The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on December 8, 2014, at 6:30 p.m. at the regular meeting place of said Board, with the following members present:  James R. Martin, President, Terrell D. Snelling, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Imon Jones, Donald H. Remedies, Dale Skinner, and J.A. "Buddy" Veuleman.

 

Absent:  None

 

The meeting was called to order by President Martin, the Invocation was offered, the Pledge of Allegiance was rendered and the President welcomed the visitors.

 

Judge Beasley was recognized and presented a plaque by Sandy Cosio.  The Board thanked him for his service.

 

Recognitions and Awards were presented to the Winners of the DAR Good Citizen Scholarship Contest.

 

On motion by Donald H. Remedies and seconded by Dale Skinner, it was carried to approve the Food Service Bid recommended by Rosie Sullivan.

 

On motion by Terrell Snelling and seconded by Imon Jones, it was carried to approve the Consent Agenda as follows:

 

·     Approval and Adoption of November 10, 2014, Minutes, as Signed

 

On motion by Roderick Davis and seconded by J.A. "Buddy" Veuleman, it was carried to enter into Executive Session.

 

On motion by J.A. "Buddy" Veuleman and seconded by Terrell Snelling, it was carried to exit Executive Session and reconvene Regular Session.

 

On motion by Roderick Davis and seconded by J.A. "Buddy" Veuleman, it was carried to agree with Sabine Parish Sales & Use Tax Commission’s determination to deny a Taxpayer’s Refund Request Claim for transactions prior to August 20, 2012 and to instruct the Commission to seek additional information from Taxpayer prior to refunding any portion of the claim for transactions taking place after August 20, 2012.

 

Canvassing took place, vote totals were read aloud by Rodney Wilson, Director of Business Services:

RESOLUTION

 

A resolution providing for canvassing the returns and declaring the results of the special elections held in (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South  Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana, on Tuesday, November 4, 2014, to authorize the levy of special taxes therein.

                        

BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana, that:

 

SECTION 1.  Canvass.  This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special elections held in (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana (collectively, the "Districts"), on TUESDAY, NOVEMBER 4, 2014, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special elections.

 

SECTION 2.  Procès Verbal.  A Procès Verbal of the canvass of the returns of said elections shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Sabine, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

 

SECTION 3.  Promulgation of Election Results.  The re­sults of said elections shall be promulgated by publication in the manner provided by law.

PROPOSITION (TAX CONTINUATION)

Shall Converse School District No. 8A of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of twelve and ninety hundredths (12.90) mills on all property subject to taxation in the District (an estimated $568,890 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a four and thirty-eight hundredths mills (4.38) increase over the 8.52 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

EBARB SCHOOL DISTRICT NO. 17

PROPOSITION (TAX CONTINUATION)

Shall Ebarb School District No. 17 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of sixteen and nine hundredths (16.09) mills on all property subject to taxation in the District (an estimated $77,232 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a four and eighty-eight hundredths mills (4.88) increase over the 11.21 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

SOUTH SABINE CONSOLIDATED SCHOOL DISTRICT NO.20

PROPOSITION (TAX CONTINUATION)

Shall South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of seven and eighty-two hundredths (7.82) mills on all property subject to taxation in the District (an estimated $144,670 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a six hundredths of a mill (.06) increase over the 7.76 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

NEGREET SCHOOL DISTRICT NO. 62A

PROPOSITION (TAX RENEWAL)

Shall Negreet School District No. 62A of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of six and sixty-three hundredths (6.63) mills on all property subject to taxation in the District (an estimated $165,087 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District?

             The polling places above specified being the only polling places designated at which to hold the said elections, it was therefore shown that

 (i) there was a total of 359 votes cast IN FAVOR OF the District 8A Proposition and a total of 185 votes cast AGAINST the District 8A Proposi­tion, as hereinabove set forth, and that there was a majority of 174 votes cast IN FAVOR OF the District 8A Proposition as hereinabove set forth;

 (ii) there was a total of 283 votes cast IN FAVOR OF District No. 17 Proposition and a total of 171 votes cast AGAINST District No. 17 Proposi­tion, as hereinabove set forth, and that there was a majority of 112 votes cast IN FAVOR OF District No. 17 Proposition as hereinabove set forth; and

 (iii) there was a total of 481 votes cast IN FAVOR OF District No. 20 Proposition and a total of 573 votes cast AGAINST District No. 20 Proposi­tion, as hereinabove set forth, and that there was a majority of 92 votes cast AGAINST District No. 20 Proposition as hereinabove set forth.

 (iv) there was a total of 566 votes cast IN FAVOR OF District No. 62A Proposition and a total of 471 votes cast AGAINST District No. 62A Proposi­tion, as hereinabove set forth, and that there was a majority of 95 votes cast IN FAVOR OF District No. 62A Proposition as hereinabove set forth.

             Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the District No. 8A Proposition as herein­above set forth was duly CARRIED, that District No. 17 Proposition as hereinabove set forth was duly CARRIED, that District No. 20 Proposition as hereinabove set forth was duly DEFEATED and that District No. 62A Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special elections held in the Districts on Tuesday, November 4, 2014.

             Exhibit "A" attached hereto and made a part of this Procès Verbal is a copy of the Notice of Special Elections and proof of publication thereof.

On motion by Dale Skinner and seconded by Terrell Snelling, it was carried to move the Regular Meeting time to 5:30 P.M.

 

There was no business under the Superintendent’s Report, informational only.
