The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on April 13, 2015, at 6:30 p.m. at the regular meeting place of said Board, with the following members present: J.A. “Buddy” Veuleman, President, Terrell D. Snelling, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Daron Chandler, Donald H. Remedies, Dale Skinner, and James R. Martin.
The meeting was called to order by President Veuleman, the Invocation was offered, the Pledge of Allegiance was rendered and the President welcomed the visitors.
Absent: None
2016 School Level Selected Teachers of the Year were recognized by principals and Dr. Sara Ebarb.
On motion by Roderick Davis and seconded by Terrell Snelling, it was carried to approve the Consent Agenda as follows:
· Approval and Adoption of March 9, 2015, Minutes as Signed
· Approval for Requests for Out-of-State Field Trips:
A. Converse High School Girls Basketball – Woden, Texas on June 8-12, 2015
B. Converse High School Girls Basketball – Dallas or Houston, Texas on July 27-31, 2015
C. Ebarb High School Pre-K and Kindergarten – Ellen Trout Zoo, Lufkin, Texas on April 24, 2015
D. Negreet High School – Mount Pleasant, Texas on April 14-22, 2015
· Approval of LA 4 Early Childhood Program Revision #1 2014-2015
· Approval of Special Education High Cost Budget of $65,383.00 to be distributed between four students
Presentation of School District Graduation Rates was given by Dr. Sara Ebarb.
Presentation of Jump Start Planning Information was given by Missy Lee and Kristy Brumley.
Notice of Public Meeting was read aloud by Rodney Wilson, Director of Business Services, as follows:
· Notice is hereby given that the Parish School Board of the Parish of Sabine, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana, to authorize the continuation of the levy of an ad valorem tax at the School Board meeting on Monday, June 8, 2015 at 5:30 p.m. at the Parish School Board Office, 695 Peterson Street, Many, Louisiana.

· Notice is hereby given that the Parish School Board of the Parish of Sabine, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held within Many School district No. 34 of Sabine Parish, Louisiana, to authorize the renewal of the levy of an ad valorem tax at the School Board meeting on Monday, June 8, 2015, at 5:30 p.m. at the Parish School Board Office, 695 Peterson Street, Many, Louisiana.
On motion by Roderick Davis and seconded by Spencer Faust, it was carried to approve and adopt a Resolution providing for canvassing the returns and declaring the results of the special elections held in Many School District No. 34 on Saturday, March 28, 2015, to authorize the levy of special taxes therein.
It was then moved, seconded and unanimously carried that the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), canvass the returns and declare the result of the special election held in Many School District No. 34 of Sabine Parish, Louisiana:
PROCES VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN MANY SCHOOL DISTRICT NO. 34 OF SABINE PARISH, LOUISIANA, ON SATURDAY, MARCH 28, 2015.
BE IT KNOWN AND REMEMBERED that on Monday,April13, 2015, at six-thirty o'clock (6:30)p.m., at its regular meeting place, the Parish School Board Office, 695 Peterson Street, Many, Louisiana, the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of Many School District No. 34 of Sabine Parish, Louisiana (the "District"), and being the authority ordering the special election held therein on Saturday, March 28, 2015, with a quorum being present, did examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of said election, there having been submitted at said election the following proposition to wit:
MANY SCHOOL DISTRICT NO. 34 PROPOSITION (TAX RENEWAL)
Shall Many School District No. 34 of Sabine Parish, Louisiana (the "District"), levy a special tax of seven and twenty-three hundredths (7.23) mills on all property subject to taxation in the District (an estimated $247,700 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period often (l0) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District?
The canvass of the results of the election showed that there was a total of 105 votes cast IN FAVOR OF the Proposition and a total of 106 votes cast AGAINST the Proposition, and that there was a majority of 1 vote cast AGAINST the Proposition as hereinabove set forth.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly DEFEATED by a majority of the votes cast by the qualified electors voting at the said special election.

STATE OF LOUISIANA PARISH OF SABINE
I, the undersigned Secretary of the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), the governing authority of Many School District No. 34 of Sabine Parish, Louisiana (the "District"), do hereby certify that the foregoing page constitutes a true and correct copy of the proceedings and Proces Verbal made by said Governing Authority on Monday, April 13, 2015, providing for canvassing the returns and declaring the result of the special election held in the District on Saturday, March 28, 2015, to authorize the levy of a special tax therein.

On motion by Roderick Davis and seconded by James R. Martin, it was carried to approve the Declaration of Surplus Supplies and Equipment as Listed Below and Authorize Disposal Practices to Occur:
12 – Wooden Approximately 25-35 Feet in Length Light Poles with 4-6 Baseball Field Lights on Each Pole.
On motion by Dale Skinner and seconded by James R. Martin, it was carried to authorize Pleasant Hill High School to Obtain a Credit Card with a $10,000 limit through Sabine State Bank to make School Related Purchases.
On motion by William D. Garcie and seconded by James R. Martin, it was carried to approve the Administration to Advertise to Receive Bids for Propane for Ebarb and Negreet High Schools for the 2015 -2016 Fiscal Year.
On motion by Daron Chandler and seconded by Terrell Snelling, it was carried to approve the Administration to Advertise to Receive Bids for the Purchase of a New 42 Passenger Bus with air-conditioning for Florien High School.
On motion by James R. Martin and seconded by Terrell Snelling, it was carried to authorize the Director of Business Services to Sign an Extension of the Fiscal Agent Agreement Between Sabine State Bank and Sabine Parish School Board
On motion by Dale Skinner and seconded by James R. Martin, it was carried to approve the Changing of the May Meeting date from May 11, to May 4, 2015, beginning at 5:30 p.m.
Dr. Sara Ebarb, presented the 2015-2016 School Staffing Projections during the Superintendent’s Report.
There being no further business, the meeting was adjourned.
