The Parish School Board met to conduct a Public Hearing on Proposed General Fund and Special Revenue Fund Budgets for 2014-2015 on September 8, 2014, at 6:15 P.M. at the regular meeting place of said Board with the following members present:  Terrell D. Snelling, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Imon Jones, Donald H. Remedies, Dale Skinner, and J.A. “Buddy” Veuleman.

 

Absent:  James R. Martin

 

At 6:15 p.m. the Public Hearing on Proposed General Fund and Special Revenue Fund Budgets for 2014-2015 began.

 

There were no public comments during the Public Comment Period.

 

The Public Hearing was adjourned.

 

At 6:30 p.m. the regular meeting of the Board began with a Call to Order by Vice-President Terrell D. Snelling, and the Invocation was offered.  The Pledge of Allegiance was rendered and the Vice-President welcomed the visitors.

 

Ebarb High School Students who Participated in the State Muzzle Loading Championship were recognized and given certificates.

 

On motion by Imon Jones and seconded by Donald H. Remedies, the Consent Agenda was approved as follows:

·       Approval and Adoption of August 11, 2014 Minutes, and August 18, 2014 Special Called Meeting Minutes, as Signed

·       Approval of Out-of-State Field Trip:

A.     Zwolle High School – 1 student to the Capitol Leadership Academy, Washington DC on October 12–15, 2014, by air

·       Approval of the LA 4 Early Childhood 2014-2015 Budget

·       Approval of the 2014-2015 8G Student Enhancement Block Grant Budget

·       Approval of the Early Childhood Community Network Pilot Budget 2014-2015

·       Approval of Agreement with Upward Bound

·       Approval of the Continuation of the Louisiana Office of Student Financial Assistance LA Gear Up Agreement

·       Revising Teacher Salary Determination Guideline Number Nine (9) to Read as Follows:

 

9.          A return to work retiree teacher is deemed to have lost tenure as well as all steps and will be hired at step zero (0) teacher salary.  After completion of two full school year terms in which the teacher is rated effective, half of his/her service years will be awarded in steps.  This provision may be waived by the Superintendent during times of critical shortage or need.

On motion by Roderick Davis and seconded by Imon Jones, it was carried to Approve the Disclaimer required by the Consent Decree.

 

On motion by Donald H. Remedies and seconded by Roderick Davis, it was carried to move the October 13, 2014, Board Meeting at 6:30 p.m. to October 20, 2014, at 6:30 p.m. because the 13th conflicts with the Fall Break.

 

On motion by Roderick Davis and seconded by Imon Jones, it was carried to approve for adoption the following revised School Board Policies (Second Reading):

A.     File:  GAJ, Gifts (New Policy)

B.     File:  GBA, Employment Contracts and Compensation

C.    File:  GBI, Evaluation of Personnel

D.    File:  GBJ, Promotion

E.     File:  GBL, Tenure

 

Adopt the Millage Rate(s):  Districts Millage details were explained to the Board.

On motion by Roderick Davis and seconded by Dale Skinner, the following Resolution was adopted by a roll call vote.

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Sabine, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2014, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

             The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

On motion by Roderick Davis and seconded by Spencer Faust, it was carried to approve Change of Order #1 (ONE) for the Project to Construct a New Many Elementary School.

 

On motion by Donald H. Remedies and seconded by Dale Skinner, it was carried to approve adoption of the Proposed General Fund and Special Revenue Fund Budgets for 2014-2015.

 

On motion by Roderick Davis and seconded by Spencer Faust, it was carried to announce that the Parish School Board of the Parish of Many, State of Louisiana, plans to consider adopting a Resolution ordering and calling a special election to be held in Many School District No. 34 of Sabine Parish, Louisiana, at the School Board Meeting on Monday, October 20, 2014 at 6:30 p.m. at the Parish School Board Office, 695 Peterson Street, Many, Louisiana,  to authorize the levy of a special tax therein; making application to the State Bond Commission; and providing for other matters in connection therewith.

On motion by Dale Skinner and seconded by Donald H. Remedies, it was carried:

A.     To Dispose of:  Early Childhood – Items From Dramatic Play Centers to Include – Small Kitchens, Little Kid Ironing Boards, Used Dolls, Old Puzzles, Furniture, etc.

B.     No Action Taken -2002 Zwolle High School Blue Bird Bus – Capacity 47; Mileage 59,698

 

On motion by Dale Skinner and seconded by Roderick Davis, it was carried to approve the Purchasing Coordinator Job Description.

 

On motion by Roderick Davis and seconded by J.A. “Buddy” Veuleman, it was carried to approve Issuing of a One-time Salary Supplement in the Amount of $618.00 to be Distributed on October 24, 2014.  Those receiving this stipend shall include Certified Classroom Teachers, the Personnel as Defined in the Administrative Staff Listing and Extended Teacher Staff Listing, Registered Nurses Who Are Paid Following the Teacher Salary Schedule, and Other Permanent Full Time Positions Whose Job Requires a Bachelor’s Degree or Higher.

 

The Superintendent’s Report was information only, no action was taken.
