The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on May 9, 2016, at 5:30 p.m. at the regular meeting place of said Board, with the following members present:  Terrell D. Snelling, President, Roderick Davis, Leah Byles, Spencer Faust, William D. Garcie, Daron Chandler, Dale Skinner and Donald H. Remedies.

 

The meeting was called to order by President Terrell D. Snelling, the Invocation was offered, the Pledge of Allegiance was rendered and the President welcomed the visitors.

On motion by Dale Skinner and seconded by Donald H. Remedies, it was carried to approve the Consent Agenda as follows:

 

·        Approval and Adoption of April 18, 2016, Minutes, as Signed.

·        Approval for Out-of-State Field Trip:

A.     Pleasant Hill High School – 6 students and 4 adults to San Antonio, Texas, on May 29 – June 3, 2016, to reward students for good behavior during the 2015-2016 school year

B.     Florien High School – 50 students and 5 adults to Galveston, Texas on May 26 and 27, 2016, as a reward for 4-H students

·        Approval of the 2015-2016 Head Start Grant Budget Revision #1

·        Approval of the EC Community Network Pilot Remaining Start-Up Funding 2015-2016 Budget Revision #1

·        Approval of the EC Community Network Pilot Lead Agencies 2015-2016 Revision #1

·        Consider Authorizing the Business Manager and/or Purchasing Coordinator to Seek, Acknowledge, and Participate in “Piggyback” Requests from Other Government Agencies/Entities within Louisiana for Any Open Bids said Agency/Entity Has Established and Legally Awarded

 

On the request of the Support Employee, the Board entered into Executive Session.

 

On motion by Dale Skinner and seconded by Daron Chandler, it was carried to exit Executive Session and reconvene Regular Session.

 

On motion by Dale Skinner and seconded by Daron Chandler, it was carried to support the Superintendent’s recommendation to Terminate the Support Employee.

 

On motion by William D. Garcie and seconded by Daron Chandler, it was carried to approve Out-of-State Travel for 19 students and 1 adult from Ebarb High School to compete at the FCCLA Nationals in San Diego, California on July 2-8, 2016.  Monetary assistance in the amount of $4,000 to Ebarb High School FCCLA from the General Fund requested.

 

On motion by Roderick Davis and seconded by Donald H. Remedies, it was carried to approve the Job Description for 21st Century Community Learning Center Secretary.

 

On motion by Roderick Davis and seconded by Donald H. Remedies, it was carried to approve the Louisiana Department of Education Budget Summary for 21st Century Community Learning Center Secretary.

 

On motion by Daron Chandler and seconded by Roderick Davis, it was carried to authorize the Administration to Seek Quotes and/or Bids for a new Gymnasium Floor at Many High School.

 

On motion by Leah Byles and seconded by Roderick Davis, it was carried to approve and declare the Board’s Intent for All Route School Busses to be Board Owned Busses and to Replace Contract/Driver Owned Busses at Such Time that Any Current Driver Owned Bus Reaches the End of Usefulness.

 

On motion by Dale Skinner and seconded by William D. Garcie, it was carried to adopt and approve the Following Budget Revisions as Presented by Rodney Wilson:

The following resolution was offered by Daron Chandler and seconded by Roderick Davis:

 

RESOLUTION

A resolution providing for canvassing the returns and declaring the results of the special election held in South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, on Saturday, April 9, 2016, to authorize the levy of a special tax therein.

                  BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, that:

                  SECTION 1.  Canvass.  This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, on SATURDAY, APRIL 9, 2016, to authorize the levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special election.

                  SECTION 2.  Procès Verbal.  A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Sabine, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

                  SECTION 3.  Promulgation of Election Results.  The results of said election shall be promulgated by publication in the manner provided by law.

This  resolution having been submitted to a vote, the vote thereon was as follows:

PROCÈS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN SOUTH SABINE CONSOLIDATED SCHOOL DISTRICT NO. 20 OF SABINE PARISH, LOUISIANA, ON SATURDAY, APRIL 9, 2016.

            BE IT KNOWN AND REMEMBERED that on Monday, May 9, 2016 at five-thirty o'clock (5:30) p.m., at its regular meeting place, the Parish School Board Office, 695 Peterson Street, Many, Louisiana, the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), and being the authority ordering the special election held therein on Saturday, April 9, 2016, with the following members present:

            Daron Chandler, Leah Byles, Spencer Faust, Roderick Davis, James R. Martin, William D. Garcie, Terrell Snelling, Donald H. Remedies, Dale Skinner;

            There being absent:  None;

did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit:

PROPOSITION (TAX CONTINUATION)

Shall South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), levy a special tax of seven and eighty-two hundredths (7.82) mills on all property subject to taxation in the District (an estimated $150,535 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a six hundredths of a mill (.06) increase over the 7.76 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

            There was found by said count and canvass that the following votes had been cast at the said special election IN FAVOR OF and AGAINST, respectively, the proposi­tion as hereinabove set forth at the following polling places, to-wit:

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 435 votes cast IN FAVOR OF the Proposition and a total of 202 votes cast AGAINST the Proposi­tion, as hereinabove set forth, and that there was a majority of 233 votes cast IN FAVOR OF the Proposition as hereinabove set forth.

            Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as herein­above set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Saturday, April 9, 2016.

            Exhibit "A" attached hereto and made a part of this Procès Verbal is a copy of the Notice of Special Election and proof of publication thereof.

NOTICE OF SPECIAL ELECTION

 

                  Pursuant to the provisions of a resolution adopted by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), on December 14, 2015, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, APRIL 9, 2016, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

The polling places set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.

 

Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.

The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Parish School Board Office, 695 Peterson Street, Many, Louisiana, on MONDAY, MAY 9, 2016 at FIVE-THIRTY O'CLOCK (5:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.  All registered voters of the District are entitled to vote at said special election and voting machines will be used.
