairs to railcars when the repaired railcar is delivered to the customer in another state, either by common carrier or the repair dealer’s own vehicle.”
SECTION 9) The President and Secretary of the Governing Authority are hereby authorized to do any and all things necessary and incidental to carry out the provisions of this Ordinance.

MFP RESOLUTION
INCREASE IN THE 2019-20 MFP
WHEREAS, the Minimum Foundation Program (MFP) establishes the state funding component of the K12 public education system in Louisiana and the Legislature is required to fully fund the formula;
WHEREAS, there was no increase in the base per pupil for the school years of 2009-10, 2010-11, 2011-12, 2012-13 and 2013-14;
WHEREAS, in the 2014 Regular Session the MFP base per pupil increased from $3,855 to $3,961 for the 2014-15 school year;;
WHEREAS, had the MFP base per pupil been increased each year by the anticipated 2.75%, the 2019-2020 MFP would be $5,056;
WHEREAS, BESE has unanimously recommended a 1.375% increase in the base per pupil of 2019-2020, raising the base per pupil from $3961 to $4,015;
WHEREAS, BESE’s recommendation also includes additional funding in Level 3 of the MFP dedicated to an increase in salary for teachers and support workers in the amount of $1,000 and $500, respectively;
WHEREAS, the Sabine Parish School Board has been absorbing ever increasing operational costs, from health insurance, to technology, to security of students, to curriculum to align with the state standards, and increasing demands of the state accountability system, without increase state funding;
WHEREAS, BESE’s unanimously recommended MFP will benefit local school districts in every parish, as well as every public charter school in the state;
WHERAS, the Sabine Parish School Board appreciates that BESE’s recommended MFP divides the increased funding between a dedicated teacher and support worker pay raise and an increase in per pupil funding will still help meet the ever-increasing costs of providing a public education;
NOW THEREFORE, BE IT RESOLVED that the Sabine Parish School Board, supports the unanimously approved MFP adopted by BESE to increase the MFP Level 1 per pupil by 1.375% and to provide funding for a dedicated teacher and support worker pay raise in Level 3 of the MFP;
BE IT FURTHER RESOLVED, that the Sabine Parish School Board urges the Legislature to approve the unanimously approved MFP by BESE for the 2019-20 school year;
FINALLY, BE IT FURTHER RESOLVED, that the Sabine Parish School Board directs the Superintendent to forward a copy of this Resolution to each member of the Sabine Parish Legislative delegation and to Governor John Bell Edwards.
