The Parish School Board of Sabine Parish, Louisiana, met in public session on January 3, 2012, at 6:30 P. M. at the regular meeting place of said Board, in the Title I Meeting Room, at the School Board Office at 695 Peterson Street, in Many LA. The following members were present: J. A. “Buddy” Veuleman, President, Terrell D. Snelling, Vice-President, Roderick Davis, Spencer Faust, William D. Garcie, Imon Jones, Donald H. Remedies, and Dale Skinner.
Vacancy – District 5
The meeting was called to order by President Veuleman, the Invocation was offered and the Pledge of Allegiance was rendered.
On motion by Roderick Davis and seconded by Spencer Faust, it was carried to approve the Consent Agenda, as follows:

Interested candidates for School Board Member for District 5, Ms. Connie Ammons and J. R. (Randy) Martin, each made a presentation to the Board as to their qualifications.
After presentations, blank sheets of paper were passed out to the Board Members. Each signed their name and listed their choice of candidate to fill the vacancy. The papers were then collected by Robert Lewis, Business Manager, and tallied. The tally was then presented to Dr. Ebarb, Superintendent, and it was announced a 5 -3 vote in favor of Mr. Randy Martin. Mr. Martin was immediately administered the oath of office by District Attorney Don Burkett. He will be serving as Board Member for District 5.
Terrell D. Snelling nominated J. A. “Buddy” Veuleman as President of the Sabine Parish School Board, to serve for the year 2012. Roderick Davis moved the nomination cease and it was seconded by Randy Martin. Mr. Veuleman will continue to serve as President of the Sabine Parish School Board for the year 2012, to take effect at the first meeting in February.
Dale Skinner nominated Terrell D. Snelling as Vice –President for the year 2012. Roderick Davis moved the nominations cease and there was a second by Donald H. Remedies. Mr. Snelling will continue to serve the School Board as Vice-President for the year 2012, to take effect at the first meeting in February.
There was no action on the resolution for authorization to sign checks as officers remained the same.
On motion by Terrell Snelling and seconded by Spencer Faust, it was carried to approve the recommendation of the Superintendent to promote Robert t. Lewis from Business Manager to Director of Business Services, effective January 4, 2012.
On motion by William D. Garcie and seconded by Imon Jones, it was carried to advise the Administration to advertise for six (6) new, 71 passenger busses.
On motion by Imon Jones and seconded Roderick Davis, it was carried to grant a Certificate of Completion for the New Classroom Additions at Florien High School.
On motion by Donald Remedies and seconded by Dale Skinner, it was carried to grant permission to CGGVeritas, Inc. to conduct a 3-D Seismic Survey on School Board Properties:
T8NR12W and T8NR13W
On motion by Donald Remedies and seconded by Terrell Snelling, it was carried to approve out-of-state travel and monetary assistance for Advisor and two (2) Zwolle High School Ag students who will compete in Panola Welding Contest in Carthage, TX, on February 9, 2012.
On motion by Roderick Davis and seconded by Donald Garcie, it was carried to approve for adoption the following revised and new School Board Policies (second reading):

Under Superintendent’s Report, Dr. Ebarb reported on an Attorney General’s Opinion relating to matters of mineral reservations on property once owned by the Sabine Parish School Board.
She also reported on each Individual School Board Member’s Continuing Education:
