The Parish School Board of Many, Louisiana, Sabine Parish, met in public session on April 14, 2014, at 6:30 p.m. at the regular meeting place of said Board, with the following members present:  James R. Martin, President, Terrell D. Snelling, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Imon Jones, Donald Remedies, Dale Skinner, and J.A. “Buddy” Veuleman.

 

The meeting was called to order by President Martin, the Invocation was offered, the Pledge of Allegiance was rendered and the President welcomed the visitors.

 

Shane Wright Recognized 2015 School Level Selected Teacher of the Year Winners.

 

On motion by Roderick Davis and seconded by Donald Remedies, it was carried to approve the Consent Agenda as follows:

 

·         Approval and Adoption of March 10, 2014 Minutes, as Signed

·         Approval for Request for Out-of-State Field Trips:

 

A.    Zwolle Elementary – 65 first grade students and 8 adults, including teachers Amanda McFarlain, Lorinda Harper, Angelia Nichols and Kathryn Gentry, to Ellen Trout Zoo, Lufkin, Texas on April 28, 2014, on a school bus.

B.    Converse High School – 8 to 10 students and 2 adults, including Rhonda Byrd, to a basketball camp in Woden and Nacogdoches, Texas on June 9, 2014 through June 13, 2014 by private vehicles.

·         Approval of the Memorandum of Understanding (MOU) Between the Sabine Parish Tourist and Recreation Commission and The Sabine Parish School Board

·         Authorized the Administration to sign an Agreement for Services with myMatrixx for Providing Pharmacy Benefits Management Services (Worker’s Compensation)

·         Authorized Board President to Sign a Right of Way Authorization Document for CLECO with Regard to the Construction of a New Many Elementary School

·         Approval of SRCL (Striving Readers Comprehensive Literacy) 13-14 Carryover Revision (Year 2)

·         Approval of the Preschool Programs 2013-2014 LA4 Budget Revision #2

·         Authorized the Administration to Sign a Section 179D Allocation Agreement Form (Ratcliff Construction FHS Junior High Additions 2011-2012)

 

On motion by Terrell Snelling and seconded by Dale Skinner, it was carried to approve Out-Of-State Travel for 4 students and 1 teacher, S. Airhart, from Converse High School, to attend the National Soils Judging Contest in Oklahoma City, Oklahoma on April 28 – May 2, 2014 in a personal vehicle.  Monetary assistance approved for students and teacher.

 

On motion by William Garcie and seconded by Terrell Snelling, it was carried to approve der Out-of-State Travel for 5 students and 2 teachers, Diana Laurence and Stephanie Wyatt, from Ebarb High School, to attend the National FCCLA Conference in San Antonio, Texas on July 6 – 10, 2014 on a charter bus.  Monetary assistance approved for students.

 

On motion by Donald Remedies and seconded by Dale Skinner, it was carried to approve Out-of-State Travel for 8 students and 4 adults, including Jennifer Borel, Adviser, from Zwolle High School, to attend the National FCCLA Conference and STAR Events Contest in San Antonio, Texas on July 7 – 11, 2014 on a charter bus.  Monetary assistance approved.

 

Rosie Sullivan Gave an Overview of the Central Louisiana Backpack Program.

 

On motion by Roderick Davis and seconded by J.A. “Buddy” Veuleman, it was carried to Adopt the following Resolution:

 

R E S O L U T I O N #2 of 2014

 

RESOLUTION IN SUPPORT OF THE CAPITAL OUTLAY FUNDING

FOR THE EL CAMINO REAL CORRIDOR

 

            WHEREAS, the El Camino Corridor is a five-state highway project whose purpose is to convert the two-lane U.S. Highway 84 in the states of Alabama, Georgia, Louisiana (including a section of LA. 6), Mississippi and Texas to a four lane highway; and,

 

            WHEREAS, the corridor begins at Brunswick, Georgia and continues to El Paso, Texas, a route of approximately 1,729 miles; and,

 

            WHEREAS, the main purposes of the project are to enhance economic development, tourism, business and student transportation, to promote safe highway traveling conditions, and to provide an additional hurricane evacuation route; and,

 

            WHEREAS, the states of Alabama, Georgia, Mississippi and Texas have completed either all or a significant portion of the project sections in their respective states, and are awaiting further construction in the Louisiana section in order to achieve the planned benefits to be derived from the joint project; and,

 

            WHEREAS, the Louisiana Department of Transportation and Development has filed a FY 2014-2015 Capital Outlay application (ID number 549930) to request supplemental funding for a small section of the project to be constructed in Sabine Parish; and,

 

            WHEREAS, the Sabine Parish School Board fully supports the Capital Outlay application for supplemental funding filed by Louisiana Department of Transportation and Development;

 

            NOW, THEREFORE, BE IT RESOLVED, that the Sabine Parish School Board, in regular and legal session convened, does hereby state its support of Louisiana Capital Outlay Application No. 549930 that was filed by the Louisiana Department of Transportation and Development for supplemental funding of the El Camino East-West Corridor; and,

 

            BE IT FURTHER RESOLVED, that the Sabine Parish School Board respectfully requests that the Office of the Governor, Division of Administration and the Legislature of the State of Louisiana include the FY 2014-2015 Capital Outlay application No. 549930 in House Bill 2 during the 2014 regular session of the legislature; and,

 

            BE IT FURTHER RESOLVED, that copies of this Resolution be provided to the Office of the Governor, Division of Administration, the Speaker of the House of Representatives, the Chairman of the House Ways & Means Committee, the President of the Senate, the Chairman of the Senate Revenue & Fiscal Affairs Committee, and members of the legislature whose districts include sections of the El Camino Corridor.

A resolution ordering and calling special elections to be held in (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana, to authorize the levy of special taxes therein; making application to the State Bond Commission in connection therewith; and provid­ing for other matters in connection there­with.

                  BE IT RESOLVED by the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana (the "Districts"), that:

Shall Converse School District No. 8A of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of twelve and ninety hundredths (12.90) mills on all property subject to taxation in the District (an estimated $568,890 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a four and thirty-eight hundredths mills (4.38) increase over the 8.52 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

PROPOSITION (TAX CONTINUATION)

 

Shall Ebarb School District No. 17 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of sixteen and nine hundredths (16.09) mills on all property subject to taxation in the District (an estimated $77,232 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a four and eighty-eight hundredths mills (4.88) increase over the 11.21 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

SOUTH SABINE CONSOLIDATED SCHOOL DISTRICT NO.20

PROPOSITION (TAX CONTINUATION)

 

Shall South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of seven and eighty-two hundredths (7.82) mills on all property subject to taxation in the District (an estimated $144,670 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District, said millage to represent a six hundredths of a mill (.06) increase over the 7.76 mills tax authorized to be levied through the year 2015 pursuant to an election held on April 23, 2005?

NEGREET SCHOOL DISTRICT NO. 62A

PROPOSITION (TAX RENEWAL)

 

Shall Negreet School District No. 62A of Sabine Parish, Louisiana (the "District"), continue to levy a special tax of six and sixty-three hundredths (6.63) mills on all property subject to taxation in the District (an estimated $165,087 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2016 and ending with the year 2025, for the purpose of acquiring, constructing, improving, operating, maintaining and supporting public schools in the District?

                  SECTION 2.      Publication of Notice of Elections.  A Notice of Special Elections shall be published in the Sabine Index, a newspaper of general circulation within the Districts, published in Many, Louisiana, and being the official journal of the Districts, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the elections, which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full.

 

                  SECTION 3.      Canvass.  This Governing Authority shall meet at its regular meeting place, the Parish School Board Office, 695 Peterson Street, Many, Louisiana, on MONDAY, DECEMBER 8, 2014, at SIX-THIRTY O'CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special elections.

 

                  SECTION 4.      Polling Places.  The polling places set forth in the aforesaid Notice of Special Elections are hereby designated as the polling places at which to hold the said elections, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.

 

                  SECTION 5.      Election Commissioners; Voting Machines.  The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special elections as herein provided, and shall make due returns of said elections for the meeting of the Governing Authority to be held on Monday, December 8, 2014, as provided in Section 3 hereof.  All registered voters in the Districts will be entitled to vote at the special elections, and voting machines shall be used.

 

                  SECTION 6.      Authorization of Officers.  The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said elections, the necessary equipment, forms and other paraphernalia essential to the proper holding of said elections and the President and/or Secretary of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the elections.

 

                  SECTION 7.      Furnishing Election Call to Election Officials.  Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Sabine Parish and the Registrar of Voters of Sabine Parish, as notification of the special elections, in order that each may prepare for said elections and perform their respective functions as required by law.

 

                  SECTION 8.      Application to State Bond Commission.  Application is made to the State Bond Commission for consent and authority to hold the special elections as herein provided, and in the event said elections carry for further consent and authority to levy and collect the special taxes provided for therein.  A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.

 

                  SECTION 9.      Additional Notice Requirement.  This Governing Authority made the announcement with respect to this resolution required by La. R.S. 42:19.1, at its public meeting on Monday, March 10, 2014 and published said announcement in the Official Journal on Wednesday, March 12, 2014.

                  I, the undersigned Secretary of the Parish School Board of the Parish of Sabine, State of Louisiana (the "Governing Authority"), the governing authority of (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana (the "Districts"), do hereby certify that the foregoing pages constitute a true and correct copy of the proceedings taken by the Governing Authority on April 14, 2014, ordering and calling special elections to be held in (i) Converse School District No. 8A of Sabine Parish, Louisiana, (ii) Ebarb School District No. 17 of Sabine Parish, Louisiana, (iii) South Sabine Consolidated School District No. 20 of Sabine Parish, Louisiana and (iv) Negreet School District No. 62A of Sabine Parish, Louisiana, to authorize the levy of special taxes therein; making application to the State Bond Commission in connection therewith; and provid­ing for other matters in connection there­with.

            On motion by Spencer Faust and seconded by Roderick Davis, it was carried to Authorize the Board President to Sign a Stormwater General Permit Associated with Construction Activity Greater than 5 Acres Notice of Intent (NOI) CSW-G and providing for other matters in connection therewith.  (MES Building Project)

On motion by Roderick Davis and seconded by Spencer Faust, it was carried to Authorize the Administration to Enter into a Service Agreement for a Clerk of the Works for the Many Elementary School Construction Project.

 

On motion by Dale Skinner and seconded by Terrell Snelling, it was carried to Approve the Agreement between Many Healthcare North and Sabine Parish School Board to help evacuate residents from the nursing home in the event of an evacuation.

 

On motion by Terrell Snelling and seconded by William Garcie, it was carried to Approve the Teacher Evaluation Under  the Compass Model of 50% Observation and 50% SLT Growth Data During the 2 year Postponement of the VAM Component and the Payment of Stipends Accordingly, effective immediately.

 

On motion by J.A. “Buddy” Veuleman and Terrell Snelling, it was carried to Consider Authorize the Board President to Sign Project Permits, Certificates, and Any Other Routine and Necessary Documents related to Construction Activities for the Duration of the New Many Elementary School Project.

 

Under the Superintendent’s Report, the Superintendent advised the Board of the upcoming Fiscal In-Service and Subsequent Special Called Board Meeting on April 29, 2014 at 6:30 p.m.

 

As there was no further business, the meeting was adjourned.
