The Parish School Board met to conduct a Public Hearing on Proposed General Fund and Special Revenue Fund Budgets for 2017-2018 on June 29, 2015, at 5:45 P.M. at the regular meeting place of said Board with the following members present:  Terrell D. Snelling, President, James R. Martin, Vice President, Roderick Davis, Spencer Faust, William D. Garcie, Donald H. Remedies, and Dale Skinner

 

Absent:  Dr. Leah Byles and Daron Chandler

 

At 5:45 p.m. the Public Hearing on Proposed General Fund and Special Revenue Fund Budgets for 2017-2018 began.

 

Mr. Terrell D. Snelling, President, made the decision to appoint the entire board as a committee to review the salary schedule and district guidelines for coaching duties and compensation related to administrators as per Dale Skinner’s request.

 

There were no public comments during the Public Comment Period.

 

The Public Hearing was adjourned.

 

At 6:00 p.m. the regular meeting of the Board began with a Call to Order by President Terrell D. Snelling, and the Invocation was offered.  The Pledge of Allegiance was rendered and the President welcomed the visitors.

 

Recognition of Schools that Participated in the Heart Health Program was given by American Heart Association Representative Jill Lucero.

 

On motion by James R. Martin and seconded by Donald H. Remedies, it was carried to approve the Consent Agenda as follows:

 

·        Approval and Adoption of June 12, 2017, Minutes, and June 26, 2017, Minutes, as Signed

·        Accepted Food Service Bids for the 2017-2018 School Year

·        Authorized the Administration to Receive Bids for Propane for Ebarb and Negreet High Schools for the 2017-2018 fiscal year

·        Approval of the Budget for Indian Education Grant SY 2017-2018

·        Approval of the 2017-2018 Head Start Five Year Grant Continuation Grant-Year 3

·        Approval of the 2017-2018 8G Student Enhancement Block Grant Budget

·        Approval and Adoption of the Following Revised Policies (First Reading)

A Review of the Budget Message and Supplementary information for the Sabine Parish School Board Annual Operating Budget for Fiscal Year 2017-2018 was conducted by Rodney Wilson, Director of Finance.

 

BUDGET RESOLUTION

The following resolution was offered by Roderick Davis and seconded by James R. Martin.

A resolution adopting, finalizing and implementing the Annual Operating Budget of the Sabine Parish School Board for the fiscal year beginning July 1, 2017 and ending June 30, 2018.

WHEREAS, Dr. Sara Ebarb, in her capacity as chief administrative officer of the Sabine Parish School Board prepared, with the assistance of Rodney Wilson, Director of Finance, a proposed General Fund and Special Revenue Fund Budgets for the fiscal year beginning July 1, 2017 and ending June 30, 2018, which was accompanied by a budget adoption resolution; and

WHEREAS, the proposed General Fund and Special Revenue Fund Budgets as shown in the Annual Operating Budget document after the budget adoption resolution shows the revenues itemized by source and the expenditures itemized by function as required by Louisiana R.S. 39:1305; and

WHEREAS, the accompanying budget adoption resolution has been submitted to this School Board for review and consideration; and

WHEREAS, notice of a public hearing on the proposed Annual Operating Budget, notice of the availability of the proposed budgets for review at such hearing and a general summary of the proposed budgets have been timely published in The Sabine Index; and

WHEREAS, a public hearing on the proposed Annual Operating Budget has now been reviewed and considered; now

 

THEREFORE BE IT RESOLVED by the School Board that the proposed Annual Operating Budget is hereby approved, adopted, and finalized subject to the following changes.

1.   None

            2.   None

            3.   None

BE IT FURTHER RESOLVED, that the Secretary-Treasurer of the School Board, Dr. Sara Ebarb, or her successor, is hereby authorized and in her sole discretion, to make such changes within the various budget classifications as she may deem necessary provided that any reallocation of funds affecting in excess of five percent (5%) of the projected revenue collections must be approved in advance by action of the School Board at a meeting duly noticed and convened.

BE IT FURTHER RESOLVED, that the Superintendent of the School Board, Dr. Sara Ebarb, or her successor, in her capacity as chief administrative officer of the School Board, is hereby directed to advise the School Board in writing when:

1.         Total revenues collections & other sources plus projected revenues & other sources for the remainder of the year, are failing to meet total budgeted revenues & other sources by five percent (5%) or more.

2.         Total expenditures & other uses plus projected expenditures & other uses for the remainder of the year, are exceeding the total budgeted expenditures & other uses by five percent (5%) or more, or

3.         The actual beginning fund balance, fails to meet the estimated beginning fund balance by five percent (5%) or more, and the fund balance is being used to fund current year expenditures.

BE IT FURTHER RESOLVED that the Secretary-Treasurer of the School Board, Dr. Sara Ebarb, or her successor, shall certify completion of all actions required by Louisiana R.S. 39:1306 by publishing a notice of the minutes of the meeting in The Sabine Index.

            BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of SABINE, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2017, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

            The foregoing resolution was read in full, a public comment period was held, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

On motion by Roderick Davis and seconded by James R. Martin, it was carried to Award and Approve Project 164102 (Environmental Remediation) for the Old Many Elementary Campus and Authorize the Administration to Sign any Engagement Documents.

 

During the Superintendent’s Report a Preliminary Assessment and Accountability Data presentation was given by Debra Lee.
