1. Meeting Opening:

 

The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on March 11, 2019 at 6:00 p.m. at the regular meeting place of said Board, with the following members present:

 

Members present:

Daron Chandler, Donald Garcie, Roderick Davis, Spencer Faust, Terrell Snelling, Dale Skinner, Donald Remedies, Dr. Leah V. Byles

 

Members absent:

J.R. Martin

 

The meeting was called to order by President, Terrell D. Snelling, a moment of silence was observed, the Pledge of Allegiance was rendered and the President welcomed the visitors.

 

2. Recognition of Visitors:

Recognition of School and District Student of the Year recipients was presented by Shelly Rivers and Kristy Brumley.

After a short recess, the Board heard a presentation presented by an Ebarb High School parent.

On motion by Roderick Davis and seconded by Donald Garcie, it was carried the Board enter into Executive Session to hear presentation of MHS parent.

 

On Motion by Donald Garcie and seconded by Roderick Davis, it was carried the Board exit Executive Session.

 

3. Consent Agenda:

 

On Motion by Roderick Davis and seconded by Daron Chandler, it was carried to approve the Consent Agenda as follows:

 

4. Regular Agenda Items:

 

Action: A. On motion by Daron Chandler and seconded by Donald Garcie, it was carried to approve Out-Of-State Field Trip with monetary assistance for one Florien High School Student to Washington D.C. on April 4-7, 2019.

 

Action: B. On motion by Daron Chandler and seconded by Roderick Davis it was carried to approve Out-Of-State Field Trips with monetary assistance for 5 Many High School Students and 2 adults to Houston, Texas on April 12-13, 2019 and Tulsa, Oklahoma on April 26-27, 2019.

 

Action: C. On motion by Roderick Davis and seconded by Daron Chandler, it was carried to authorize Legal Counsel to seek AG Legal Opinion.

 

Action: D. On motion by Dale Skinner and seconded by Dr. Leah V. Byles, it was carried to approve and award RFP to AT&T and authorize Administration to sign necessary paperwork for Sabine Parish School Board ERATE For 2019-2020 School Year.

 

Action: E. On motion by Daron Chandler and seconded by Spencer Faust, it was carried to adopt a Resolution granting a one-time gross salary supplement as follows:

 

RESOLUTION

WHEREAS, the Sabine Parish School Board has the desire to use the excess sales taxes accumulated in the Sales Tax Fund to provide a salary supplement to active employees of the Sabine Parish School Board for services rendered in the fiscal year 2018-2019 and is to be paid on the April 25, 2019 regularly scheduled pay date,

AND WHEREAS, an employee is defined as an individual actively working full-time or part-time in their respective position and employed by the Sabine Parish School Board on April 25, 2019, (excludes board members and substitute labor and those only working in a timesheet capacity),

AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2018-2019 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated while surrendering any portion not earned either prior to or after the date of declaration,

THEREFORE BE IT RESOLVED, that all employees shall be paid a one-time gross supplement of $1,000.

Employees that are in a regular salaried position but working a partial day shall receive a commensurate prorated portion of the $1,000 supplement.

Any exceptions to the preceding definitions and rules will be resolved by the Superintendent

 

This resolution having been submitted to a vote, the vote thereon was as follows:

YEAS: 8

NAYS: 0

ABSENT: 1

ABSTAIN: 0

 

And the resolution was declared adopted this 11th day of March 2019.

Information: F. Rodney Wilson provided an update to the Board regarding school board energy usage methodology.

 

Information: G. Shane Wright provided an update to the Board regarding a Draft of 2019-2020 Salary Schedule Changes to be proposed.

 

Action: H. On Motion by Roderick Davis and seconded by Donald Garcie it was carried to approve and adopt the following policies (Second Reading):

  1. GBD - Employment of Personnel

  2. GBRIC - Maternity and Adoptive Leave

  3. GBC - Recruitment

  4. GBRIB - Sick Leave

  5. GAEAA - Sexual Harassment

  6. GBDA - Employment of Retired Personnel

  7. JBCC - Student Assignment

 

5. Superintendent's Report:  Superintendent’s Report was informational only.

 

6. Adjournment:  There being no further business, the meeting was adjourned.
