The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on January 14, 2019, at 6:00 p.m. at the regular meeting place of said Board, with the following members present: Daron Chandler, Donald Garcie, Randy Martin, Roderick Davis, Spencer Faust, Terrell Snelling, Dale Skinner, Donald Remedies, Dr. Leah V. Byles.
The meeting was called to order by President, Terrell Snelling, the Invocation was offered, the Pledge of Allegiance was rendered and the President welcomed the visitors.
Swearing-In Ceremony was conducted by Tammy Foster, Sabine Parish Clerk of Court
Absent: None
Debra Lee, Director of Federal Services, presented School Performance Awards as follows:
Many Junior High School for earning a B in Student Progress
Ebarb High School for earning a B in Student Progress
Zwolle Elementary School for earning a C for Improvement and earning an A in Student Progress
Converse High School was a Top Gains Honoree and earning an A in Student Progress
Florien High School was a Top Gains Honoree and earning an A in Student Progress
Many Elementary School was a Top Gains Honoree and earning an A in Student Progress
Pleasant Hill High School was a Top Gains Honoree and earning an A in Student Progress
Zwolle High School was a Top Gains Honoree and earning an A in Student Progress
Many High School was a Top Gains Honoree and earning an A in Student Progress
Negreet High School was a Top Gains Honoree, an Equity Honoree and earning an A in School Performance and Student Progress.
On Motion by Roderick Davis and seconded by Daron Chandler, it was carried to approve the Consent Agenda as follows:
Approval and Adoption of the December 10, 2018 Minutes, as signed
Approval of Pupil Progression Plan 2018-2019 Addendum
Approval of Out-of-State Field Trip from EHS to Panola College, Carthage, Texas for 4 students and one employee on February 7, 2019
Approval of Out-of-State Field Trip from MHS to Dallas, Texas for 25 students, 10 adults and one employee on April 26 - 29, 2019
On Motion by Donald Garcie and seconded by Dr. Leah V. Byles it was carried to nominate and approve Terrell Snelling as Board President for the Year 2019.

On Motion by Daron Chandler and seconded by Donald Remedies, it was carried to nominate and approve Roderick Davis as Vice President for the Year 2019.

On Motion by Roderick Davis and seconded by Daron Chandler, it was carried to authorize and approve the Administration to sign Change Order with Global Synthetics Environmental, LLC for Job 2018-21 Synthetic Turf Fields for Many High School.
The following resolution was offered by Donald Garcie and seconded by Randy Martin:

BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority Sabine Parish School Board authorize THAT THE ABOVE MENTIONED INDIVIDUALS ARE DULY AUTHORIZED AND INSTRUCTED TO SIGN THE REFERENCED AUDIT COMPLIANCE QUESTIONNAIRE

It was then moved by Dale Skinner, seconded by Dr. Leah V. Byles and unanimously carried that the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), canvass the returns and declare the result of the special election held in the Parish of Sabine, State of Louisiana, for school purposes:
PROCÈS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN THE PARISH OF SABINE, STATE OF LOUISIANA, ON SATURDAY, DECEMBER 8, 2018.
BE IT KNOWN AND REMEMBERED that on Monday, January 14, 2019, at six o'clock (6:00) p.m., at its regular meeting place, the Parish School Board Office, 695 Peterson Street, Many, Louisiana, the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Sabine, State of Louisiana (the "Parish"), for school purposes, and being the authority ordering the special election held therein on Saturday, December 8, 2018, with a quorum being present, did examine the official certified tabulations of votes cast at the said election and did examine and canvass the returns of said election, there having been submitted at said election the following proposition to wit:

(MILLAGE)
Shall the Parish School Board of the Parish of Sabine, State of Louisiana (the "Parish"), be authorized to levy a three (3) mills tax on all the property subject to taxation in the Parish (an estimated $526,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of twenty (20) years, beginning with the year 2019 and ending with the year 2038, for the purpose of providing additional security and safety for the public schools and facilities within the Parish, including acquiring, maintaining, operating and supporting safety equipment, cameras, bulletproof materials and modifications of school buildings and facilities to provide additional security and paying salaries, benefits and/or costs for security personnel?
The canvass of the results of the election showed that there was a total of 1,005 votes cast IN FAVOR OF the Proposition and a total of 2,134 votes cast AGAINST the Proposition, as hereinabove set forth, and it was further found and determined that there was a majority of 1,129 votes cast AGAINST the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly DEFEATED by a majority of the votes cast by the qualified electors voting at the said special election.
Results by precinct are available from the Secretary of this Governing Authority during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov).
