The Parish School Board met in public session on August 12, 2013, at 6:30 P. M. at the regular meeting place of said Board with the following members present:  J. A. “Buddy” Veuleman, President, Donald H. Remedies, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Imon Jones, James R. Martin, Dale Skinner, and Terrell Snelling. 

Absent:  None

President Veuleman called the meeting to order and the Invocation was offered.  The Pledge of Allegiance was rendered and the visitors were recognized.

There was a presentation given by the Honorable Gerald Long, Senator.

Pam Dillard was recognized as “Bus Driver of the Year” for the 2012-13 SY and was presented a jacket by Ms. Nancy Pratt from PCAL.  Also, Mr. Chris Mitchell, of Many Gear & Axle presented Ms. Dillard with a check.

The following Public Notice was read aloud by President Veuleman:

Public Notice was given that the Sabine Parish School Board will be having a Special Called Public Meeting on September 23, 2013, at 6:30 P. M. at the Sabine Parish School Board Office, 695 Peterson Street, for the purpose of Adoption and Levying Millage Rates for the Year 2013. 

On motion by Roderick Davis and seconded by Dale Skinner, it was carried to approve the Consent Agenda, as follows:

·         Approval of July 6, A2013 Minutes, as Signed

• Approval of the 2013-2014 Head Start Continuation Budget

• Approval of the 2013-2014 8G Student Enhancement Block Grant Budget

• Approval of the 2013-1014 Cecil J. Picard LA4 Early Childhood Program Budget

• Approval of Contracting with Carol A. Brian for Professional and/or Counseling Services for Sabine Parish Preschool Children and their Families Beginning July 1,2013 and Terminating June 30, 2014

• Approval of the Special Education – State Personnel Development Grant FY 2013-14

• Approval of Contracting with TheraTeam, LLC, for Physical Therapy Needs Assessment and Services Beginning August 8, 2013, and Terminating July 31, 2014

·         Approval of the Sabine Parish Performance Criteria for Paraprofessionals’ Evaluation Tool

The budget document was presented to the Board for review.  A budget workshop will be held with the Board on August 29, 2013, at 6:00 PM., September 9, 2013, at 6:15 pm is to be the date set for the public hearing and subsequent meeting for the budget adoption. A public notice of the budget adoption hearing, availability for inspection at the central office, and a summary of the budget must be published.  The Board was informed that the budget document would be available for public inspection at the school board office between 8:00 AM and 4:00 PM, Monday through Friday.

On motion by Imon Jones and seconded by Roderick Davis, it was carried to advise the Administration to publish the Special Revenue Fund Budgets for 2013-2014.

On motion by Dale Skinner and seconded by Imon Jones, it was carried to give two drivers permission to purchase buses. 

A.   John Kevin Herrington, Bus Driver for Negreet School District, to purchase a 2003 Bluebird bus from Taylor Bus Sales, Inc. 

B.   Linda Spencer, Bus Driver for Pleasant Hill School District, to purchase a 2003 Bluebird Bus from Ross Bus Sales.

The Board was polled on two separate occasions earlier in the week and gave unanimous permission for these purchases so the drivers could drive on the first day of school.  On motion Page 2 - Minutes August 12, 2014 

On motion by William D. Garcie and seconded by James R. Martin, it was carried to move the October 14^th Board Meeting to October 7^th because the 14^th conflicts with the Fall Break. 

On motion by James R. Martin and seconded by Terrell Snelling, it was carried to approve the Pupil Progression Plan for the 2013-2014 School Year.

On motion by Dale Skinner and seconded by James R. Martin, it was carried to approve giving a one-time salary supplement to certified classroom teachers as outlined in HB1 in the amount of $618.00 to be distributed on October 25, 2013.

On motion by Roderick Davis and seconded by William D. Garcie, it was carried to issue one-time stipends to teachers on October 25, 2013, as detailed in the 2013-14 Teacher Salary Determination Guidelines #11-15, to be funded by Sales Tax.
