The Parish School Board of Sabine Parish, Louisiana, met in public session on August 20, 2012, at 6:30 P. M. at the regular meeting place of said Board, with the following members present:
J. A. “Buddy” Veuleman, President, Terrell D. Snelling, Vice-President, Spencer Faust, William D. Garcie, James R. Martin, Donald H. Remedies, Imon Jones, Roderick Davis and Dale Skinner.
The meeting was called to order by President Veuleman, the Invocation was offered and the Pledge of Allegiance was rendered.
On motion by James R. Martin and seconded by Imon Jones, it was carried to approve the Consent Agenda, as follows:
· Approval and Adoption of August 6, 2012, Minutes as Signed.
· Approval of Education Excellence Fund (EEF) $169,140.61.
· Approval of 8(g) Early Childhood Grant $99,725.
· Review the Following Revised School Board Policies (First Reading):

1. Nikki Graves, PHHS, Food Service Technician/Cook, effective August 13, 2012.
There was no input received from the public about the Public Hearing on Proposed General Fund and Special Revenue Fund Budgets for 2012-2013.
On a motion by Roderick Davis and seconded by Donald Remedies, it was carried to adopt the Proposed General Fund and Special Revenue Fund Budgets for 2012-2013.
On a motion by Roderick Davis and seconded by Terrell Snelling, it was carried to Authorize the Principals to dispose of the GMC Mini-Bus and the 1991 Chevrolet School Bus due to receiving no bids on either item.
On a motion by James R. Martin and seconded by Spencer Faust, it was carried to accept the high bid of $1,600.00 for the MF20 Massey Ferguson Tractor.
Three (3) bids were received for the MF20 Massey Ferguson Tractor:
Frank Thigpen $106.00
Byles Welding & Tractor $351.00
Nolan’s One Stop $1,600.00
On a motion by Roderick Davis and seconded by Donald Remedies, it was carried to reject all bids that were received from VIG Solutions, Inc; School Tech Supply; CDI Computers; and CNB Computers due to several problems that were encountered with the bidders ranging from no sample units being supplied to sample units not meeting specifications. It was decided that it would be in the best interest of the School Board to reject all bids and piggy-back off of an open purchase order with another school district as provided for in La. R.S. 39:1702; La. R.S. 39:1708 and Attorney General Opinion 89-303.
The Superintendent’s Report was informational only, no action was taken.
There being no further business, the meeting adjourned.
