The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on November 9, 2015, at 5:30 p.m. at the regular meeting place of said Board, with the following members present: Terrell D. Snelling, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Daron Chandler, Donald H. Remedies, James R. Martin, and Dale Skinner.
The meeting was called to order by Vice-President Terrell D. Snelling, the Invocation was offered, the Pledge of Allegiance was rendered and the Vice-President welcomed the visitors.
On motion by Dale Skinner and seconded by Donald H. Remedies, it was carried to approve the Consent Agenda as follows:
· Approval and Adoption of October 19, 2015, Minutes, as Signed
· Approval and Adoption of the Following Revised Policies (First Reading)
A. File: JDD, Suspension
· Approval for Out-of-State Field Trips:
A. Pleasant Hill High School – 40 students in grades 4-12 who don’t receive a referral for the 2015-16 school year and 20 adults to Walt Disney World, Orlando, FL on June 11-19, 2016
B. Pleasant Hill High School – 15 to 20 students who scored at least 18 on the ACT and 4 to 5 adults to Texas Renaissance Festival in Conroe, Texas on November 20-21, 2015
On motion by Daron Chandler and seconded by Roderick Davis, it was carried to Authorize the Business Services Department to Institute a Paperless Payroll System.
On motion by Roderick Davis and seconded by Spencer Faust, it was carried to approve the Awarding of Bids for Computers December 1, 2015 through November 30, 2016, to VIG Solutions, Inc.
On motion by Dale Skinner and seconded by Daron Chandler, it was carried to authorize the Administration to Purchase One Van and One Car Off of State Contract.
Notice was read by Terrell D. Snelling that at its meeting to be held on Monday, December 14, 2015 at 5:30 p.m. at the Parish School Board Office, 695 Peterson Street, Many, Louisiana, the Parish School Board of the Parish of Sabine, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in South Sabine Consolidated School District No. 20 of Sabine Parish to authorize the continuation of an ad valorem tax or the levy of an additional ad valorem tax.
On motion by Daron Chandler and seconded by Dale Skinner, it was carried to approve and adopt a Resolution providing for canvassing the returns and declaring the results of the special election held in South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana on Saturday, October 24, 2015, to authorize the levy of a special tax therein.
It was then moved, seconded and unanimously carried that the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), canvass the returns and declare the result of the special election held in South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana:
PROCÈS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN SOUTH SABINE CONSOLIDATED SCHOOL DISTRICT NO. 20 OF SABINE PARISH, LOUISIANA, ON SATURDAY, OCTOBER 24, 2015.
BE IT KNOWN AND REMEMBERED that on Monday, November 9, 2015, at five-thirty o'clock (5:30) p.m., at its regular meeting place, the Parish School Board Office, 695 Peterson Street, Many, Louisiana, the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), and being the authority ordering the special election held therein on Saturday, October 24, 2015, with a quorum being present, did examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of said election, there having been submitted at said election the following proposition to wit:
SOUTH SABINE CONSOLIDATED SCHOOL DISTRICT NO. 20
PROPOSITION (TAX CONTINUATION)
Shall South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), levy a special tax of seven and eighty-two hundredths (7.82) mills on all property subject to taxation in the District (an estimated $150,535 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a six hundredths of a mill (.06) increase over the 7.76 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?
The canvass of the results of the election showed that there was a total of 456 votes cast IN FAVOR OF the Proposition and a total of 484 votes cast AGAINST the Proposition, and that there was a majority of 28 votes cast AGAINST the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly DEFEATED by a majority of the votes cast by the qualified electors voting at the said special election.

The following resolution was offered by Roderick Davis and seconded by Spencer Faust:
RESOLUTION
A resolution providing for canvassing the returns and declaring the results of the special election held in Many School District No. 34 of Sabine Parish, Louisiana, on Saturday, October 24, 2015, to authorize the levy of a special tax therein.
BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of Many School District No. 34 of Sabine Parish, Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Many School District No. 34 of Sabine Parish, Louisiana, on SATURDAY, OCTOBER 24, 2015, to authorize the levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special election.
SECTION 2. Procès Verbal. A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Sabine, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Results. The results of said election shall be promulgated by publication in the manner provided by law.
This resolution having been submitted to a vote, the vote thereon was as follows:

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 794 votes cast IN FAVOR OF the Proposition and a total of 645 votes cast AGAINST the Proposition, as hereinabove set forth, and that there was a majority of 149 votes cast IN FAVOR OF the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Saturday, October 24, 2015.
Exhibit "A" attached hereto and made a part of this Procès Verbal is a copy of the Notice of Special Election and proof of publication thereof.

Pursuant to the provisions of a resolution adopted by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of Many School District No. 34 of Sabine Parish, Louisiana (the "District"), on October 20, 2014, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, MARCH 28, 2015, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

The polling places set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. On motion by Dale Skinner and seconded by Daron Chandler, it was carried to approve and adopt the Following Revised Policies (Second Reading)

On motion by Donald H. Remedies and seconded by Dale Skinner, it was carried to assign and approve the Vice-President the Position and Duties of Board President for the Remainder of Year 2015.
James R. Martin was nominated as Vice-President for the Remainder of Year 2015, by Dale Skinner. On motion by Roderick Davis, it was carried unanimously to cease nominations and appoint James R. Martin as Vice-President.
Details were given by Rodney Wilson, Director of Business Services, in regards to the vacant Board Member Seat – Wards 2 and 3 – District 2.
On motion by Dale Skinner and seconded by Roderick Davis, it was carried to call a Special Meeting on November 19, 2015 at 5:30 p.m. at the Parish School Board Office, 695 Peterson Street, Many, Louisiana, at which time the Board will consider an appointment to fill the vacant seat.
There was no business under the Superintendent’s Report, informational only.
There being no further business, the meeting was adjourned.
