The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on December 12, 2016, at 6:00 p.m. at the regular meeting place of said Board, with the following members present:  Terrell D. Snelling, President, Spencer Faust, William D. Garcie, Daron Chandler, Dale Skinner, Dr. Leah Byles and Donald H. Remedies.

 

The meeting was called to order by President Terrell D. Snelling, the Invocation was offered, the Pledge of Allegiance was rendered and the President welcomed the visitors.

 

Absent:  Roderick Davis and James R. Martin

 

On motion by Daron Chandler and seconded by Donald H. Remedies, it was carried to approve the Consent Agenda as follow:

 

·       Approval and Adoption of November 14, 2016, Minutes, as Signed

·       Approval of Program Agreement between Sabine Medical Center and Sabine Parish School Board and Central Louisiana Area Health Education Center concerning the A-HEC of a Summer, 2017

·       Approval of Sabine Parish School Board Head Start Eligibility, Recruitment, Selection, Enrollment, Attendance (ERSEA) Policies and Procedures

·       Approval of Renewal of HiSET Agreement Between Sabine Parish School System and Louisiana Community & Technical College System (LCTCS), WorkReady U (WRU)

·       Approval and Adoption of the Following Budget Revisions:

A.     Fund 010 – Converse B&E

B.     Fund 011 – Ebarb B&E

C.    Fund 012 – Florien B&E

D.    Fund 014 – Negreet B&E

E.     Fund 015 – Pleasant Hill B&E

F.     Fund 016 – Zwolle B&E

G.    Fund 071 – Sales Tax District 1 (Many Dist. 34)

 

Presentation of District and School Performance Scores was given by Debra Lee.

 

On motion by Donald H. Remedies and seconded by Dale Skinner, it was carried to Award the Bid for the Zwolle High School Activity Bus to Ross Bus & Equipment Sales, Inc..

 

Bids for the Sale of the Central Office were discussed by Rodney Wilson.  No bids were received.

 

On motion by Dale Skinner and seconded by Donald H. Remedies, it was carried to authorize and approve the Board President to Sign a Memorandum of Understanding with the Following Charter Schools:

A.     Louisiana School of Math and Science

B.     Louisiana Connections Academy

C.    Louisiana Virtual Charter Academy

 

On motion by Donald H. Remedies and seconded by Daron Chandler, it was carried to authorize and approve the Board President to Sign a Cooperative Endeavor Agreement with the Sabine Parish Police Jury in regards to the National Guard Armory Building.

 

On motion by William D. Garcie and seconded by Daron Chandler, it was carried to adopt and approve a resolution providing for the issuance and sale of Nine Hundred Forty-One Thousand Dollars ($941,000) of General Obligation School Refunding Bonds, Series 2017, of Ebarb School District No. 17 of Sabine Parish, Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of and interest on such Bonds and the application of the proceeds thereof to the prepayment of certain bonds of said District; awarding said Bonds to the purchaser thereof; and providing for other matters in connection therewith.

 

On motion by Daron Chandler and seconded by Dale Skinner, it was carried to approve and adopt the Following Revised Policies (Second Reading):

A.     File:  GAK, Personnel Records

B.     File:  DJE, Purchasing

C.    File:  GBA, Employment Contracts and Compensation

D.    File:  EBBH, Use of Automated External Defibrillator (AED)

E.     File:  IDDF, Education of Students with Exceptionalities

 

On motion by Donald H. Remedies and seconded by Daron Chandler, it was carried to Enter Executive Session Regarding Sabine Parish Sales and Use Tax Commission Refund Request.

 

On motion by Dr. Leah Byles and seconded by Dale Skinner, it was carried to Exit Executive Session.

 

On motion by Daron Chandler and seconded by Spencer Faust, it was carried to Authorize the Director of Finance to Write a Refund Check of $136,796.80 to the Sabine Parish Sales and Use Tax Commission and Refund the School Board’s Share of up to 50% of the Accrued Interest on the Refund Request.

 

On motion by Dale Skinner and seconded by Donald H. Remedies, it was carried to Enter Executive Session pursuant to La. R.S. 42:17(A)(4) to discuss investigative proceedings regarding allegations of misconduct.

 

On motion by Dr. Leah Byles and seconded by William D. Garcie, it was carried to Exit Executive Session.

 

On motion by Dale Skinner and seconded by Daron Chandler, it was carried to Enter Executive Session pursuant to 42:17(A)(2) to discuss settlement and negotiations and settlement authority in advance of the proposed mediation conference that is currently being scheduled in the matter styled Kimberly Troutman v. Sabine Parish School Board, Docket No. 16-03046, Louisiana Workforce Commission, Office of Workers’ Compensation, District 2.

 

On motion by Dale Skinner and seconded by Daron Chandler, it was carried to Exit Executive Session.

 

On motion by Daron Chandler and seconded by William D. Garcie, it was carried to Authorize the Finance Director the Settlement Authority Discussed in Executive Session.

 

There was no business under the Superintendent’s Report, informational only.

 

There being no further business, the meeting was adjourned.
