The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on August 13, 2018, at 6:00 p.m. at the regular meeting place of said Board, with the following members present:  Terrell D. Snelling, President, James R. Martin, Vice-President, Daron Chandler, Roderick Davis, William D. Garcie, Dale Skinner, Dr. Leah Byles, Spencer Faust and Donald H. Remedies.

The meeting was called to order by President Terrell D. Snelling, the Invocation was offered and the Pledge of Allegiance was rendered.

Absent:  None

Mr. Robert Hammonds, Attorney at Law, instructed the Board on pertinent 2018 Louisiana Legislative updates.

On motion by Roderick Davis and seconded by James R. Martin, it was carried to approve the Consent Agenda as follows:

·        Approval and adoption of July 9, 2018 Minutes as signed

·        Approval for the Administration to renew the Dual Enrollment Agreement with Sabine Parish School District and Northwestern State University for 2018-2019

·        Approval and adoption of the following polices (first reading):

o   BC – School Board Meetings

o   GBRIBA – Family and Medical Leave

o   JCAB – Student Searches

o   JGC – Student Health Services

o   JCDB – Student Dress Code

o   GBN – Dismissal of Employees

o   GAEAA – Sexual Harassment

o   JCEA – Student Sexual Harassment

·        Approval for Out-of-State Travel for 14 students and 2 adults and 1 employee from Florien High School to Waskom, Texas on September 12, 2018

·        Approval and Adoption of the 2018-19 School Redesign Planning Grant 1003(a) Budget

·        Approval and Adoption of the 2018-19 Striving Readers Comprehensive Literacy Grant Budget

·        Approval and Adoption of the 2018-19 ESSA Consolidated Application

·        Approval and Adoption of the 2018-19 Indian Education Grant Budget

On motion by Donald Remedies and seconded by Dale Skinner it was carried to approve the calling and announcing of a Special Called Board Meeting on August 20, 2018.

On motion by James R. Martin and seconded by Daron Chandler, it was carried to approve and adopt the following revised policies (second reading) with one Nay vote by Dale Skinner:

·        KGA – Public Conduct on School Property

·        GBRIB – Sick Leave

The following resolution was offered by James. R. Martin and seconded by Dale Skinner:

RESOLUTION

            BE IT RESOLVED, that the following millage(s) are hereby levied on the 2018 tax roll on all property subject to taxation by SABINE PARISH SCHOOL BOARD:

            BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Sabine, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2018, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

On motion by Dr. Leah Byles and seconded by Daron Chandler, it was carried to approve the Sabine Parish School Board transition to Board Docs for electronic board agenda preparation, dissemination and voting and authorizing the Administration to sign Use Agreement and/or Contract to incur yearly cost.

The following resolution was offered by Donald Remedies and seconded by James R. Martin:

RESOLUTION

A resolution to allow for and approve the purchase of 813 Championship Drive in Zwolle Louisiana.

                  BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of Zwolle School District authorize the Superintendent Dr. Sara Ebarb to sign any and all necessary documents for the purchase of 813 Championship Drive in Zwolle Louisiana for a price of $70,500.

                  FURTHERMORE and ONLY at such time a suitable deed is presented and there are no reservations by legal counsel that said Title or Deed is presumed to be lien free.

On motion by Donald Garcie and seconded by Daron Chandler, it was carried to authorize the Administration to purchase two (2) gasoline buses from Ross Bus Sales and Equipment off of State Contract for a cost of $174,314.94.

At this time the Board entered into Executive Session and the visitors were excused.

There was no business under the Superintendent’s Report, informational only.

There being no further business, the meeting was adjourned.
